SECTION ONE: That a primary election shall be held on the Third Tues-
day in March, 1955 and a like election ,to be held on the third Tuesday in March
every four years thereaft~r. in the City of San Bernardino, City of San Bernardino
School District and the City ,of San BerQar~ino High School District for the nomin
ation of candidates for the following offices:
1.. Mayor;
2, MeBber of the City Council from the Third Ward;
3, Member of the City Council from the Fifth Ward;
4, City Clerk;
5. City Treasurer;
6. City Attorney
7. Two members of the Board of Education. ell of whOIl shall be
qualified electors of 'the City of San Bernardino School'
District, to be elected for full terms; and
8, A lIemer of the Board of Education !'Iho shall be a qualified
elector and resident .of. that portion of the San Bernardino
High Scliool District not included i,n the City of San Bernar-
dino School District, to be elected for a full term.
SECTION TWO: That apri~ry election shall be held on the third Tues-
day in March. 1957 and a like election to be held on the third Tuesday in March
every four years thereafter. in the City of San Bernardino. City of San Bernardin

8 wards by the qualified electors of said wards respectively, t~.it: The first,
9 second, third, fourth and fifth wards.
10 That all of said members of the Board of Education shall be nominated
11 by the electors at large of the City of San Bernardino School District and the
12 City of San Bernardino High School District and all portions of said districts
13 lying outside of the City of San Bernardino shall be deemed for said purposes,
14 .and are hereby declared to be a part of said City,

(b) Time for obtaining signatures. Thatnollination papers shall be
issued and verification deputies appointed to obtain signatures to the nomination
papers of any candidate at any time not earlie, than the seventy-fifth day nor

(c) That nomination papers for the following respective offices shall
be signed by voters of the area for which the candidate is to be nominated as
follows, to....it:
Mayor. City Clerk, Ci~y Treasurer and City Attorney: Not less than
twenty (20) voters. nor more than thirty (30) voters; and
Councilmen: Not lesstllan, fifteen US) voters, nor IIOre than
twenty-five (25) v,oters: ~nd
Board of EducatIon: Not less thart twenty (20) voters nor more
than thirty (30) V'1ters.

1 The total number of ballots cast for candidates for any office .shall be determined
2 by dividing the total number of votes cast for all candidates for that office by
3 the number of candidates to be elected to such office.

(e) Date filed with the City Clerk. All nomination papers shall be
5 filed with the City Clerk not later than 12;00 o'clock noon on the fifty~fourth

(f) Filing fee, The City Clerk shall supply all forms
required for n
8 inationrand election to all City offices. Such forms shall be distributed without
9 charge to all such candidates applying therefor; provided, however, that such form
10 shall not be distributed except upon the prepayment of the filing fees. The fil~
11 ing fee for any office shall be two per cent of the first year's salary for the
12 office for which the candidate is isuued papers. No nomination papers shall be
13 issued or filed except upon proof of said prepayment. The filingiee shall not be
14 refunded in the event the candidate fails to qualify as a candidate. No filing
15 fee shall be required of a candidate .for member of the Board of Education.
16: (g) The City Clerk is authorized to .issue one lis.t of the registered
17 voters residing within the di strict in which the candidate is running for office
18 to any candidate who is required to pay a filing fee, Such lists shall be. furnish
19 ed by tbe City Clerk promptly after the closing of nominations, and liS soon as suc
20 lists are made available by the County Clerk of the County .of San Bernardino.

SECTION FOUR: The City Clerk is hereby instructed and authorized to pro
cure. prepare and distribute all necessary ballots and election supplies for said
election,
SECTION FIVE: That the hoar of ~even o'clock A.M. on the date of said

S"l.iION SIX:. The City'Clerk shall publish ,a' Ii stof the names of the
nominees, in the order in which they appear on the ballot, and the respective
offices for which they have been nominated at least twice before the day of dec--

SECTION SEVEN: On the second day at1rer a municipal election, exclusive
of'holidaYll. at 7:30 o'clock P.M., 'the Mayor and ,Common Council shall llleet at the
City Hall and proceed to canvass ,the election returns and dechre the result.
SECTION EIGHT: That all ballots cast under the provisions of the Absent
25 Voters Law, shall in 'order that'they may be counted, be received by the clerk from
26 whom they were received within six days after the date of the election in which
'27 they are to be counted. As soon as all absent voter baliots issued have been re-
28 ceived or returned and accounted for, and in no case later than Seven days after
29 ally,*,unicipal election, the Mayor and Common Council o,r an election board author-
30, hed by the Mayor and COllllllOn Council shall count and canvass all of the ballots.

SECTION NINE: General Elections, General Elections shall be conducted
32 nder the same laws as the Primary Elect ions and shall be held on the second Tues-

1 day of April of each odd-numbered year. Names of candidates elected in the Primar
2 Election need not appear on the ballot in the ensuing General Election.

SECTION TEN: Term of Office. The Mayor shall be elected biennially and
4 his term of office shall be for two years from and after the second Monday in May
5 next succeeding his election; the City Clerk. City Treasurer and City Attorney and
6 the members of the Common Council shall hold office for a term of four years from
7 and after the second Monday in May next succeeding their election.
8 SECTION ELEVEN: The City Clerk shall certify to the passage and adop-
9 tion of this Ordinance by the Council of the City of San Bernardino and shall caus
10 the same to be published three consecutive days in the San Bernardino Evening
11 Telegram. a daily newspaper of general ci rculation printed and publi shed within
12 the City of San Bernardino.
