AN ORDINANCE OF THE CITY OF SAN BERNARDINO.
CALIFORNIA. ORDERING. CALLING. PROVIDING
FOR AND GIVING NOTICE OF A SPECIAL ELECTION
TO BE HELD IN THE CITY OF SAN BERNARDINO ON
THE 12TH DAY OF APRIL. 1955. FOR THE PURPOSE
OF SUBMITTING TO THE QUALIFIED VOTERS OF
SAID CITY PROPOSITIONS TO INCUR BONDED
INDEBTEDNESS BY SAID CITY FOR CERTAIN
MUNICIPAL IMPROVEMENTS. AND CONSOLIDATING
SAID ELECI'ION WITH THE GENERAL MUNICIPAL
ELECTION TO BE HELD ON SAID DATE.
WHEREAS. the Mayor and Common Council of the City
of San Bernardino. California, did on the 28th day of
February. 1955. by a vote of more than two-thirds of the
members of said Common Council, adopt Resolution No. ~~~8
entitled "A resolution of"the 'MaYlllrah<!'Cemmon Council of
The City of San Bernardino. California, determining that the
public interest and necessity demand the acquisition and
construction of certain municipal improvements, and making
findings relating thereto". which said resolution was duly
signed and approved by the Mayor of said city and attested and
certified by the City Clerk of said city;
The Mayor and Common Council of The City of San
Bernardino DO ORDAIN as follows:
Section 1. That a special election be held, and the
same is hereby called to be held, in The City of San Bernardino,
California. on the 12th day of April, 1955. for the purpose of
submitting to the qualified voters of said city seven proposi-
tions of incurring indebtedness and issuing bonds of said city

therefor, in the amounts hereinafter set forth, and for the
objects and purposes set forth in said resolution and
hereinafter stated.
Section 2. That the object and purpose for which each
of said indebtednesses is to be incurred and bonds issued
therefor are as follows:
BOND PROPOSITION NO.1:
The acquisition and construction by The City of
San Bernardino of a certain municipal improvement, to wit:
additions to, relocations of and replacements to the fire
fighting system of said city as follows: $100,000 for a
new fire station (With fire fighting apparatus) to be
located on Harrison Street in the area commonly known
as the Del Rosa Estates Annexation; $105,000 for a new
fire station (with fire fighting apparatus) in the west
side of the city; $105,000 for the relocation of fire
station No. 5 and the acquisition of fire fighting
apparatus therefor; $65,000 for additions to and
remodeling of fire station No. 2 on Mt. Vernon Avenue,
including for each of the foregoing the planting and
landscaping of grounds and the acquisition of all land,
furniture, fixtures and furnishings necessary therefor;
$12,000 for additions to fire station No. 4 on North
"E" Street, and $95,000 for fire fighting trucks, apparatus
and equipment.
BOND PROPOSITION NO.2:
The acquisition and construction by The City of

San Bernardino of a certain municipal improvement, to
wit: additions to the city corporation store yard,
consisting of additions to the garage, new shops, sheds
and paving, including the acquisition of all furniture,
fixtures and furnishings necessary therefor.
BOND PROPOSITION NO.3:
The acquisition and construction by The City of
San Bernardino of a certain municipal improvement, to
wit: the acquisition and development of parks of said
city as follows: $101,000 for a new park in the
northwest section of the city with acquisition of land
necessary therefor and the construction of lighted
playing fields and courts, public meeting and picnic
facilities, restrooms and the planting and landscaping
of grounds and provision for vehicle parking; $80,000
for a new park in the northeast section of the city with
the acquisition of land necessary therefor and the
construction of lighted playing fields and courts and
restrooms and the planting and landscaping of grounds;
$228,000 for a new eighteen hole golf course with the
acquisition of land necessary therefor and the construction
of offices, restrooms and related buildings and provision
for vehicle parking and the planting and landscaping of
grounds; $30,000 for additions to the swimming pool
facilities, playing courts, picnic and vehicle parking
facilities for Perris Hill Park and the planting and
landscaping of grounds; $50,000 for renovating and
enlarging the Perris Hill Bowl in Perris Hill Park;

$15,000 for a bandshell and amphitheater for Lytle
Creek Park; $5,000 for restrooms in Gateway Park;
$13,000 for an adult recreation and clubroom in
Inland Lake Park; $100,000 for a museum and adult
recreation clubroom in Pioneer Park, including in each
of the foregoing the acquisition of all furniture,
fixtures, furnishings and other property necessary
therefor; and $90,000 for six new neighborhood parks,
including the acquisition of land necessary therefor.
BOND PROPOSITION No.4:
The acquisition and construction by The City of
san Bernardino of a certain municipal improvement, to
wit: additions and enlargements to the public library
system of said city as follows: $63,000 for a new branch
library in the northeastern part of the city with land
necessary therefor and provision for vehicle parking;
$47,000 for additions to the Arrowhead Branch Library,
including land necessary therefor; $918,000 for a new
main library with land necessary therefor, provision for
vehicle parking and the planting and landscaping of
grounds; and $8,000 to enlarge and remodel the branch
library on West 9th Street, including in each of the
foregoing the acquisition of all furniture, fixtures,
furnishings and other property necessary therefor.
BOND PROPOSITION NO.5:
The acquisition and construction by The City of
San Bernardino of a certain municipal improvement, to
wit: a street improvement in the city consisting of a

