AN ORDINANCE OF THE CITY OF SAN BERNARDINO CALLING A SPECIAL ELECTION
TO BE HELD ON THE TWENTY-FOURTH DAY OF SEPTEMBER, 1963, PERTAINING TO THE
ANNEXATION OF A DISTRICT CALLED:
"ANNEXATION DISTRICT N0, 156"
WHEREAS, by Resolution, the Mayor and Common Council of the City of
San Bernardino declared its intention to call a special election to be held in
certain inhabited territory contiguous to said City proposed to be annexed to
said City for the purpose of submitting to the qualified electors residing in
said territory the question whether or not said territory shall be annexed to
said City; and
WHEREAS, a copy of said resolution was published as required by
law; and
WHEREAS, at a time not later than the hour set by said resolution for
hearing objections to the proposed election and at a time not later than the
hour set for the heretofore recessed meeting for hearing objections to the
proposed election, no written protests were made by the owners of one-half of
i the value of the territory proposed to be annexed as shown by the last equalized
assessment roll of the property within the territory proposed to be annexed; and
WHEREAS, thereafter on the 11th day of July, 1963, Resolution
I No. 6839 was adopted by the Mayor and Common Council declaring that a majority
protest has not been presented; and
WHEREAS, all proceedings have been had in accordance with said
Resolutions, and the Annexation Act of 1913, reference thereto hereby being
made for further particulars.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO DO ORDAIN AS FOLLOWS:
SECTION ONE: A special election hereby is called, to be held on the
24th day of September, 1963, in the territory hereinafter described and
proposed to be annexed to the City of San Bernardino, for the purpose of
submitting to the qualified electors residing in said territory the question
whether or not such territory shall be annexed to, incorporated in and made a
part of said City of San Bernardino, and whether or not the property in said

territory shall, after such annexation, be subject to taxation equally with the
property within the City of San Bernardino to pay the entire bonded indebtedness
of the City of San Bernardino outstanding at the date of first publication of
the notice of election for annexation.
Said territory is described as follows:
That portion of Lots 11, 12, 13 and 14, Arrowhead Suburban
Farms, Tract "A" as per plat thereof recorded in Book 21
of Maps, Page 6, Records of San Bernardino County, State
of California, described as follows:
Beginning at a point on the present Corporate City Limit
line of the City of San Bernardino, said point being at
the intersection of the South line of "C" Street as
delineated on the map of Arrowhead Suburban Farms, Tract
"B", as per plat thereof recorded in Book 21 of Maps,
page 44, Records of San Bernardino County, with the East
line of Electric Avenue, 40.00 feet wide as delineated
on said map of said Arrowhead Suburban Farms, Tract "B";
thence Northerly along said East line of said Electric
Avenue and the San Bernardino City Limit line, a distance
of 260.00 feet, more or less, to its intersection with
the Easterly prolongation of the North line of the pro-
perty conveyed to Ernest 0. Skeen and Irene S. Skeen,
husband and wife, by deed recorded October 24, 1945
in Book 1839, page 60 of Official Records of said County;
thence West along said Easterly prolongation and the North
line of said Skeen property to the West line of said
Lot 14; thence South along said West line of Lot 14,
being also the West line of said Skeen property, to its
intersection with the Easterly prolongation of the North
line of the property conveyed to the Community Bible Church
(Independent and Fundamental) of 324 Fortieth Street,
San Bernardino, California, a Corp. by deeds recorded
November 27, 1945 in Book 1834, page 425, Official Records
and March 1, 1957 in Book 4168, page 511 Official Records
of said County; thence West along said Easterly prolongation
and the North lines of said property to the West line of
said Lot 13; thence North along said West line a distance
of 9.10 feet, more or less, to the Northeast corner of the
property conveyed to Roy A. Stewart and Martha G. Stewart,
husband and wife, by deed recorded March 24, 1937, in Book
1175, page 77, Official Records of said County; thence
West along the North line of said Stewart land and along
the North line of the property conveyed to M. 0. Bunnell,
a widower, by deed recorded September 2, 1955 in Book
3802, page 222, Official Records of said County, a distance
of 257.70 feet, more or less, to the West line of said
Lot 12; thence continuing West along the Easterly prolon-
gation of the North line and along the North line of the
property conveyed to John 0. Bellinger and A. Virginia
Bellinger, husband and wife, by deed recorded September
1, 1950 in Book 2632, page 34, Official Records of said
County, and along the North line of the property conveyed
to Carl Sanderlin and Beaulah Sanderlin, husband and
wife, by deed recorded August 12, 1957 in Book 4300,
page 198, Official Records of said County, a distance of
350.00 feet, more or less, to the East line of Acre Lane,
20.00 feet wide, being also the West line of said Lot 11;

