AN ORDINANCE OF THE CITY OF SAN. BERNARDINO ADOPTING AND
ESTABLISHING RULES AND REGULATIONS FOR ELECTRICAL INSTALLATIONS
WITHIN THE ctTY OF SAN BERNARDINO; ADOPTING THE UNIFORM WIRING
CODE, 1965 EDITI~~l.~~R THE PURPOSE OF REDUCING THE PERSONAL
INJURY AND FIRE HAZARD FR<l1 ELECTRICAL CAUSES; PROVIDING A MINI-
MUM STANDARD FOR ELECTRIC INSTALLING; PROVIDING FOR RELATED MATTERS
AND REPEALING ORDINANCE NO. 2422.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION ONE: This Ordinance shall be known as the "Unifonn

Wiring Ordinance".
SECTION TWO: Those certain rules and regulations which
provide for electrical installation and which apply to all wiring
and equipment installed, used, maintained, rented, leased, offered
for sale or distributed for use, as set forth in that certain code
printed in booklet fonn, and entitled "Unifonn Wiring Code, 1965
Edition", as prepared and promulgated by the Code Committee of
the Southern California Chapter of the International Association
of Electrical Inspectors, three (3) copies of which code have
heretofore been filed with and are now on file in the office of
the City Clerk of the City of San Bernardino, and which copies
are identified by certificates attached thereto, reading sub-
stantiallyas follows:
"I, Jack T. Felton, hereby certify that the three
annexed copies of the code entitled "Unifonn Wiring
Code, 1965 Edition", were filed in the office of
the City Clerk of the City of San Bernardino on
the 4th day of January, 1966, and are true,
correct and complete copies of said Code which
is sought to be adopted by reference by ordinance
of the Mayor and Common Council of said City.

and each and every provision thereof is hereby referred to and
designated and adopted by reference all the "Uniform Wiring Code)
1965 Edition") and is made a part hereof as fully as though set
forth at length in this ordinance) except as hereinafter provided:o
SECTION THREE: The sections) paragraphs and parts of said
Uniform Wiring Code) 1965 Edition which are excepted) deleted
and not adopted are:
(1) Section 7004
(2) Section 110.4
(3) Sections 150.11 to 150016) both inclusive
(4) Section 150018
(5) Section l70.l5b
SECTION FOUR: The following titles) articles) sections
and provisions of the Uniform Wiring Code) 1965 Edition) are
hereby amended to read as follows:
"Section 1001: Change of Nameo As used in this section
and elsewhere in said Code the term "Electrical Safety Engineer"
shall be amended to read "Chief Electrical Inspector or his
designated agent"."
Section 20.6: is hereby amended to include) '~ork author-
ized by an annual electrical maintenance permit shall be limited
to alterations) extensions and maintenance in or on existing
buildings."
Section 20.7: Within not more than fifteen (15) days
following the end of each calendar month) the person. firm or
corporation to which a monthly permit is issued shall transmit
to the Chief Electrical Inspector a report of all electrical
work which has been done under the permit during the preceding
month, and shall pay the fees prescribed therefor as set
forth in Article III except the charge for issuance of the

Section 20.10: No electrical work for which a permit is
2 required shall be commenced in any building or premises until a
3 permit to do such work shall have been first obtained. Failure
4 to obtain a permit within 24 hours will result in a penalty of
5 a double permit and double fees.

Section 20.15: Number of permits per job: Where one
7 person, firm or corporation has an active rough wiring permit
8 and another person, firm or corporation intends to do the electri-
9 cal equipment or fixture work on the same job, a rough wiring
10 inspection shall be made and approved before installing equipment
11 or fixtures.

Section 30.4: Commercial, Industrial, Assembly Buildings,
and portions thereof, shall incorporate the square footage
formula of fee schedules.

Section 30..5:
(a) Subsection "FIXTURES" of Section 30.5 of the
Uniform Wiring Code 1965 is hereby amended to read as follows:
Fixtures and light standards.

