HomeMy WebLinkAbout2213 7 8 9 10 I 111 12 13 141 15 161 17 18 19 20 21 22 23 24 25 26 27 28 29 I 30 i 31 II 3211 I I I I I 1 I ! , I 1 2 :5 .. 5 61 NOTICE OF ELECTION ORDINANCE NO. c7r2/3 AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD IN THE CITY OF SAN BERNARDINO ON TUESDAY, TaE 3RD DAY OF JUNE, 1958, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF SAID CITY FOR THEIR APPROVAL OR DISAPPROVAL, THREE PROPOSED CHARTER AMENDMENTS TO THE CHARTER OF THE CITY OF SAN BERNARDINO, RELATING TO THE NUMBER OF MEMBERS WHICH THE CIVIL SERVICE BOARD SHALL CONSIST OF, THE APPOINTMENT OF OFFICERS AND THE FILLING OF VACAN- CIES IN ELECTIVE OFFICES AND THE LIMITATION ON THE PURCHASE OF SUPPLIES, MATERIALS AND OTHER ITEMS OF EXPENDITURES WITHOUT BID. WHEREAS, the Mayor and Common Council of the City of San Bernardino desire to call a special municipal election for the purpose of submitting the hereinafter set forth three proposed Charter Amendments to the qualified electors of the City of San Bernardino for their approval or disapproval; NOW, THEREFORE, the Mayor and Common Council of the City of San Bernardino do ordain as follows: Section One: That a special municipal election be and the same is hereby called, and will be held in the City of San Bernardino on Tuesday, the 3rd day of June, 1958, for the purpose of submitting to the qualified electors of said City for their approval or disapproval those certain proposed Charter Amendments as proposed and submitted by the Mayor and Common Council by Resolution No. 4697, Resolution No. 4698, and Resolution No. 4699, which said Resolutions were duly and regularly passed and approved by the Mayor and Common Council. Section Two: That said proposed Charter Amendments shall be voted upon at said election in the form of three propositions as follows: "Shall Article XIII, Section 246, of the Charter of the City of San Bernardino be amended, as set forth in City Resolution No. 4697, to provide that the Civil Service Board shall consist of five members? Shall Article IV, Section 51, of the Charter of the City of San Bernardino be amended, as set forth in City Resolution No. 4698, to provide for the appointment of officers and the -1- ..-.. -..,.. . . :J . 1 filling of vacancies in elective offices? 2 Shall Article VIII, Section 140, of the Charter of the S City of San Bernardino be amended, as set forth in City Resolution 4 No. 4699, to provide that the limitation on the purchase of 5 supplies, materials and other items of expenditures without 6 bid shall be $2000.00?" 7 Section Three: Said election and the voting thereat 8 shall be by ballot. Said ballots shall be prepared, printed and g distributed as prescribed by law.. Eaqh ballot used at said 10 election shall have printed thereon in addition to any other 11 matter required by law, the following: 12 PROPOSED AMENDMENTS. Section Four: Any qualified elector may vote at said election in favor of proposed Charter Amendment No. 1 by stamping an X on his ballot, in the'square at the right of the word "yes" following the proposed amendment to be voted upon; and any quali- fied elector may vote at, said election against said proposed amendment by stamping an X on his ba11ot,in the square at the right of the word "NO" following said proposed amendment to be voted upon. Any qualified elector may vote at said election in favor of proposed Charter Amendment No. 2 by stamping an X on his bal- lot in the square at the right of the word "Yes" following the proposed amendment to be voted upon; and any qualified elector may vote at said election against said proposed amendment by stamping an X on his ballot in the square at the right of the word "No" following said proposed amendment to be voted upon. Any qualified elector may vote at said election in favor of proposed Charter Amendment No. 3 by stamping an X on his ballot in the square at the right of the word "Yes" following the proposed amendment to be voted upon; and any qualified elector may vote at said election against said proposed amendment by stamping an X on his ballot in the square at the right of the word "NOll follow- ing said proposed amendment to be voted upon. Section Five: That said special municipal election be and the same is hereby consolidated with the statewide primary election to be held on Tuesday, the 3rd day of June, 1958, and the election precincts, polling places, voting booths and election of officers for said election shall be the same election precincts, polling places, voting booths and election officers for this special municipal election; and the proposed amendments here- inabove submitted shall be printed upon the same ballot used in said consolidated direct primary election. Section Six: That within the time prescribed by the State Constitution, said entire proposed amendments shall be published -3- 4.., , , '. 1 2 :5 "' 5 6 7 8 9 10 11 iI 12 Ii I: 13 . . . once in the San Bernardino Evening Telegram, being a newspaper of general circulation, printed, published and circulated in said City. In addition, and pursuant to the provisions of said State Constitution, copies of said proposed Charter Amendments shall be printed in pamphlet form, and mailed to each of the qualified elect ors of said City, and a notice shall be published in the aforesaid newspaper as required by said Constitution to the effect that additional copies of said proposed Charter Amendments may be ob- tained from the City Clerk upon application thereof. Section Seven: The passage of this ordinance is an emergency matter, and said ordinance shall be in force and take effect immediately after its passage and approval.
