AND PROVIDING FOR CERTAIN RATES AND FARES. 6 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 7 BERNARDINO DO ORDAIN AS FOLLOWS: 8 SECTION ONE: ORDINANCE NO. 1987. Section Fourteen. 9 pertaining to rates for taxicab service. is hereby amended 10 to read as follows: 11 SECTION FOURTEEN: RATES - MINIMUM AND MAXIMUM 12 FOR TAXICAB SERVICE. The rates or fares to be charged the 13 public by taxicabs shall be such as are prescribed in the 14 carrier's permit. and shall be not less than the minimum 15 nor more than the maximum rates which are hereby fixed as 16 fo llows : 17 (a) The minimum rate shall be Twenty Cents "(20~) 18 for the first mile. or "flagdrop"; Fifteen Cents (15~) for 19 each additional mile or fraction thereof. The minimum ~ waiting time rate shall be Two Dollars ($2.00) per hour. 21 The minimum fare for extra passengers. if such a charge is 22 authorized by the Bureau. shall be Ten Cents (10~). 23 (b) The maximum rate shall be Forty Cents (40C) 24 for the first one-quarter (~) mile. or "flagdrop"; Ten 25 Cents (lOc) for each additional one-quarter (~) or fraction ~ thereof. The maximum waiting time rate shall be Four Dollars n ($4.00) per hour. The maximum fare for extra passengers. if 28 such a charge is authorized by the Bureau. shall be Ten Cents (10~) for each extra passenger. The maximum fare or mte for a service charge involving the transportation of packages. luggage and other articles shall be Twenty-Five Cents (25C). provided that such rate or fare is authorized by the Bureau~ -1- 29 30 31 32 1 and provided further that an approved Notice shall be posted in # 2 each mxicab at a conspicuous location to the effect that no charge 3 shall be made for the transportation of packages, luggage and 4 other articles,except when the same are handled by the taxicab 5 driver who may make said charge only in conformity with said Notice 6 SECTION TWO: ORDINANCE NO. 1987, Section Four, Subsection 7 (a> is hereby amended to read as follows: 8 (a> HEARING BEFORE THE BUREAU PRIOR TO GRANTING PERMIT- 9 INCREASE IN SERVICE. No permit shall be granted to any carrier, as 10 defined herein, except after a hearing thereon, conducted under and 11 in accordance with such rules and regulations as may, from time to 12 time, be prescribed therefor by the Bureau, and until the Bureau 13 shall have determined that the public convenience and necessity re- 14 quire the operation proposed by the applicant for such permit. The Bureau, in determining whether or not such facts exist, shall take 15 16 into consideration the public demand for such service, the adequacy I or inadequacy of service being rendered by other carriers, the ! effect of such service upon traffic, the financial responsibility 04 I 17 18 19 the applicant, the amount of wages to be paid to employees, the 20 character of equipment proposed to be furnished, and any and all 21 other facts which the Bureau may deem relevant. Before granting any such permit, the Bureau shall require its engineer to present, either orally, or in writing, a report, together with his opinion as to the existence of public convenience and necessity for the operation proposed by the applicant. However, the burden of estab- lishing the existence of public convenience and necessity shall always be borne by the applicant, and no permit shall be issued unless ther!,!, has been an affirmative showing of the existence of such public convenience and necessity by such applicant. The fore- going provisions and requirements shall also apply where an increas in service is requested. In making the above determination the Bureau shall be 22 23 24 25 26 27 28 29 30 31 32 -2- 1 governed by the following: . 1. One (1) taxicab shall be permitted for each 2,500 re- sidents of the City of San Bernardino, or major portion thereof. 2. One (1) ambulance shall be permitted for each 25,000 residents of the City of San Bernardino, or major portion thereof. 3. One (1) chauffeured limousine shall be permitted for each 25,000 residents of the City of San Bernardino, or major portion thereof. 2 3 4 5 6 7 8 9 4.
