AN ORDINANCE OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO APPROVING THE ANNEXATION OF DISTRICT NO. 191.
WHEREAS, heretofore, a petition was filed with the Common Council
of the City of San Bernardino requesting that certain uninhabited territory

contiguous to said City be annexed to the City of San Bernardino, and which

said petition described said territory and the boundaries thereof proposed to

be annexed to the City; and
WHEREAS, said petition was filed by the owners of not less than
one-fourth of the area of land in such territory, and representing not less
than one-fourth of the assessed value of such territory according to the last
preceding equalized assessment roll of the County of San Bernardino, in which
said County the City of San Bernardino is situated; and
WHEREAS, said petition requested the said territory to be annexed
to and included in the said municipal corporation in accordance with the
provisions of the Government Code, Section 35300, et seq.; and
WHEREAS, on the 3rd day of April, 1967, a Resolution was adopted
by the aforesaid Common Council of the City of San Bernardino, California,
proposing the annexation of the aforesaid uninhabited territory to be generally
known as Annexation District No. 191 to the City of San Bernardino, and that
said Resolution provided therein that the proposed annexation should be
generally known and identified as Annexation District No. 191; and
WHEREAS, said Resolution set forth therein that all the property
included in the aforesaid territory should be taxed equally with the other
property within the said City to pay the bonded indebtedness and any and all
general indebtedness and liability of the City of San Bernardino contracted
prior to or existing or outstanding at the time of the aforesaid proposed
annexation of the aforesaid property as provided in the hereinbefore
mentioned Government Code; and
WHEREAS, said Resolution did fix, determine and declare that a
hearing be held on the 15th day of May, 1967, at the hour of 9:30 o'clock A. M.
in the Council Chambers of the City Hall in the City of San Bernardino, and

the same was the day, hour and place designated where any person owning real

estate within such territory so proposed to be annexed and having any

objections to the proposed annexation might object before the Common Council

and show cause why such territory should not be annexed, and, furthermore, the
said Resolution provided that at any time not later than the said hour set,
as mentioned hereinbefore, for the said hearing, any owner of property within
the said territory proposed to be annexed might file written protest with the
City of San Bernardino against such annexation; and
WHEREAS, no written protests of any kind or nature whatsoever were
filed with the City Clerk of the City of San Bernardino prior to 9:30 o'clock
A. M. on the 15th day of May, 1967, and thereafter on the 15th day of May,
1967, Resolution No. 8678 was adopted by the Mayor and Common Council
declaring that a majority protest has not been presented; and
WHEREAS, it appears to the Common Council of the City of
San Bernardino that the aforesaid annexation proceedings have been completed
and everything performed at this ~ime in accordance with said Government Code,
as mentioned hereinbefore, and any and all other laws in any way connected
with the said annexation procedure having been complied with; and
WHEREAS, the Common Council of the City of San Bernardino desire to
approve at this time the annexation of the aforesaid territory.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO DO ORDAIN AS FOLLOWS:
SECTION ONE: That said territory herein described as Annexation
24 District No. 191 is hereby annexed and incorporated in and made a part of
25 the City of San Bernardino.

SECTION TWO: The territory herein referred to as being annexed to
27 the City of San Bernardino is particularly described as follows, to wit:
28 That portion of the Southwest one-quarter of Section 16,
the South one-half of Section 17, the North one-half of
29 . Section 20, the North one-half of Section 21, Township 1
North, Range 4 West, San Bernardino Meridian if said
30 Section lines were extended across the Rancho Muscupiabe
as per plat thereof recorded in Book 7 of Maps, Page 23,
31 and that portion of Tract 2937 as per plat thereof recorded
in Book 41 of Maps, Page 28, and that portion of Tract 3177
32 as per plat thereof recorded in Book 45 of Maps, Pages

59 and 60, records of the County Recorder of San Bernardino
County, State of California, described as follows:

Beginning at the point of intersection of the center line
of Morgan Road as delineated on said Tract 3177 and the
center line of Kendall Drive, said point being on the
present corporate limits of the City of San Bernardino;
thence along said City Limit line the following courses
and distances; thence Southeasterly along said center
line of Kendall Drive to its intersection with the West
line of said Section 16; thence North along said West line
of Section 16 ~o the Northeasterly line of said Kendall
Drive; thence Southeasterly along the Northeasterly line
of Kendall Drive to the intersection with a line which is
150.00 feet South of the South line of "c" Street, said
"c" Street being the Westerly prolongation of "c" Street
as shown on map of Arrowhead Suburban Farms, Tract "A" as
shown on plat recorded in Book 21 of maps at page 6,
records of said County; thence Easterly and parallel with
the South line of said "c" Street to the East line of
Second Avenue, said Second Avenue being the Southerly
prolongation of Second Avenue as shown upon the plat of
said Arrowhead Suburban Farms Tract "A"; thence South
00 24' East along the East line of said Second Avenue to
the Northeast corner of the intersection of said Kendall
Drive and Second Avenue; thence South 00 24' East to the
Westerly prolongation of the North line of the Arrowhead
Tract as per plat thereof recorded in Book 11 of Maps
at Page 37, records of said County; thence Westerly along
the North line, extended West, of said Arrowhead Tract
to a point that is 48 chains East and parallel to the
Northerly prolongation of Course No. 38 as delineated
on said map of the Rancho Muscupiabe; thence North and
parallel to the Northerly prolongation of said Course

SECTION THREE: That the above described property will be subject to
taxation equally with the property within such municipal corporation to pay
its proportion of the following bonded indebtedness of the City of San Bernardino
which said bonded indebtedness was outstanding or theretofore authorized and
is outstanding at the time of said annexation, to wit:
A bonded indebtedness of $490,000.00 incurred for the acquisition
and construction of a public library, including additions to and enlargements
of the public library system of said City, the outstanding indebtedness
thereon being $330,000.00, bearing interest at the rates of 4 3/4%, 3 1/4%
and 3 1/2% per annum;
A bonded indebtedness of $1,116,000.00 incurred for the acquisition
and construction of additions to, relocations of and replacements of the
fire fighting system of said City, the outstanding indebtedness thereon
being $955,000.00, bearing interest at the rates of 4%, 3%, 2 1/2%, 2 3/4% and
2.9% per annum.

SECTION FOUR: The property herein annexed is declared to be a part
27 annexed territory, with zoning classifications as shown on a map titled
28 "Exhibit A", on file in the of fice of the City Clerk, consisting of portions
29' of Sections 16, 17, 20 and 21, of Township 1 North, Range 4 West, San Bernardino
30 Base and Meridian, San Bernardino County, described as follows:
31 All property in the proposed annexation is recommended to
be admitted to the City in the R-1-7200 Single Family
32 Residential Zone except the parcels that are to be zoned

Ordinance and shall cause the same to be published three consecutive times,
