FELTON, City Cler):')f the City of San Bernardino." 22 SECTION THO: That all theprovisions of said Building COC~5, 231 24 I 25 26 27 281 29 I 30 I 31 32 except as herein otherwise provided, are adopted herein by re:"er:'l'lG'C' and that said Sections aforesaid, except as herein provided, shall constitute the Building Code of the City of San Bernardino covering the subjects and matters therein referred to; said Code is hereby amended by adding or modifying the following sections, as follows: The followine subsections ar~ added to Section 303 of the Uni- ~ form Building Code: 303 (c): The City, County, State or the United States of America, or any school di strict shall be exempt from the paying of any fee for any buil~ing; / .if --~'~. 1 303 {d): The Building Inspector shall determine the estimated 2 valuation in all cases, and for such purpose he shall be guided by 3 approved estimating practices; 4 303 (e): Any person taking out a permit for the general con- 5 struction of any building or project shall do so at least one day 6 prior to the start of act.al construction: 7 303 (f): A sub-contractor shall obtain a permit or notify the 8 Inspector prior to the start of his work; 9 303 (g): Where work for which a permit is required by this 10 Code is completed prior to obtaining said permit, an additional fee 11 of ten (10) percent of the cost of the project shall be paid, not to 12 exceed the sum of $20G.OO and it shall be the duty of the Chief 13 Building Inspector to levy and collect said additional fees. The 14 payment of such fee shall not relieve any persons from fully com- 15 plying with the requirements of this Code in the execution of the 16 work nor from any otker penalties prescribed herein. 17 303 (h): The Chief Building Inspector shall keep a permanent, 18 accurate account of all fees and other moneys collected and received 19 under this Code, the names of the persons upon whose account the 20 same were paid, the date and amount thereof, together with the 21 location of the building or premises to which they relate; 22 1005: Deleting therefrom the fourth parag~aph of 's~id section 23 and substituting in lieu thereof the following: Every build~ng, 24 25 26 27 28 29 office or portion thereof where persons are employed shall be pro- vided with at le.st one toilet, and roughing in for second toilet shall be installed for future use or expansion. Every build- 11 ing and each subdivision thereof where both sexes are employed shall 12 be provided with at least two toilets lecated in such building or 13 office, each in a separate enclosure: 14 1405: By striking from the third line of Sub-section (b) there- 15 of the words "seven feet six inches (7'6") and insert the words 16 "eight feet (8')". 17 Strike the follOwing, "in at least 50 per cent of its required 18 area with no portion less than five feet (5')". 19 1409: Deleting therefrom the third paragraph of said section 20 and substituting in lieu thereof the following: Under no circum- 21 stances shall a carport have any opening directly into a room used 22 for sleeping purposes. Windows between a carport and other rooms 23 of the dwelling shall not be openable and shall be one (1) hour fire 24 resistive. Doors shall be one (1) hour fire resistive, and provided 25 that any sash used in a door be fixed and be one (1) hour fire 26 resistive; doors between a dwelling and a carport shall be self- 27 closing. 28 1705: By adding new Sub-section (f) reading as follows: All 29 insulating materials, used in walls or attics, shall be of an ap- 30 proved type, manufacturer recommended and installed according to 31 manufacturer's specifications. 32 2507 (4) Spacing: Deleting therefrom the following: Except for I I 1 2 3 4 5 6 7 one story detached buildings of Group J occupancy, where twenty-four inch (24") spacing may be used. 3203 (1): By striking from the third line of Sub-section (e), Sectionl, the word "15 points" and insert "19 points in Fire Zone No.1, 15 points for Fire Zone No.2." Also add to the last sen- tence of said Section 1 the following: "Inspection shall be called for when work is approximately 50 per cent complete"; 4503: By adding to first paragraph after the worda "the space adjoining a building below" the following: "or above". 4505: By adding to Sub-section (b), first paragraph thereof, after the words "two feet (2')" the following: "that no marquee shall project more than eight feet (8') from the property line". Also by striking out all of Sub-section (c) and (d), and insert in lieu thereof the following: "Thickness: The maximum height or thickness of a marquee measured vertically from its lowest to its highest point shall not exceed three feet (3')." 