The office of each commissioner whose term expires in
September, 1967 shall become null and void on the second Monday
of May, 1967. On the second Monday of May, 1967 each councilman
shall nominate or renominate and the Mayor shall appoint or
reappoint each member of the commission in accordance with the
provisions of this section."
SECTION TWO: This ordinance is an emergency measure
and shall take effect on the second Monday of May, 1967. The
facts constituting such emergency are that three elected council-
men will take office in May 1967 and the composition of the com-
mission and the existing provisions of law create practical and
legal difficulties involving a commission with numerous members,
These difficulties and a cumbersome commission membership would
cause problems interfering with the early resolution of existing
racial tensions and conflicts within the community,
I HEREBY CERTIFY that the foregoing ordinance was duly
adopted by the Mayor and Common Council of the City of San Bernar-
