SIGNS . . ."; AND DEFINING THE WORD "SIGN" TO EXCLUDE SIGNS FOR T~LEPHONE BOOTHS. 41 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 5', DO ORDAIN AS FOLLOWS: 6 SECTION ONE: Ordinance No. 2623 Section Two is hereby 7 amended to read as follows: 8 "SECTION TWO: Definitions - The following terms, words and 9 their derivatives, as used in this ordinance are hereby defined as 10 fo llows : 11 Alley - A public thoroughfare less than twenty (20) feet in 12 width. 13 Approval or approved - Refers to the approval of method or 14 materials by the Building Official. 15, 161 , , Approved plastics - Approved plastic material shall be those specified in the Uniform Building Code, Standard No. 52-1-64 which 171 have a flamespread rating of 225 or less and a smoke density not , 181 greater than that obtained from the burning of untreated wood , 19' under similar conditions when tested in accordance with the Unifo I 20 Building Code Standard No. 42-1-64 in the way intended for use. i 211 The products of combustion shall be no more toxic than the burning 22 , 23' of untreated wood under similar conditions. Building Official - The Superintendent of the Department of 24' Building and Safety or inspectors in said Department. 25 I Canopy - A permanent roofed structure attached to and I 26 supported by a building and not projecting over public property. 27 Curb Line - The line at the face of the curb nearest to the 28 street or roadway. In the absence of a curb, the curb line shall 29 30 31 be established by the City Engineer. Electric Sign - A sign served or energized with electrical current, in which the electrical wiring and components are con- 32 I t~ined within the body of the sign. This definition shall also 1 include electrical discharge tubing for advertising purposes. 2 Face of Building - Shall mean the general outermost surface 3 of any main exterior wall of a building. The term shall not 4 include a cornice, bay window, balcony, porch or other feature 5 which extends beyond the general outermost surface of such 61 exterior wall or beyond a property line. , 71 sl Grade - The elevation of the nearest public sidewalk adjoin- ing the property upon which a sign is erected or the natural sur- 9 face of the ground supporting a sign. 10, I I lli 121 13' i , Hi 15' 161 171 lsl I 19' I 201 I 211 I 22 Incombustible Material - Any material which will not ignite at, or below, a temperature of 12000 F during an exposure of five minutes, and which will not continue to burn or glow at that temperature. Tests shall be made as specified in the Uniform Building Code Standard No. 4-1-64. Marquee - A permanent roofed structure attached to and supported by a building and projecting over public property. Parapet Wall - That part of any wall entirely above the roof or eave line. Person - Means and include both singular and plural and shall also mean and include person, individual, firm, corporation, copartnership, association, club, society or any other organi- zation or any combination thereof. Plastic Materials - Materials made wholly or principally from standardized plastics listed and described in the Uniform Building Code Standard No. 52-1-64. Projection - The distance by which a sign extends beyond , 23' 24 25 26 27 2S 29 30 31 32 the main exterior wall of any building. Roof Sign - Any sign erected upon or above the roof of any building. Set-back Line - That line established by ordinance beyond which no building, wall, fence, or other structure may be erected . or constructed. -2- 1 Sign - Any structure and all p.~ts thereof which is 2 erected or used exclusively for advertising purposes upon which 3 any poster, bill, bulletin, printing, painting, device or other 4 advertising of any kind whatsoever is placed, posted, tacked, 5 nailed, pasted or otherwise fastened or affixed. The definition 6 shall also include barber poles, electric discharge tube outlining 7 for advertising and electric signs. The definition shall not be 8 held to include any board, sign or surface used exclusively to 9 display official notices issued by any court or public office or 10 posted by any public officer in performance of public duty, or a 11 private person in giving a legal notice; nor shall it be held to 12 include an identification sign set upon private property in front 13 of an apartment house in an apartment zone and which advertises 14 such property provided the advertising surface of such sign does 15 not exceed six (6) square feet; nor shall it be held to include 16 any real estate sign advertising the property upon which it stands 17 provided the advertising surface of such real estate sign does 18 not exceed twenty (20) square feet, nor shall it be held to include 19 any sign painted on the permanent parts of any building when such 20, sign advertises only the business conducted or carried on within 21 such building, nor shall it include temporary signs as defined 221 herein, or any sign with an advertising surface of less than four 23 (4) square feet which contains advertising or printed material 24 relevant to or drawing attention to the use of the telephone booth 25 I f h" h "d" " 1 t d . Street - A public thoroughfare twenty (20) feet or more in width. Temporary Sign - A sign, constructed of a wood frame with 32 o~e hundred fifty square feet (150). Standards - The current edition of the Uniform Conference of Building Officials and adopted by the City.
