HomeMy WebLinkAbout2481 /, .::?'- 1 ORDINANCE NO. c:::< ..yP/ 2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO CREATING THE POSITION OF PERSONNEL OFFICER AND ESTABLISHING DUTIES THEREFOR. 3 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 4 DO ORDAIN AS FOLLOWS: 5 SECTION ONE: The position of Personnel Officer of the 6 City of San Bernardino is hereby established. This office shall 7 be in the non-competitive class of the classified service of the 8 Civil Service and shall be appoiDdWe by the Mayor with the approval 9 of the Common Council and the Civil Service Board. 10 SECTION TWO: The Personnel Officer shall, under the super 11 vision and direction of the Administrative Officer, have charge of 12 the Personnel Program of the City of San Bernardino, exclusive of 13 those personnel functions assigned to the Civil Service Board by 14 the Charter of said City and excepting therefrom personnel func- 15 tions in the Municipal Water Department, the Free Public Library 16 and the supervision of personnel in elective offices; and shall .17 have power and duty to: 18 (a) Administer the position classification plan and make 19 recommendations to the Administrative Officer for changes in W classifications where warranted. 21 (b) Administer the established wage and salary schedules 22 or plans and make recommendations to the Administrative Officer 23 for changes in accordance with accepted standards of wage setting. 24 (c) Develop and administer systematic evaluation of 25 employees' performance during and after probation. 26 (d) Develop plans with department heads for the training 27 and best utilization of employees, and the conducting of studies 28 for improvements in the personnel functions regarding in-service ~ practices and procedures. 30 (e) Maintain records of turnover, absences and other 31 indices of the effectiveness of personnel administration in the 32 City and its departments; study and recommend to the Administra- 1 tive Officer methods of improving the City Personnel Program. 2 (f) Supervise and direct all employees assigned to the 3 Personnel Division. 4 (g) Administer the Workmen's Compensation Program includ- 5 ing recommendations for improvements, p~9cedure and administration , .,. 6 as required by law. 7 (h) Maintain personnel records for all Ci~y employees. (i) Supervise the work for the State Employees' Retire- 8 9 ment System in accordance with the law and administrative 10 directives from the Retirement System. 11 (j) Administer the Health Insurance Program for the City 12 in accordance with the Health Insurance Contract. 13 (k) Pre-audit all Personnel Action Forms for conformance 14 to City ordinances, resolutions and orders pertaining to estab- 15 lished positions. 16 (1) Supervise the work of preparing the City payroll and 17 the maintaining of records for all payroll data. 18 (m) Supervise the administration of the City Safety 19 Program. 20 21 (n) Perform such other duties as are or may be imposed by ordinance, resolution and order of the Common Councilor 22 as the Administrative Officer may direct.