(b) (Note) For trailer park permits fees, see
applicable state law.
Minimum permit fee of $2.00 plus $1.00 for each sub or
branch circuit panel, plus one cent ($.,01) per ampere for each
commercial or industrial service switch and distribution switch.
(c) Subsection "Out lets for Commercial, Hotels,
Motels, existing Residential, Parking and Christmas Lots" of
Section 30.5 of the Uniform Wiring Code 1965 is hereby amended
to read as follows:

Section 50.1: Standards for the installation of Electri-
cal Equipment. Installations: all electrical installations,
industrial, commercial, and residential, within the govern-
mental jurisdiction covered by this Code, shall be in conformity
with the provisions of this Code, all applicable State laws,
~nd the National Electrical Code, 1965 Edition.

Section 50.4: Documents on file: Three copies of the
1965 Edition of the National Electrical Code are on file at the
office of the City Clerk and are hereby incorporated by reference
and made a part of this Code.
Article IV (New Title): Alterations, Additions and
Relocations.
Section 60.1: Alterations, Additions and Relocations:
Addition, Relocations, Alterations, or renewal of existing wiring
installations shall be made in compliance with the provisions of
the Code.
Section 90.1: Locations. An approved service entrance
switch or circuit breaker shall be installed for each service
meter installation on the load side of the meter; service switch
or circuit breaker shall be located on the exterior of the
building at the nearest safe and readily accessible point to
where the service conductors enter the building.
Exception: On buildings of a cOllll1ercial or industrial type that
are noraaally open during an average business day, the service
switch, breaker, and/or meter may be installed within the
building if meeting the requirements of the serving utility.
Section 100.3: Location of Branch Circuit Protective
Devices. Branch circuit protective devices shall be installed
in and for each occupancy. Nothing contained in this Article
shall be deemed or construed to permit the installation of any
electrical device or circuit in any occupancy, the control or
protection of which is not accessible to the occupant at all
times. In remodeled existing occupancies, wherein the occupancy
is changed to a different classification, protective devices may
be located at one central point. No parts of any circuit shall
supply electrical energy to more than one occupancy. The panels
shall be readily accessible and not less than 30 inches of clear

working space shall be maintained in front of panels and control
equipment. Panel board shall not be located in linen or broom
closets or in toilet rooms.
Section 110..3: Exposed grounds shall be installed in E.M..T.
or rigid conduit.
Section 140: (New Title) Size of Service Entrance, Feeders
and Sub-Feeders.
Section 140.2: Single Family Dwellings Under 800 Square
Feet. The minimum service requirements shall be:
Raceway - 1" trade size
Conductors - 3 No. 6A W G
Circuit Breaker - 50 ampere
Provisions shall be made in the branch circuit panel for a mini-
mum of eight (8) single pole overcurrent protective devices,
exclusive of "wafers" or "twin" type single pole circuit breakers
in addition to the main circuit breaker.
Section 140.3: Single Family Dwellings 800 square feet
and over.. Minimum Service Requirements shall be: Raceway and
Conductors-lOO ampere capacity. Circuit Breaker-lOO ampere.
Provisions shall be made in the branch circuit panel for 100
ampere bussing and a minimum of sixteen (16) single pole over-
current protective devices, exclusive of 'wafer" or "twin" type
single pole circuit breakers~ in addition to the main circuit
breaker.
Section 140.4: In all flush mounted services for one and
two family dwellings, two 3/4" spare raceways for future use
shall be provided as follows: Where sufficient attic space is
available or underfloor space is available, raceways shall termi-
nate conveniently for future use in each space. Where neither
space is available, then such termination shall be approved by
the Chief Electrical Inspector.

