SECTIOli O,:E: That all streets and other vaci1nt propert~. owned by

the City of San Bernardino are hereb;y declared to be parking meter zones, and
9
in the event parking meters are established, as herein provided, adjacent te
any parking spaCe in said zones, ti1eprovisions of this ordinance shell govern
parking in such parking space.
. SECTION T'fiO: That the Hayor and Common Council may by resolution
specify the streets, or portions of streets, or other areas; wherein said
parking meters shall be installed, an,l shall fix the time liaitation for legal
parking in $lid zones, I1hich li'llit shall be designated upon the :p'irking meter
or meters or by appropriate signs. posted in proxunity to said meter or m.eters,
and shall authorize the installation of :p'irking meters in&"Uch parking zones
and in such. numbers and c.t such places as may be necessary to tho re[;ulation,
corrtrol and inspection of the parking of vehicles therein, including the re-
servation of loading zones for comnwrcial vehicles.
SECTION THREE: Parking meters installed in parking meter zones
mlall be installed immediately adjacent to the individual parking space here-
inafter described, and each parking Deter shall be so constructed and adjusted
as to show ,[hen properly operated and signal that the space adjacent to which
it is ins.talled is or is not legally ii1 use.
SECTION FOIUl.: (a) That the Chief of Police shall have lines and
markings painted adjacent to each parking meter, designating the parking
space for which said meter is to be used, and each vehicle parked adjacent to
any parking meter shall park within such line or marking;
(b) It shall be unlawful to park any vehicle across any such line
or ill"-rking, or to park a vehicle ir>. such a position that it shall not be en-
tirelY ,rithinthe space'desi~ated by such lines or markings:

SEC'i'ICJ;': dIX: It sh2~1 be lUllawful to deposit or cause to be de-
4 posited in ccny pee.j'king meter any slug, device or metallic substitute for a
5 one cent (11), a five cent (51) or a ten cent (lOi) coin of the United States.

SECTION SEVEN: It shall be unlawful for any unauthorized person
7 to operate, or for any person to deface, injure, t&"pcr vQth, or vdllfully
8 break, destroy, or impair the usefulness of an;y parkingiiJeter installed pur-
9 suant to this ordinance, or to hitch any anlinals thereto, or lean any bicycle
10 against any meter.

SECTION EIGh'T: That it shall be the duty of the Police Department

(a) It shall be the duty of each meter inspector to keep an ac-
count of and report the number of each parkir.g rueterwhich indicates that
the vehicle occupying the pe.rki:cg sp<1ce adjacent to such parking meter is or
ros been parked in violation of the provisions of this ordinance, the date and
hour of such violation, the make and state license number of such vehicle, and
o,ny other facts a, knowledge ,of 'Ihich is, necEJPs.ary to a thorough understanding
of 'the cir~stances attendL~g such'Yiolation;
(b)'He shii}l issue ani! attach, in writing, a citation for illegal
parking in, the sane form ,mi subject to the same procedure provided for by
the ordinances of the City of San Bernardino and the laws of the State of
California applicable to traffic regulations within said City;
(c) Any operator or owner of a vehicle' to 'Ihom a citation has
been issued, may Hithin t\1enty-four (24) hours of the time of the issuance of
such citation, pay to the Police Department in full satisfaction of such vio-
lation the sum 'of fifty cents (50i). Said p<lJ'ment maY be made in person or
by mailing said sum to said Police Department, Hall of Justice, or the City
Hall, San Berne,rdino, California, within eaid period of twenty-fol.lr (24) hours.
The failure of such owner or operator to make such payment within twenty-four
(24) hours, shall render such owner or operator subject to the penalty herein-
after provided for the violation of the provisions of this ordinance;,

(d) Any person violating any provision of this ordinance shall
be deemed guilty of a lnisdemeanor, and upon conviction thereof, shall be
punishable by a fine not exceeding Five Hundred DClllars ($500.00), or by
imprisonmetit in the Cit:/ or CountJ' Jail for a period not exceeding six (6)
months, or by both such fine and imprisonment.
SECTIeN liiTIffi: The amount of the coins required to be deposited:
in parking neters as provided herelll is hereby levied and assessed as a fee
to provide for the proper regulation, control and inspection of traffic up-
on the public 5treets and other public property, and to cover the cost of
supervising, regulating, and inspecting the parking of vehicles in the park-
ing meter zones provided for herein, the cost of placing and maintaining
lines or merkings designating parking spaces in parking meter zones, and the
cost of the purchase, supervision, protection, inspection, installation,
operation, maintenance, control and uSe of the parking meters lllstalled
hereunder, and the special fund in which such fees' shall be placed shall be
devoted exclusively to those purposes.
SECTION TEN: It s.hall be the duty of the Chief of Police to de- .
signate Some person or persons to make regular collections of the money de-
posited in said parking meters, and to deposit said money in accordance with
the City C~rter, which said lnoney shall be placed in a special fund, which is
hereb;ycreated, established and designated as the "Parking,Meter Fund",

SECTION lj:LEV-I'lh This qrdiI1ance shall be deemed to be in addition'
and stipplement~to, and not i~ codlict with, nor a repeal qf, existing
ordinances of this City, but shall be an additional provision for the regu_
lation of traffiq and parking in the parking meter zones provided for herein.
SEC'L'IOl! 'IWELVE:' If any section, or part of section, sentence,
clause or phrase of this ordinance shall be held to be unconstitutional or
invalid, theremaiI1i11.g provisions thereof shall nevertheless remain in full
force .andeffect.
