2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO ESTABLISHING
A POLICE RESERVE AS A VOLUNTEER UNIT OF THE POLICE DEPARTMENT

SECTION ONE: Establishment of Police Reserve. A police
reserve, hereinafter called "Reserves," is hereby established as

a vOluntary organization composed of persons appointed by the
9
Chief of Police, hereinafter called the "Chief "jsaid persons

ISha11 serve gratuitously as a volunteer unit of the Police

IDepartment of the City of San Bernardino to assist regular police
12
iofficers in law enforcement and the maintenance of peace and

!order during the temporary congregation of large numbers of
14 !
I persons under conditions which make it impractical to furnish

iadequate police protection sOlely by means of regular police

IOfficers.

I SECTION TWO: Authority and Control of Chief of Police.

ISubject to the provisions of this ordinance, the Chief of Police
19 I

ishall have complete control and authority over the Reserves. He
20 i
Imay appoint as members thereof any persons whom he deems to be
21
qualified and he may reject any application for membership. He
22
shall provide for the training of candidates for membership and
23

for the further training of members in all fields of pOlice
activity and for that purpose may assign such members to various
police duties.

SECTION THREE: Membership - Method of Appointment. Member-

ship in the Reserves is open to both men and women. Whenever the
male gender is used in this ordinance it shall be construed to
include both male and female.

Ho person shall become a member of the Reserves until he

is able to meet all requirements prescribed by the Chief. 1{hen

so qualified and selected, he shall be sworn in by the Chief, or

by the Chief's representative, as a member of the Reserves.
SECTION FOUR: Rules and Regulations - Duties. The Chief
may, by order, establish rules and regulations to govern the
reserves, including the fixing of specific duties of its members
and the providing of penalties and discipline for violations of
such duties or orders of the Chief. He may change such orders
from time to time.
SECTION FIVE: Workman's Compensation Benefits. The
members of the San Bernardino Police Reserve shall receive
Workman's Compensation benefits as provided by law. For purposes
of the Workman's Compensation Law members of the Police Reserve
shall be deemed to be employees of the City of San Bernardino.
SECTION SIX: Identification Card and Insignia. An
identification card, badge, or such other insignia or evidence of
identification as the Chief may prescribe, shall be issued to
each member who shall carry such card at all times. Each member
must surrender all city property issued to him upon termination
of his membership.
SECTION SEVEN: Removal from Membership. The membership
of any person in the Reserves may be terminated by the Chief
at his pleasure.
SECTION EIGHT: Firearms and Police Baton. No member of
the Reserves shall carry any firearms unless or until he has been
authorized to do so by the Chief. All members of the Reserves
are authorized to carry the regulation police baton.
SECTION NINE: Power of Arrest - Authority to Direct Traffic
A member of the Reserves, when on duty as assigned by the Chief,
shall have the authority given to officers of the Police Depart-
ment to direct traffic, and shall have the same power of arrest
granted to a regular member of the Police Department, subject to
any limitations which the Chief may impose.
SECTION TEN: Uniform - Use of. Uniform. The uniform for

1 i members of the Reserves shall be similar to the uniform worn by
21 regular members of the Police Department, with an identifying
3 insignia to be prescribed by the Chief of Police. The uniform
41 shall be worn only at times authorized by the Chief.
5 I SECTION ELEVEN: Civil Defense and Disaster. Members of

61 the Reserves shall also enroll as volunteers of the civil defense

7; and disaster organization of the City of San Bernardino.
8' SECTION TWELVE: Imoersonation Prohibited. It shall be a
9 misdemeanor, punishable by imprisonment for a period not to
10 exceed six months or by a fine not to exceed five hundred dollars,
11 or both, for any person, not a member of the Reserves:
12' (a) to wear, carry, or display a reserve identification
13 card, badge, cap piece, or insignia.

(b) in any manner to represent himself to be connected
15! with the Reserves.

adopted by the Mayor and Coumon Council of the City of San Bernar-
