THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION ONE: Ordinance No. 1991 Section Eleven Sub-section 1.J D is hereby amended to read as follows: "D. SERVICES: 1. Banks and financial institutions. 2. Catering establishments. 3. Gasoline service stations, including tire shop and minor repairs (new and unused merchandise may be stored outside); service station pump islands shall not be closer than fourteen (14) feet from the street property line which distance shall be measured from the nearest street property line to the nearest edge of the pump island). 4. Dry cleaning and pressing establishments and laundries, . provided each machine has a rated capacity of not more than sixty (60) pounds. 5. Medical or dental laboratories.' 6. Movie Theatres. 7. Music conservatories. 8. Open uses such as: agriculture (field crops, truck gardening, berry or bush crops, flower fields, apiaries) when not being used for commercial purposes. 9. Public garages." SECTION TWO: Ordinance No. 1991 Section Thirteen Sub- section 13.1 is hereby amended to read as follows: "13.1 All f h . . t forth for the "C-3" o t e prov~s~ons se General Commercial District shall apply to the "C-3A" Limited General Commercial District with the following additions and exceptions: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 A. All buildings erected, constructed or established shall be entirely new and complete structures designed for and to be used for commercial purposes only. B. Plot plans and elevations shall be submitted to the Commission and may be subject to review by the Board of Architec- tural Review. C. Alleys may be required by the Commission. D4 No structure originally designed as a residence, or as an accessory residence, shall be used for any retail business or professional use. E. No business or professional building shall be erected, constructed or established on the same lot together with a building originally designed as a residence, or as an accessory to a residence. F4 No residential uses shall be permitted on any lot occupied by a business or devoted to a business or professional use. G. No front yard shall be required in the following area: "E" Street from 150 feet south of 31st Street to 300 feet north of 33rd Street. H. COMBINATION USES: There shall be no combination uses (as defined in Section 9.2) in the "C-3A" District." SECTION THREE: Ordinance No. 1991 Section Twenty Sub- Section 20.10 is hereby amended to read as follows: "20.10 SIGNS: This section shall include as part of its provisions those sections of City Ordinance No. 2623 which are not in conflict herewith. Signs and sign structures shall be permitted in the City of San Bernardino under the conditions set forth in the following paragraphs: A. SIGNS PERMITTED IN DISTRICTS: 1. "R-l" and "R-2" RESIDENTIAL DISTRICTS: No signs shall be permitted in these districts except that signs not 2 .... II " I 1 greater than one hundred (100) square feet in area may be erected 2 on a temporary basis not to exceed twelve (12) months for the 3 purpose of land subdivision or sale.or to advertise a future land 4 development when located on the land to which said sign refers. 5 Such signs may be so placed and maintained only pursuant to a 6 permit issued by the Department of Building and Safety upon 7 filing of a faithful performance bond in the amount fixed to 8 insure the removal of the signs. "For Sale" or "For Rent" signs 9 not to exceed four (4) square feet in area shall be permitted. 10 Entrance signs and architectural features designed as an entrance 11 to a subdivision or housing development and when located on 12 private property may be permitted when approved by the Planning 13 Commission. 14 2. "R~3" and "R-4" RESIDENTIAL DISTRICTS: Same as 15 for the "R-l" and "R-2" Residential Districts. In addition, one 16 unlighted or one non-flashing lighted identification sign shall be permitted on each side of the building which has frontage on a dedicated street. Such signs shall be placed on the building and not extend more than two (2) feet out from the face of the building. No roof signs shall be permitted. Further, one identification sign detached from the building shall be permitted on each side of a building which has frontage on a dedicated street provided: a. -The top of the sign shall be not more than six (6) feet in height above either the curb elevation adjacent 17 " 18 I! ,I 19[i Ii 2O! I , 21 I' 22 Ii I' 23 i'l 24 25 to the sign or the ground level directly under the sign. b. The 26 sign shall not exceed twelve (12) square feet in area. c. No 27 portion of the sign shall be closer than five (5) feet to any 28 street property line. 29 3. CHURCHES., SCHOOLS, INSTITUTIONS t CLUBS AND 30 HOSPITALS IN "R" DISTRICTS: Identification signs may be per- 31 mitted subject to the approval of the Planning Commission. 32 4. "T" TRANSITIONAL DISTRICT: When used for parking, parking lot informational signs may be permitted when approved 3 11 1 by the Planning Commission. Such signs shall be unlighted or 2 nonflashing lighted signs. When used for residential purposes, 3 the requirements of the abutting residential zone shall apply. 4 5. "C-l" NEIGHBORHOOD COMMERCIAL DISTRICT: One 5 unlighted or non-flashing lighted sign detached from the building 6 indicating the name of the neighborhood center and the occupants 7 thereof shall be permitted on each side of the center which has 8 frontage on a dedicated street. All other signs except parking 9 lot directional signs shall be placed on the building in which 10 the use referred to takes place or on canopies attached to the 11 building. The maximum height of any sign shall not exceed 12 twenty-five (25) feet measured from the ground level to the top 13 of the sign unless additional height is approved by the Planning 14 Commission. There shall be no signs of any type erected or main- 15 tained in this zoning district that advertises other than the 16 materials and uses pertaining to the land and buildings on the 17 same premises on which the sign is located. 18 6. "C-2" COMMUNITY COMMERCIAL DISTRICT: 19 a. Signs may be erected which pertain to the uses ~ permitted in this district. 21 b. There shall be no signs of any type erected or 22 maintained in this district that advertise other than the 23 materials and uses pertaining to the land and buildings on the ~ same premises on which the sign is located. 25 c. The maximum height of any sign permitted in 26 this district measured from the ground level to top of sign shall 27 be thirty-five (35) feet unless additional height is approved 28 by the Planning Commission. 