GRANT PROGRAM AND AUTHORIZING THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES TO ADMINISTER THE GRANT FOR THE PERIOD OF APRIL I, 2005 THROUGH APRIL I, 2006. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Mayor and Common Council of the City of San Bernardino hereby ratify the submittal of a $7,500 grant application from the GoGirlGo! Grant Program and authorize the Director of Parks, Recreation and Community Services to administer the grant funding for the period of Aprill, 2005 through April l, 2006, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. SECTION 2. The authorization granted hereunder shall expire and be void and of no further effect if the agreement is not executed by both parties and returned to the office of the City Clerk within one hundred twenty (120) days following the effective date of the resolution. Grant Summary The goal of the GoGirIGo!~ Grant and Education Program is to maximize the use of sport/physical activity as an edu- cational intervention and social asset in order to enhance the wellness of girls as they navigate between childhood and early womanhood. GoGirlGo! is dedicated to the development and funding of girls' sports/physical activity programs that combine athletic instruction and program- ming with the delivery of educational information by qualified adults aimed at reducing risk behaviors that threaten the health and social advancement of girls in third to eighth grade. The GoGlrlGo! educational curriculum is available free of charge from the Women's Sports Foundation. The materials come in the form of a kit that includes a guide and journal for each girl and adult leader guides. The curriculum uses personal stories of champion female athletes like Tamika Catchings, Vonetta Flowers and Mia Hamm sharing their experiences with important issues such as self-esteem, body image and drugs. There is also expert information on each topic. Please review the sample educational curriculum before ordering or applying for grants. Organizations, agencies and schools that agree to participate in the GoGirlGo! educational curriculum become eligible to apply to the GoGirlGo! Grant program, which provides grants to support girls' sports/physical activity programming. ~ - A total of $200,000 will be awarded. In 2004, the average grant awarded was $7,500. The funding period for this program is Aprill, 2005, through April 1,2006. is 'GoGirlGo! Grant Guidelines GoGirlGo!@ grants will provide funds to support sports and physical activity programs seeking to add new or expanded program participation opportunities for an under-served population of girls, particularly economically disadvantaged girls and/or girls from populations with high incidences of health-risk behaviors. Funds requested may be used for athletic equipment, supplies, facility rental, league/tournament fees, travel, coaching, scholarships and/or program administration expenses. Funds may only be used for girls' sports/physical activity programs. Eligibility ~ Demonstrated ability to deliver girls' sport/physical activity programming to girls in third to eighth grade. ~ Delivery of a minimum 8-week sports/physical activity program with preference given to organizations working consistently with girls throughout the year. ~ Program leadership administered by experienced and committed adults. ~ SOl (c) (3) program status or nonprofit status. ~ Commitment to implement the GoGirlGo! educational curriculum including completion of a post-project attitudinal survey. Statement of program benefits, significance and timeliness Please include answers to the following questions: ~ What health-risk behaviors do girls ages 8 to 13 in your community face? ~ What are the benefits to the girls participating in your program? ~ How will the GoGirlGo! grant impact your program? ~ How will the GoGirlGo! curriculum be implemented within your program? ~ Who are the key people involved in administering the proposed program? The drill and dance steps are combinations of high-spirited inter-woven 4 and 8 count marches and aerobic routines set to intricate drumbeats created and taught by the different team members and coaches. For years audiences have marveled and applauded over and over the 50 to 60 drill team members while they perform their creative routines that they spend countless hours perfecting. In addition to the team members practicing and performing routines, teams members attend workshops and special events covering topics such as leadership, body image, peer pressure, drugs, nutrition and other subjects relevant to this age group. The City of San Bernardino has a population of 187,000, many of whom receive some type of government subsistence. This has created a large population of at-risk youth who do not typically participate in the standard sports programs offered at schools and through the Parks and Recreation Department. The Westside Steppers Drill Team and Drum Squad, is supervised by Senior Recreation Supervisor, Glenda Martin-Robinson, provides activities that not only benefit our youth physically, but build self-esteem and introduces the youth to other cultures, communities and opportunities that they would not have without the program. Ms. Robinson has over 20 years experience working with youth in various programs. She works along with 10-12 volunteers and parents of the youth approximately 50 hours per month to train, transport, fundraise, plan and supervise the annual activities of the program. The youth practice 50 weeks per year every Monday and Wednesday evening from 5:30pm to 8pm. Because of the volunteers and fundraising efforts, the program is offered to our youth at a very low or no cost depending on the individual member's situations. The team members' hard work and commitment to the program has allowed them to travel to cities and participate in events that they would not have been able to experience by any other means. The team has traveled and performed both in Southern and Northern California, Las Vegas, Nevada, Chicago, Illinois, and Washington D.C. In 2002 and 2003 the team members were invited to perform during half time for the WNBA Los Angeles Sparks at the nationally renowned Staple Center. Each time the team received a standing ovation from thousands for a performance well done. Afterwards a selected few of the girls were allowed to go back and talk to members of the L.A. Sparks team. Other members were given Lisa Leslie bobble head dolls and other memorabilia to mark the day's event. I f" Exhibit "A" PrOl!ram Benefits The following are some of the benefits the program provides to girls ages 8 to 13 years. ,/ Provide fun physical activity ,/ Builds self-esteem and self worth ,/ Opportunities to successfully compete ,/ Exposure to new and different places and people ,/ Opportunities to give back to the community In a community where many of the population are below the poverty level a grant from the GoGirlGo foundation would allow the City to offer the program at a very low to no cost to its participants. Girls ages 8 to 13 could continue to travel to places outside of their blighted neighborhoods better known for their growing gangs, violent crimes, drugs and high teen pregnancy rate. The GoGirlGo curriculum could easily be implemented within the program as part of the workshop/education program component. The program would utilize any and all GoGirlGo speakers willing to come (free of charge) and present information that encourages females' participation in sports and fitness activities that show how physical fitness activities are important to the health, leadership development and well-being of all girls and women. Budl!et The City of San Bernardino is a nonprofit, tax-exempt municipality, tax identification #95-6000-772 with an operating budget (2004/05) of $124,682,400. The Parks and Recreation Department has an operating budget of $5,595,800. The Westside Steppers program operates on an annual budget of$16,000 to $18,000 annually. This includes both an in-kind and direct budget funding. Over the years, the program has received $89,000 in CDBG funds, $7,500 Nutrition Network State grant funds and raised over $50,000 from donations, fees and fundraisers. An average of 12 volunteers donate an average of 50 hours per month, which at the national volunteer rate of $16/hr. is equivalent to an annual income $115,200. All funds go towards operational cost such as transportation, lodging, food, registration/parking fees, and equipment and uniforms repair/replacement. There are no paid staff members. Currently the program members and parents are feverously working to raise funds for the Westside Steppers to participate in the 2005 National Drill and Drum Competition sponsored by the Benevolent and Protective Order of ELKS, a Fraternal Organization. We anticipate that the competition will be held in Atlanta, Ga. or New Orleans, La. June 2005. (At the time of this proposal the location and date had not been finalized.)
