ORDINANCE NO. ~c/9 1 AN ORDINANCE AMENDING ORDINANCE NO. 763 ENTITIED, "AN ORDINANCE PROVIDING FOR THE LICENSING OF BUSINESS, SHOWS, EXHIBI- 2 TIONS AND GAMES CONDUCTED OR CARRIED ON IN THE CITY OF SAN BERNARDINO, FIXING THE RATE OF LICENSE THEREFOR AND PROVIDING FOR 3 COLLECTION THEREOF." 4 . The Mayor and Common Council of the City of San Bernardino 5' do ordain as follows: 6 SECTION 1: Section 63 of Ordinance No. 763 is hereby 7 amended to read as follows: SECTION 63: For every person, firm, partnership, associa- tion or corporation engaged in or carrying on the business of a private patrol system, armored car service, private police system, or engaged in the business of private patrolman, policeman, watchman or guard, $5.00 per quarter; and for each person in ex~ cess of one employed therein, $1.50 per quarter. For every person, firm, partnership, association or corpor- ation engaged in or carrying on the business of a nightwatch service, private detective agency, or engaged in the business of detective, or investigator, $30.00 per year. As a condition to the issuance of such license, the appli- cant shall file an application with the Chief of Police, setting forth the full name and address of applicant, and if a partnership, the name and addresses of all partners, and if a corporation, the ~ n~es and addresses of the principal officers, a brief description of the territory in which applicant desires to operate, the nature of the service to be rendered and methods employed in performing the same, the address and telephone number of applicant's place of business in San Bernardino or elsewhere, and such other infor- mation requested by the Chief of Police, so that he may make a 28' complete investigation of the applicant. If the Chief of Police, upon investigation, finds that the applicant is of good character, honesty and reputation, he shall approve said application and certify same to the City Clerk. Before a license is granted hereunder, the applicant shall submit a list to the Chief of Police of all employees and persons who will perform services under said license, and such persons shall present themselves to the Police Department to be photo- graphed and finger printed, and which photographs and fingerprints shall be filed as a part of the permanent records of the Police Department. Said license shall be kept current at all times by having on file in the Police Department the photographs and fingerprints of all members and persons who may be employed sub- sequent to the issuance of the original license. Any license issued under this ordinance may be revoked at any time by the City Council if it finds that the business or service conducted under such license is contrary to public welfare, or has been conducted in an unlawful or improper manner, or in violation of the laws of this State or the ordinances of said City, and the City Council ~ay also demand the discharge of any person employed in or conducting any business or service hereunder 22, if it finds that such person is not a fit and proper person to 23 be engaged in such business or service, as a condition to the 24' maintenance of such license. 25 26 No license issued hereunder may be transferred at any time. 27 nardino are hereby repealed.
