SECTION ONE: That Section l\mlve and One-Half of Ordinance No.
1698, of the City of San Bernardino, be amended to read as follows:
SECTION n:J!.'LVE AED ONE-ILLF: That the accumulation of garbage
and/or rubbish constitutes a 'nenace to the health, welfare and safety of the
inhabitants of the City of San Bernardino, and an orderly and regular collection
of garbage and/or rubbish is necessary to prevent the spread of disease,
the creation of a health menace, and a fire hazard.
That the Hayor and Common Council shall provide by Resolution,
fron ti~e to time, rates for the collection of rubbish and/or garbage, and
provide for the leV'J and collection of assessments covering said charges, all
of which charges and assessments shall be reasonably related to the amount of
garbage and/or rubbish accumulated and requiring disposal from such pl,aces as
homes, places of business, hotels, office buildings, restaurants, shops, stores,
hospitals, courts, apartment houses, and other such similar places, as ,>Tell as
from heads of falnilies occupying a part or portion of any premises.
Said assessments so levied and charged, shall be collected by the
City bi-monthly, in advance.
SECTION T,~: The passage of this Ordinance is declared to be an
emergency matter, and necessary for the imnediate preservation of public peaee,
health, and safety in this: said Ordinance provides a complete plan of regulation
of garbage and/or rubbish collection and disposal, which camlot be carried
28 out unless appropriate charges are made therefor, and this Ordinance provides
29 the means for making such charges and collections; therefore, this Ordinance
30 shall take 'effect August 1, 1953.