Section 140.6: Multi-family dwelling. Minimum service re-
quirements for combined unit occupancy load shall be: Raceway and
Conductors - 100 ampere capacity. The ~imum feeder or sub-feede
for each individual occupancy shall be: Raceway - I" trade size.
Conductors - Three No. 6 AWG. Circuit Breaker - 50 ampere.
Article XV - Wiring Methods; The following listed wiring
methods are limited for use in accordance with the occupancy
shown therewith:
Section 150.10: Flexible Metal Conduit. All residential
occupancies.
Section 170.3: Every room shall have at least one switched
general lighting outlet. Living rooms, bedrooms, family rooms,
and dens may be excepted, provided at least one switched wall
receptacle is installed, and provided that any such rooms have a
minimum of two circuits. No lighting outlets shall be controlled
by a pull-chain switch.
Section 180.1: The wiring method used, including the con-
trol of lighting, convenience, and appliance branch ciccuits,
shall be as follows: Low voltage wi~es in concealed locations
shall be securely fastened in a workmanlike manner. In exposed
locations the low-voltage wires shall be installed in a rigid
metal conduit, electric metallic tubing, or other approved
wiring methods of this Code.
Section 180.2: Secondary wiring shall have approved insu-
lation. No wire smaller than 18 AWG shall be used.
Section 200.6: Proximity of Circuit Breaker Handles Not
Acceptable. Where circuit breakers are used for protection of
ungrounded conductors as a branch circuit of an ungrounded system,
a simultaneous or common trip-type double or triple pole breaker
shall be used. Single pole circuit breakers are acceptable
on the ungrounded conductors of three-wire 120/240 volt cir-
cuits and on four-wire 120/208 or 277/480 volt branch circuits
having a neutral wire within. Whenever the circuit breaker is

used as a disconnect for two or more ungrounded wires, a single
solidly constructed factory-built handle is required on the
assembly.
Section 240.2: All Fluerescent and Gaseous Tube Fixtures
shall contain non-resetting thermally protected ballasts or
transformers. Fixtures shall be mounted not less than one and
one-hatf inches (1-1/2") from low density cellulos fiberboard or
similar combustible materials. Fixtureshaving exposed ballasts
or transformers shall be so installed that such ballast or trans-
formers shall not be in contact with combustible materials. Refer
to Article 410-71 NEe and 410-74 NEe. It
SECTION FIVE: The following titles, articles, sections
and provisions are hereby added to and made a part of the
Uniform Wiring Code, 1965 Edition:
Articles VII-XlV inclusive, by adding:
"Section 90.7: Disconnecting means on Service Equipment
for Commercial and Industrial Applications: Fused switches or
circuit breakers - Wherever in this Code a switch, a fuse or a
switch and fuses, are called for, the requirements may be met by
the use of an approved circuit breaker provided with means for
manual tripping. The switch or circuit breaker shall be an
approved enclosed manually operable type and shall plainly
indicate whether it is in the open or closed position, and be
arranged to be locked in the open position."
Articles XXI and XXII are hereby amended by adding:
ItSection 220.4: Range raceway for single and duplex occu-
pancies. A continuous raceway, minimum of one inch (lit) in
diameter must be installed from the distribution panel to a
4 11/16" box at the range location in all single and duplex
occupancies.
Circuit Breaker space must be provided in the distribution
panel for the range and necessary load calculated in the service

for use of this installation.
Dryer raceway for single family occupancies shall be stubbed
into attic or under floor from 4 11/16" box at dryer location."
Article XXVI is hereby added to said Code and titled
"SPECIAL INSTALLATION ~UlRBMENTS".
'''Section 260:
(a) The provisions of this Article are not applicable to
those electric operated mechanical devices. apparatus or machines
which are kept in places and used for the following purposes:
1. Those which are a part of the stock in trade of a
merchant and are being displayed and offered for sale
in an established place of business in the ordinary
course of business. but are not connected with a
source of electric energy or used as demonstrators
or to induce or encourage the purchase of other
merchandise.
(b) An electric operated mechanical device. apparatus or
machine which is intended or designed for use by children or
adults for purposes of amusement. entertainment or play shall
not be provided or made available or accessii1e for such use in
any place of business or place or pr_ises to which the public
is admitted without obtaining a permit and certificate of approval
from the Qlief Electrical Inspector and complying with the instal-
lation and maintenance requirements of this Code.
Section 260.1: Installation RequirEllllents.
(A) Each device. apparatus or machine shall be
permanently and effectively grounded.
(B) An approved multi-prong plug and receptacle
shall be used. one prong for the purpose of
grounding.
(C) Only approved hard service 3-wire "s" type
. cords may be used. Each cord must be continuous

