THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR- DINO DO ORDAIN AS FOLLOWS: SECTION ONE: Ordinance No. 2515 Section Two is hereby amended to read as follows: "SECTION TWO: CREATION. There is hereby created the Human Relations Commission of the City of San Bernardino. which shall be known as the Human Relations Commission. The Commission shall consist of nine (9) members who shall serve at the pleasure of the Mayor and Common Council. One member nominated by each councilman of the Third. Fifth. Sixth and Seventh Wards shall serve for one year; one member nominated by each councilman of the First. Second and Fourth Wards shall serve for two years; and two members 19 i nominated by the Mayor shall serve for two years. Thereafter. 20 I 21 22 23 24 25 261 271 281, 291' 30 all members shall be appointed by the Mayor for terms of two years each. At the first meeting of the commission subsequent to the second Monday of May. 1967. it shall choose from its members a Chairman. a Vice-Chairman and a Secretary who shall serve at the pleasure of the Commission. Each member of the Commission. after having been nominated. shall be appointed by the Mayor subj ect to the approval of the Common Council. Each member shall be and remain a local elector and each member nominated by a councilman shall be a resident of the ward of such councilman at the time of his 31 appointment. I I 1311 141, 'I I 1511 , 161 171 181, II 191 I 20 21 221 23 24 25 261 27 28 I 291 30 31 32 1 appointments shall be made in the manner hereinbefore set forth, Each member shall serve without compensation; however, necessary expenses in the conduct of his duties shall be a charge upon the General Fund, provided that the prior approval of the Mayor and Common Council is first had and obtained, 2 3 4 15 6 The office of each commissioner whose term expires in September, 1967 shall become null and void on the second Monday of May, 1967. On the second Monday of May, 1967 each councilman shall nominate or renominate and the Mayor shall appoint or reappoint each member of the commission in accordance with the provisions of this section." SECTION TWO: This ordinance is an emergency measure and shall take effect on the second Monday of May, 1967. The facts constituting such emergency are that three elected council- men will take office in May 1967 and the composition of the com- mission and the existing provisions of law create practical and legal difficulties involving a commission with numerous members, These difficulties and a cumbersome commission membership would cause problems interfering with the early resolution of existing racial tensions and conflicts within the community, I HEREBY CERTIFY that the foregoing ordinance was duly adopted by the Mayor and Common Council of the City of San Bernar- Atj//hv on the _//d..J day of ~A/:// . 1967 by the following vote, to wit: AYES: Councilmen c/~ 4/;,...u. ~-1Y/ d'~ ~ ABSENT: _'d.h_h~~ y~ dino at a meeting thereof, held NOES: rY~1f~*~ ity er 1 2 61 I 7!
