HomeMy WebLinkAbout2399 / r .' 1 ORDINANCE NO.r2~)~:::.9 AN ORDINANCE OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO CREATING THE POSITION OF FINANCE OFFICER AND ESTABLISHING DUTIES THEREFOR. . 2 3 4 5 THE }~YOR AND COMMON COUl~CIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 6 SECTION ONE: The position of Finance Officer of the City of San Bernardino is hereby established. This position ahall be in the non-competitive class of the classified service of the civil 7 8 9 service. He shall be appointed by the Mayor with the approval of the Common Council and the Civil Service Board. The Finance Officer shall execute and deposit a fidelity bond in the amount of Ten Thousand ($10,000.00) Dollars before taking office. SECTION TWO: The Finance Officer, under the supervision and direction of the Administrative Officer, shall have charge of the administration of the financial affairs of the City, with the exception of the llunicipal Water Department and Free Public Library, and shall have the power and the duty to: (a) Supervise and be responsible for the disbursement of all moneys, and the control of all expenditures to keep them with- in the budget appropriations; (b) Maintain a general accounting system for the City government, and supervise its operations in each of its agencies; (c) Prepare and submit to the Administrative Officer a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City; (d) ~~epare and submit to the Administrative Officer, as of the end of each fiscal year, a complete financial statement 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and report; (e) Compile the estimated budgeted expenses, capital requirements and revenues for the Administrative Officer; (f) Require the keeping of current inventories of all real and personal property of the City, and periodically audit 29 30 31 32 dino at a ~4'A'A'hjV 21 thE}~/"::;;t _dafof >.z. -"'U_,/~A/ ~ -( vote, to wit: /' /, 23 AYES: councilmen~~~~ ~~ 24 \ . ~~ .,6Jha- . ..~..~J.- ~"",\:~~'!q~,~;~ ABSENT. /?h<e'- ~y(~' r~EI~~:~;(' ;iP ~:t;l~ 28 .~ n t:., j 1 I I (g) Audit all purchase orders before they become effective,j I and audit and approve,before payment, all bills, invoices, payrollsf demands or charges against the City government, and determine the I regularity, correctness and, with the advice of the City Attorney, I the same; . 2 3 04- 5 6 the legality of such claims, demands or charges; provided, however, that all bills, invoices, payrolls, demands and charges against the City shall be approved by the Common Council before payment; 01) Prescribe the forms of receipts, vouchers, bills or claims to be used by all the agencies of the City; (i) Examine and approve all contracts, orders and other documents by which the City incurs financial obligations, having previously ascertained that moneys have been appropriated and allotted and will be available when the obligations shall become due and payable; (j) Perform such other duties as imposed by ordinance or resolution of the Common Council, or as the Administrative Officer may direct.