thence South along said East line of Acre Lane and its
Southerly prolongation, 276.00 feet more or less, to
the centerline of "C" Street, now known as Fortieth
Street, 40.00 feet wide as delineated on said map of
Arrowhead Suburban Farms Tract "A"; thence East along
said centerline of said Fortieth Street, 1205.00 feet,
more or less, to the Southerly prolongation of the
East line of Electric Avenue as delineated on said map
of Arrowhead Suburban Farms Tract "A"; thence North
along said Southerly prolongation and the East line of
said Electric Avenue to the point of beginning.
SECTION TWO: TIME OF OPENING AND CLOSING OF POLLS. The polls at
said election shall be opened at 7 o'clock A. M. of the day herein fixed for
the holding of said election and shall be kept open until 7 o'clock P. M. of
the same day, when the polls shall be closed.
SECTION THREE: BALLOTS, Upon the ballots to be used at said election
there shall be printed the words:
SHALL ANNEXATION DISTRICT N0, 156 BE ANNERED T0, INCORPORATED IN
AND MADE A PART OF THE CITY OF SAN BERNARDINO AND THE PROPERTY IN SUCH TERRITORY
BE, AFTER SUCH ANNEXATION, SUBJECT TO TARATION EQUALLY WITH THE PROPERTY WITHIN
THE CITY OF SAN BERNARDLNO, TO PAY ITS PRO-RATA PORTION, BASED UPON ASSESSED
VALUATION OF ALL BONDED INDEBTEDNESS OF THE CITY OF SAN BERNARDINO OUTSTANDING
AT THE DATE OF THE FIRST PUBLICATION OF THE NOTICE OF ELECTION FOR ANNEXATION?
Opposite these words there shall be printed the words "YES" and "NO",
and to the right of each of these last two words there shall be a voting square.
If an elector shall stamp a cross (+) in the voting square after the printed
word "YES", the vote of such elector shall be counted in favor of the annexation
of said territory to the City of San Bernardino, and if an elector shall stamp
a cross (+) in the voting square after the printed word "NO", the vote of such
elector shall be counted against such annexation.
In all particulars not herein recited, said election shall be held in
conformity as near as may be with the laws of the State of California concerning
general elections and with said Annexation Act of 1913.
SECTION FOUR: For purpose of said election there hereby is
established in the territory described herein one (1) voting precinct which
shall include all of said territory. The following is the polling place of
said election precinct, and the following named persons hereby are named

officers of election and shall constitute the board of election for such
election precinct:

SECTION FIVE: This Ordinance shall take effect upon its publication.
SECTION SIX: The City Clerk shall certify to the passage and adoption
of this Ordinance by the Common Council of the City of San Bernardino and
shall cause the same to be published three consecutive days, exclusive of
holidays, in the San Bernardino Evening Telegram, a daily newspaper of general
circulation printed and published within the City of San Bernardino, and once
a week for four (4) weeks prior to the date of the election in the Colton
Daily Courier, a newspaper of general circulation printed and published
outside of the City of San Bernardino but in the County of San Bernardino,
California, which said Ordinance shall be preceded by the words "Notice of
Election", and that due publication of this Ordinance as herein provided is
hereby determined to be sufficient notice of said election and the only notice
that shall be required to be given.
I HEREBY CERTIFY that the foregoing Ordinance was duly passed and
adopted by the Mayor and Common Council of the City of San Bernardino at an
adjourned regular meeting thereof held on the u°(~ day of r ,
