The following words, phrases 6 and terms as used herein shall be deemed to have the meaning 7 ascribed to them in this section< 8 (a) Master Fire Alarn~ Box: A fire alarn~ box that is 9 located on public property and that may be activated by an auxil- lo iary fire alarm system, and by the publice 11 (b) Auxiliary Fire Alarm System: A fire alarm system used 12 to connect a private fire alarm system to a master fire alarm box. 13 (c) Private Fire Alaxm System: A fire alarm system owned 14 and installed by any person and wholly used in and on the premises 15 of the owner. 16 (d) Person: Any person, partnership, firm, corporation 17 or public agency. is (e) Municipal Fire Alarm System: A public fire alarm 19 system owned and maintained by the City of San Bernardino. 20 SECTION 1S+T0: No person shall install an auxiliary fire 21 alarm system or shall convert a private fire alarm system to an 22 auxiliary fire alarm system, or shall connect an auxiliary system 23 to the municipal fire alarm system by the use of a master fire 24 alarm box without first having completed the following procedures: 25 26 (a) Submission of such system for inspection and approval 27 by the Fire Department of said City; c;mpletion of plans and speci- Z$ fications for the installation of such system; the installation, 29 connection or conversion of such system shall not be made unless 30 approved by the Fire Department. 31 ~b) Issuance of a written permit from the Fire Department 32 for the installation, conversion, connection or maintenance of 1 2 3 4 5 6 7 8 9 i0 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2E 29 30 31 32 such fire alarm system. SECTION THREE: All auxiliary and private fire alarm systems connected to the municipal fire alarm system shall be installed, operated and maintained in full conformance with the standards set forth in Pamphlet No. 73 of the National Board of Fire Underwriters, hereinafter called NoB,F,Uo, and Pamphlet Noo 72 of the National Fire Protection Association, hereinafter called N,F,P,A,, and amenchnents thereto, which said pamphlets are made a part hereof as fully as though set forth at length, and shall be kept on file for public inspection in the Offices of the City Clerk and the Fire Department of said Cityo SECTION FOUR: The location and method of installation of a master fire alarm box shall be approved by the Fire Department, and such box will be located so that it will be visible and accessible to the public twenty-four (24) hours a day, and shall not be placed inside a building or other obstructing structure< Each master fire alarm box located on private property shall be moved and installed on public property within sixty days from the effective date of this Ordinance. SECTION FIVE: Whenever any master fire alarm box shall be installed, the cost of such box and the cost of installation, labor and material, and other necessary costs required to connect the master fire alarm box to the municipal fire alarm conductors, shall be paid by the person requesting the same; and after the completion of the approved installation, such master fire alarm box shall become and remain the property of the City of San Ber- nardino, provided, however, that the cost of the maintenance of such master fire alarm box shall be at the expense of said Cityo SECTION SIX: The cost of converting a private fire alarm system to an auxiliary fire alarm system, and the costs of con- necting such system to the master fire alarm box shall be at the expense of the person requesting and installing the sameo - 2 - i SECTION SEVEN: The installation, connection or conver- 2 sion of each system shall be in conformance with certain standard 3 which shall be reco~nended by the Fire Department and approved 4 by the Mayor and Co~on Council by Resolution and maintained on 5 file in the Offices of the City Clerk and the Fire Department. 6 SECTION EIGHT: PENALTY> Any person violating any of the 7 provisions of this Ordinance, shall be guilty of a misdemeanor, g and upon conviction thereof shall be punished by a fine not ex- 9 ceeding $500.00 or by i_mprisonment in the City or County Jail l0 not exceeding six months, or by both such fine and imprisonmento il SECTION NINE: EFFECT OF ORDINANCEo If any section, 12 sub-~tfon, sentence, clause or phrase of this Ordinance is for 13 any reason held to be unconstitutional, such decision shall not 14 affect the validity of the remaining portions of this Ordinance. is ~e Co~on Council hereby declares that it would have adopted 16 this Ordinance and each section, sub-section, sentence, clause 17 and phrase thereof, irrespective of the fact that any one or lg more sections, sub-sections, sentences, clauses or phrases be 19 declared unconstitutional.