4506: By deleting therefrom Section 4506 of said Uniform Build- ing Code and substituting in lieu thereof the following: Y~vable awnings or hoods must be constructed of canvas, cloth or fabric supported on an incombustible frame attached to the building in such a manner that it can be lowered or folded against the building. Metal awnings are prohibited on all commercial buildings unless they are constructed so as to comply with the live load and other requirements of the Code applicable to marquees; That all awnings hereafter constructed shall comply with the following specificationa: v (a) Awnings not more than twenty fee long shall have at least two arms supporting the same, and all awnings over twenty feet long shall have one additional arm supporting the same for each additional ten feet or fraction thereof in length. That each lateral arm shall be securely fastened to the building with at least three lag screws or bolts not less than 3/8" in diameter 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 .,.,'; 1 nor less than 4 ~" in length. 2 (b) Rope hoist awnings not more than twenty feet in length 3 shall have at least three rope hoists and one additional rope 4 hoist for each additional ten feet or fraction thereof in 5 length. 6 (c) Slide rod awnings shall not be erected where the wall 7 height is less than one-third of the projection. The front rod 8 of all rope hoist awning frames which .pan over ten feet in 9 width shall be constructed of galvanized iron pipe not less 10 than 3/4" in diameter. 11 (d) The frames of all rope hoist awnings, together with the 12 arms and lateral arms, shall be constructed of metal. 13 (e) No awnings shall be more than ten feet in projedtion. The 14 frames and supports for all awnings shall be securely attached 15 to the walls of the building. 16 (f) The lowest point of the frame of awning shall not be less 17 than 8t above the surface of the sidewalk of the street, and 18 the lowest part of the curtain scallop or valance, or any other 19 part of the awning extending more than 6" from the building 20 upon which it is constructed shall be at least 7'0" above the 21 level of the sidewalk at all times. 22 (g) Any person, firm or corporation desiring to construct or 23 install an awning or awnings within the City of San Bernardino 24 shall file with the Chief Building Inspector of said City a 25 bond in the penal sum of $1,000.00 for the benefit of the City 26 of San Bernardino and the person, firm or corporation for whom 27 the awning shall be constructed; conditioned that any awning 28 constructed or installed by the principal named in said bond 29 shall conform to the specifications provided for in this 30 Ordinance. 31 SECTION THREE: That the sections aforesaid with the omitted 32 sections and modifications as herein provided, shall be known and I 1 may be cited as the "Building Code of the City of San Bernardino". 2 SECTION FOUR: That the word "city" in the sections aforesaid 3 shall be deemed to refer to and designate the City of San Bernardino , 4 and that any reference to any act or legislative enactment therein 5 referred to shall be deemed to designate and embrace the Statute of 6 the State of California and any amendments thereof, dealing with the 7 subject matter thereby and therein referred to. 8 SECTION FIVE: That the fire zones referred to in the sections 9 aforesaid shall be deemed to refer to the fire zones of the same 10 number hereby created and established. 11 SECTION SIX: That Fire Zone No. 1 of the City of San Bernar- 12 dino shall embrace all of that territory, the exterior boundaries of 13 which are described as follows, to-wit: 14 Beginning at a point in the South line of Church Street, said 15 point being 300 feet East of the East line of "E" Street; thence 16 East along the South line of Church Street and the 3asterly pro- 17 longation of the South line of Church Street to the center line of 18 Arrowhead Avenue; thence South along the center line of Arrowhead 19 Avenue to the center line of Fifth Street; thence East along the 20 center line of Fifth Street to the West line of Mountain View Avenue; 21 thence South along the West line of Mountain View Avenue to the Nort 22 line of Second Street; thence West along the North line of Second 23 Street to the West line of "D" Street; thence South along the West 24 line of "D" Street to the North line of the A. T. & S. F. Railway 25 right-of-way; thence West along the North line of the A. T. & S. The following ordinance, and all ordin- 27 ances and parts of ordinances in conflict herewith are hereby repeal d. 28 Ordinance No. 2067. 29 SECTION TEN: The City Clerk shall certify to the passage of 30 this Ordinance and shall cause the same to be published three con- I 31 secutive times in the San Bernardino ~vening Telegr~n, a daily news- 32 paper hereby designated for that purpose. 1 SECTION ELEVEN: It shall be unlawful for any person, fim or 2 corporation to erect, construct, enlarge, alter, repair, move, im- i 3 i'prove, remove, convert or demolish, equip, use, occupy, or maintain 4 [any building or structure in the city, or cause the same to be done, I 5 Icontrary to or in violation of any of the provisions of this Code. 6 I That any person, firm or corporation violating any of the pro- 7 Ivisions of this Ordinance, or said Building Code shall be deemed I I 8 ,guilty of a misdemeanor, and upon conviction thereof shall be punis- g lable by a fine of not more than Five Hundred Dollars ($500.00), or by I I 10 iimprisonment in the City Jail for a period of not more than six I 11 Imonths, or by both such fine and imprisonment.
