RESOLUTION NO. 2005-33
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
POLICE DEPARTMENT TO APPLY FOR AN INDIAN GAMING LOCAL
COMMUNITY BENEFIT GRANT IN THE AMOUNT OF $936,060, AND
AUTHORIZING THE EXPENDITURE OF SAID GRANT FUNDS FOR
DESIGNATED LAW ENFORCEMENT PURPOSES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Mayor and Common Council of the City of San Bernardino do hereby
authorize the police department to apply for an Indian Gaming Local Community Benefit grant in
the amount of $936,060.
SECTION 2.
If awarded, the Chief of Police is authorized to expend grant funds for law
enforcement expenditures designated outlined in the grant budget and budget narrative (Exhibit
".1\").
14 SECTION 3.
If awarded, the Director of Human Resources is authorized to add the two
additional positions (one Police Officer and one Police Corporal/Detective) to the Police
Department's Table of Organization.

FY 05/06 INDIAN GAMING LOCAL COMMUNITY BENEFIT GRANT
BUDGET NARRATIVE
Personnel Costs
Police Officers - The SB 621 grant provided funding for five (5) additional police officer
positions in FY 04/05. Currently, two officers on day shift, two on graveyard and the
fifth officer is assigned to a mid-afternoon cover shift. To provide 24/7 general law
enforcement services in the residential and business areas surrounding the San Manuel
Indian reservation one (I) additional police officer position is needed on the mid-
afternoon cover shift [a total of six (6) grant police officer positions.]
Police Corporal/Detective - This new position will serve as a relief supervisor in the
Sergeant's absence and as a detective to conduct follow-up investigations of crimes
occurring in areas surrounding the San Manuel Indian reservation.
Police Sergeant - The SB 621 grant provided funding for a Police Sergeant position in
FY 04/05. This position directly supervises and deploys other grant personnel funded by
the SB 621 grant.
Maintenance & Operation
Grant signs - Grant signs are required to be placed in areas impacted by Indian gaming
that identify the funding source for mitigation measures funded by the Indian Gaming
Local Community Benefit grant.
Capital Outlav
Unmarked Police Unit - This vehicle will be used by the newly added grant
Corporal/Detective position for transportation and to respond to calls for service
requiring immediate follow-up investigations.
Handie- Talkie (HT) radios - Portable radios are needed to be assigned to the eight (8)
grant funded police positions. HTs allow field personnel to communicate between
themselves and the Police Dispatch Center when they are away from their vehicles.
Traffic Radar Trailer - An electronic message board with integrated speed radar will be
purchased. This equipment will be utilized on Victoria A venue and other major roadways
surrounding the San Manuel Indian reservation to support traffic enforcement and
education.
Digital Voice Recorders - Eight (8) digital voice recorders are needed for grant fund
police officer positions. Digital voice recorders are used to dictate police reports and
record conversations with suspects and other citizen contacts.

also qualify at the 3 and 2 nexus funding levels. If a local jurisdiction qualifies at the 3 nexus
funding ievel, then they also qualify at the 2 nexus funding level.

<I' 30% of funding awarded to jurisdictions that meet 3 of the nexus test criteria
<I' 20% of funding awarded to jurisdictions that meet 2 of the nexus test criteria

casinos that do not pay into the Special Distribution Fund qualify for this grant category. Also,
one-time capital projects or countywide projects that mitigate the impact of tribal casinos qualify

Tribal sponsorship from the Tribe that pays into the Indian Gaming Special Distribution
Fund.
. Approved grant applications will require:
o Approval by local jurisdictions of an agreement with the County of San Bernardino,
acting on behalf of the Committee.
o Project updates and required reports to be submitted to the Committee.
. As required by California Government Code section 12715(i), a local jurisdiction that is a
recipient of a grant shall provide notice to the public, either through a slogan, signage, or
other mechanism, which states that the local government project has received funding from
the Indian Gaming Special Distribution Fund and which further identifies the particular
Individual Tribal Casino Account from which the grant derives.