29 7. "C-3" and "C-3A" GENERAL COMMERCIAL DISTRICTS: 30 Signs may be erected which do or do not pertain to the uses 31 permitted in this district. The maximum height of any sign 32 p~itted in this district measured from the ground level to the 4 1 top of sign shall be thirty-five (35) feet unless additional 2 height is approved by the Planning Commission. 3 8. "C-4" CENTRAL BUSINESS DISTRICT~ Same as "C-3" 4 i General Commercial District except for height restriction. 9. "A-P" ADMINISTRATIVE AND PROFESSIONAL DISTRICT~ 5 6 7 8 9 ii I 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 a. No signs shall be permitted other than those which indicate the name of the building, name and profession, service or business of the occupant, and the principal uses to which the building is being put. Such signs shall not rise above the highest point of the building and shall be placed on the building in which the use referred to takes place or placed on canopies attached to the building in which the use referred to takes place. Notwithstanding any provision in Section 2l.4-D to the contrary, such canopies or signs shall not extend more than four (4) feet into any required front, side or rear yard. The signs may be lighted but shall not include the use of flashing signs or blinkers. b. One name plate sign per occupant detached from the building and not exceeding four (4) square feet in area, indicating the name and profession or business of the occupant, may be permitted in the required front, side or rear yard area, provided the total height of the sign shall be not more than six (6) feet above either the curb elevation adjacent to the sign or the ground level directly under the sign and provided that no portion of the sign shall be not closer than five (5) feet to any street property line4 Such signs may be lighted, but not including the use of flashing signs or blinkers. c. Parking lot directional signs not exceeding three (3) square feet in area shall be permitted at each public entrance to or exit from the parking lot. These signs shall contain only parking lot directional information. 10. "p" PARKING DISTRICT~ Same as "C-3" General Commercial District except for height restriction. 5 II " 1 11. "C-M" COMMERCIAL-MANUFACTURING DISTRICT: Same 2 as for "C-3" General Commercial District except for height 3 restriction. 4 12. "M-l" LIGlIT INDUSTRIAL DISTRICT: Same as for 5 ,; "C-3" General Commercial District except for height restriction. 6 13. "M-lA" LIMITED LIGHT INDUSTRIAL DISTRICT: Signs 7 including lighted signs for identification purposes only shall 8 be permitted. Signs that advertise other than the materials 9 and uses pertaining to the land and buildings on the same premises 10 on which the sign is located shall not be permitted. 11 140 "M-2" GENERAL INDUSTRIAL DISTRICT: Same as for 12 the "C-3" General Commercial District except for height restric- 13 tion. 14 15. "0" OPEN DISTRICT: None permitted other than 15 those related to a public or semi-public purpose or as approved 16 by the Planning Commission. 17 Bo SIGN PROJECTIONS IN OTHER THAN RESIDENTIAL DISTRICTS: 18 1. Where a front yard or street side yard set back area is required by the provisions of this ordinance and unless regulated elsewhere, sign projections into required yard areas 19 20 21 shall be permitted provided: a. Within the required front yard or street side yard set back area the bottom of the sign shall be not less than eight (8) feet in height above either the curb elevation or the ground level directly under the sign. bo No portion of the sign shall extend beyond the public street right-of-way line. c. One sign standard per sign may be placed within the required front or side street set back area provided the standard is vertical and the maximum cross-sectional dimension of the standard shall be no more than twelve (12) inches. Farther, the bottom of the sign shall be not less than eight (8) 22 23 24 25 26 27 28 29 30 31 32 6 II I 1 feet in height above either the curb elevation or the ground 2 level directly under the sign. 3 d. Lighting standards may be placed within the 4 required front or side street set back area. 2. Where no front yard or street side yard set back 5 6 area is required by the provisions of this ordinance and unless regulated elsewhere, a sign may extend beyond the street property line in accordance with the City of San Bernardino Ordinance regulating signs. 7 8 9 10 3. A sign may be placed on the front or side street 11 of a building that has been legally constructed with a front 12 yard or side street set back area of lesser width than specified 13 by this ordinance provided: 14 ao Within the existing front or side street set 15 back area the bottom of the sign shall not be less than eight (8) 16 feet in height above either the curb elevation adjacent to the 17 sign or the ground level directly under the sign. 18 b. The maximum projection of the sign shall not exceed five (5) feet from the face of the building. co Any portion of a sign that projects beyond the street property line shall be in accordance with the City of San Bernardino Ordinance regulating signs. 4. ao Waterman Avenue: The provisions of Section 19 20 21 22 23 24 20.6-D of this Ordinance shall apply. b. "D" Street between Third Street and Base Line: 25 26 The provisions of Ordinance No. 1419 and Ordinance No. 1834 shall apply." SECTION FOUR: Ordinance No. 1991 Section Twenty-One Subsection 21.4 D is hereby amended to read as follows: liDo In residential districts, open unenclosed or covered 27 28 29 30 31 porches supported entirely from the building may extend into the 32 front or rear yard not to exceed six (6) feet, but in no case 7 1 shall the projections extend closer than ten (10) feet to the 2 front property line. In other than residential districts, a canopy or marquee supported entirely from the building may extend out to the front or rear property line, unless regulated else- where by this ordinance or by a specific ordinance. The hori- zontal clearance between a marquee and the approved or proposed curb line shall be not less than three feet, six inches (3i, 6"), 3 4 5 6 7 8 Ii 'I 9 I, provided that no marquee shall project more than eight (8) feet from the property line. A marquee projecting more than two-thirds of the distance from the property line to the curb line shall be not-less than twelve (12) feet above the ground or pavement below~ A marquee projecting less than two-thirds of the distance from the property line to the curb line shall be not less than eight (8) feet above the ground or pavement below."