grade separation on Rialto Avenue over the Atchison,
Topeka & santa Fe Railway Company main-line tracks
and siding at Public Utilities Commission Crossing
No. 2B-0.3, with appurtenances and appurtenant work
and including the acquisition of land, easements, rights
of way, apparatus, equipment and other property necessary
therefor.
BOND PROPOSITION No.6:
The acquisition and construction by The City of
San Bernardino of a certain municipal improvement, to
wit: storm drains with appurtenances and appurtenant
work, including the acquisition of land, easements, rights
of way, apparatus, equipment and other property necessary
therefor.
BOND PROPOSITION NO.7:
The acquisition and construction by The City of
San Bernardino of a certain municipal improvement, to
wit: a bridge over Twin Creek at Lynwood Drive, with
appurtenances and appurtenant work, and including the
acquisition of land, easements, rights of way, apparatus,
equipment and other property necessary therefor.
Section 3. That the estimated cost of the municipal
improvement described in Bond Proposition No. 1 in Section 2
hereof is the sum of $482,000, and that the amount of the
principal of the indebtedness to be incurred therefor is the
sum of $482,000.

That the estimated cost of the municipal improvement
described in Bond Proposition No. 2 in Section 2 hereof is the
sum of $55,000, and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $55,000.
That the estimated cost of the municipal improvement
described in Bond Proposition No. 3 in Section 2 hereof is the
sum of $712,000, and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $712,000.
That the estimated cost of the municipal improvement
described in Bond Proposition No. 4 in Section 2 he~eof is the
sum of $1,036,000, and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $1,036,000.
That the estimated cost of the municipal improvement
described in Bond Proposition No. 5 in Section 2 hereof is the
sum of $713.000. and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $288,000.
That the estimated cost of the municipal improvement
described in Bond Proposition No. 6 in Seotion 2 hereof is the
sum of $100,000, and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $100,000.
That the estimated cost of the municipal improvement
described in Bond Proposition No. 7 in Section 2 hereof is the
sum of $125,000, and that the amount of the principal of the
indebtedness to be incurred therefor is the sum of $125,000.
That the maximum rate of interest to be paid on any
indebtedness incurred for any of the purposes stated in this

ordinance shall not exceed the maximum rate permitted by law,
to wit, six per cent (6%) per annum, payable annually the first
year and semiannually thereafter, the actual rate or rates of
interest on said bonds to be determined at the time of the
sale or sales thereof.
That if any proposition for the incurring of bonded
indebtedness so submitted receives the requisite number of
votes, to wit, two-thirds of the votes of the qualified
electors voting at such election, bonds of said city in
not exceeding the principal amount stated in such proposition
shall be issued and sold for the object and purpose set forth
in said proposition.
Section 4. That the polls for said election shall
be opened at seven o'clock A.M. of the day of said election
and shall remain open continuously from said time until seven
o'clock P.M. of the same day, when said polls shall be closed,
except as provided in Sectipn 5734 of the Elections Code of the
State of California.
Section 5. That on the ballots to be used at said
special election, in addition to any other matters required by
law, there shall be printed substantially the following:
MARK CROSSES (+) ON BALLOT ONLY WITH RUBBER STAMP;
NEVER WITH PEN OR PENCIL.
(ABSENTEE BALLOTS MAY BE MARKED WITH PEN AND INK
OR PENCIL.)
INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in the
voting square after the word "YES" or after the
word "NO". All marks, except the cross (+) are

forbidden. All distinbuishing marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter's ballots mark a cross (+) with
pen or pencil.

Section 6. A cross (+) placed in the voting square
after the word "YES" in the manner hereinbefore provided shall
be counted in favor of the adoption of a proposition. A cross
(+) placed in the voting square after the word "NO" in the
manner hereinbefore provided shall be counted against the
adopt~on of a proposition.
Section 7. That the special election hereby called
shall be and is hereby ordered consolidated with the general
municipal election to be held in said city on Tuesday, the 12th
day of April, 1955, and such elections shall be held in all
respects as if there were only one election, and only one form
of ballot shall be used thereat. The precincts, polling places
and officers of election for this special election shall be the
same as those provided for said general municipal election, and
said precincts, polling places and officers of election are set
forth in the resolution CODlJ*X!I!l!N;. 0:' said general municipal
election, to wit, Resolution No. 3457
adopted the 28th day of February, 1955.

Section 8. That except as otherwise provided in
this ordinance, the election hereby called shall be conducted
as provided by law for other municipal elections in said city.
section 9. That the Mayor and Common Council of
said city shall meet at its usual place of meeting in the
City Hall on Thursday, the 14th day of April, 1955, at 7:30
o'clock P.M. of said day, and proceed to canvass the election
returns and declare the result of said .election.
Section 10. That the City Clerk shall certify to
the passage and adoption of this ordinance by the Common Council
of said city by a vote of more than two-thirds of all of its
members, and shall cause this ordinance to be published once a
day for at least seven (7) days prior to the time appointed for

the holding of said election in the SAN BERNARDINO EVENING
TELEGRAM, a newspaper printed and published seven days a week
in said city. No other notice of such election need be given.
Section 11. This ordinance shall take effect upon
the completion of publication for three (3) consecutive days,
exclusive of holidays, in the SAN BERNARDINO EVENING TELEGRAM,
a daily newspaper printed and published in the City of San
Bernardino.
ADOPTED, SIGNED AND APPROVED this 7th day of March,
1955.

ordinance was passed and adopted by a vote of more than two-