without splices or adaptors, and shall not exceed
ten (10') feet in length.
(D) Where any cord would be subjected or exposed to
pedestrian or vehicular traffic or be exposed to the
danger of mechanical injury, protection is required
by means of a metal trough, duct or raceway.
Section 260.2~ Permits and Fees.
(A) The Chief Electrical Inspector is authorized
and directed to issue permits for the installations
which may be made in compliance with provisions of
this Code, upon payment of the fee herein required.
(B) Each permit shall expire on the 31st day of
December of the calendar year for which it is
issued.
(C) The fee for each permit is Five Dollars ($5.00)
which covers the initial and periodic inspections
required for each unit.
Section 260.3: Inspection and Certificates of Approval.
(A) Upon completion of installation, which has been
authorized by issuance of any permit, it shall be
the duty of each person, firm, or corporation installing
the same to notify the Chief Electrical Inspector
who shall inspect the installation within forty-
eight (48) hours, exclusive of Saturday, Sunday and
holidays, of the time such notice is given, or as
soon thereafter as practicable.
(B) The Chief Electrical Inspector shall issue a
certificate of approval for such units that are
found to be in conformity with the provisions of
this Code.
(C) The Chief Electrical Inspector shall inspect
each installation at least once each three months.

(D) The Chief Electrical Inspector is authorized
to disconnect from its source of electric energy
any installation which does not comply with
regulations. He shall give the permittee a
written statement of the defects, and suspend the
permit until the installation is brought into compliance.
SECTION SIX: The word "City" in the aforesaid sections
and code shall be deemed to refer to and designate the City of
San Bernardino and any reference to any act or any legislative
enactment therein referred to shall be deemed to designate and
embrace the statutes of the State of California, and amendments
thereof, dealing with the subject matter thereby and therein
referred to.
SECTION SEVEN: It shall be unlawful for any person, firm,
or corporation to install, use, maintain, alter, repair, rent,
lease, offer for sale, or distribute for use, any wiring and
equipment used for electrical installation in said City, or
cause the same to be done, contrary to or in violation of any
of the provisions of this Code.
Any person, firm, or corporation violating or permitting
or causing the violation of any of the provisions of this
Ordinance or of the Code adopted herein shall be deemed guilty
of a misdemeanor, and upon conviction thereof shall be punish-
able by a fine of not more than Five Hundred Dollars ($500000),
or by imprisonment for a period of not more than six months, or
by both such fine and imprisonment. Each person, firm, or
corporation shall be deemed guilty of a separate offense for
each day during any portion of which any violation of any pro-
vision of this Ordinance or said Code is committed, continued
or permitted by such person, firm, or corporation and shall be
punishable therefor as provided by this Ordinance.

SECTION EIGHT: If any section, sub-section, sentence,
2 clause or phrase of this Ordinance or said Code is for any reason
3 held to be invalid or unconstitutional by the decision of any
4 court of competent jurisdiction~ such decision shall not affect
5 the validity of the remaining portions of said Ordinance or Code.
6 The ~yor and Common Council of the City of San Bernardino hereby
7 declare that they would have passed said Ordinance and Code, and
8 each section, sub-section, sentence, clause and phrase thereof,
9 irrespective of the fact that anyone or more other sections, sub-
10 sections, clauses or phrases be declared invalid or unconsti-
11 tutional.
