HomeMy WebLinkAbout2175 .... , ~ t "... \ . / :;c 1 ORDINANCE NO. c2~7-6" 2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO, CALIFORNIA, FIXING AND ESTABLISHING CHARGES FOR SERVICES AND FACILITIES 3 FURNISHED BY THE CITY SEWERAGE SYSTEM AND PROVIDING FOR THE COLLECTION OF SAID CHARGES. 4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 5 DO ORDAIN AS FOLLOWS: 6 7 SECTION ONE: DEFINITIONS. 1. The word "City" as used herein means the. City of San 8 Bernardino. 9 2. "Sewerage System" means those pipe lines, plant tacill- 10 ties and appurtenances constructed, maint~ined and operated by the 11 City, primarily for the collection of sewage and the conveyance 12 thereof to the Sewage Treatment Plant for the treatment of sewage. 13 3. "Sewage" means a combination of the water-carried 14 wastes f.rom residences, bus.iness buildings, insti tutions~ a~d 15 industrial establishments, together with such groUnd, swface, 16 and storm waters as may be present., 17 4. "Industrial Wastes" means the liqul.;t wast.es .from. in- 18 dustrial processes as distinct from ~anitary sewage. 19 5. "Person" means and includes persens, firms, cerpora- 30 tiens, associations or any ether form of business organization 31 or group. 32 9. Singular includes the plural and the plwal the singular. -1- , .' . . .' 1 SECTION TWO: CHARGES. Every person whose premises in 2 the City is served by a connection with the system of sewerage 3 of the City or whose premises is within 200 feet of and situated 4 on property adjoining an existing sewer system and not connected 5 thereto but served by City water shall pay a sewer service 6 charge based as follows: 7 1. For each single family dwelling, the sum of One 8 Dollar ($1.00) per month. 9 2. For each single family dwelling in any duplex, triplex, 10 COurt and apartment building, the sum of One Dollar ($1.00) per 11 month, per dwelling unit. 12 3. For each hotel or motel the sum of One Dollar ($1.00) 13 per month plus Thirty-five Cents ($..35) for each dwelling unit 14 maintained for rental. 15 4. For each rooming house, the sum of One Dollar ($1.00) 16 per month, plus Thirty-five Cents ($.35) for each room .maintained 17 for rental in excess of four rooms. 18 5. For each establishment engaged in the bUsiness of manu- 19 .facturing, railroading, warehousing, processing or-wholesaling 20 and each public utility, go:vernmental agency, banking institution, 21 local or national non-profit charitable organization the sum of 22 One Dollar ($1.00) per month, plus Five Cents ($..05) for each 23 full-time employee in excess of ten (10) full-time employees. 24 25 26 27 28 6. For each commercial laundry, launderette, water softener, 7 car wash, the sum of Two Dollars ($2.00) plus Seven Cents ($.07) 8 per 100 cubic feet of water used based on the previous month of 9 January use. 10 8. For each sehool the sum of Five Dollars ($5.00) per 11 month, for each one hundred (100) students, or fraction thereof, 12 in average daily attendance throughout the school year. 13 9. For each church or place of religious worship, the sum 14 of One Dollar ($1.00) per month, plus, ~he sum of Five Dollars 15 ($5.00) per month for each one hundred. (100) students or frac- 16 tion thereof, in average daily ilttendancethroughout the year 17 when a daily school is conducted in connection.with such church. 18 10. For each office building, the. sum of One Dollar 19 ($1.00) per month, plus Twenty-five Cents ($.2.5) for each room; 20 however, the charges fixed by thij5 subsection shall be applicable 21 only to that portion of any building devoted to offiees. 22 (a) For each office suite situated in any building other 23 than an office building, the sum of One Dollar ($1.00) 24 per month. 25 11. For each hospital, rest homes, the sum of One Dollar 26 ($1.00) per month, plus Thirty-five cents ($.3.5) for each patient 27 bed facility. 28 12. For each trailer camp or trailer park, the sum of One 29 Dollar ($1.00) per month, plus Seventy-five Cents ($.75) for 30 each available trailer space. 31 13. For each theater, dance hall, skating rink, pool hall, 32 bowling alley or other places of amusement, the sum of Two Dollars -3- . For eaoh club house, lodge, the sum of Two Dollars ($2.00) per month, plus Ten Cents ($.10) for each eating seating facility i~excess of fifteen (15) such seating, and plus Thirty-five Cents ($.35) for each bedroom. 15. For each bus depot, the sum of Five Dollars ($5.00) per month. SECTION THREE: GENERAL PROVISIONS. The charges herein fixed for any premises shall be collected with the charges and rates for water service furnished by said City to said premises. The charges herein fixed shall be billed upon the same bill as 1s prepared for charges for water service and shall be due and . payable monthly at the same time that such charges for water services are due and payable. The total amount due for the charges herein fixed and for charges for water shall be paid as a unit. In the event that any person fails to pay any charge herein provided when the same becomes due, the City may, in addition to any other remedies it has, cut off any of said services and facilities referred to in this Ordinance, and shall not resume the same until all delinquent charges together with anY charges necessitated by resumption of such services and I facilities have been fully paid. In the event the City does not furnish water service to the premises, then the charges herein fixed for such premises shall be due and payable monthly on the first day of each and every month, and shall be paid by the occupant, owner or person in charge of such premises. It shall be the duty of the Municipal Water Department Unless otherwise designated by the Mayor and Common Council to prepare and send separate monthly bills for all charges herein fixed for premises to which the City does not -4- . SECTION FIVE: PENALTIES.
