HomeMy WebLinkAbout2855 1 2 3 ORDINANCE NO. ~ J" ~ AN ORDINANCE OF THE CITY OF SAN BERNARDINO CREATING THE DEPARTMENT OF FINANCE, ESTABLISHING THE POSITION OF DIRECTOR OF FINANCE AND PROVIDING FOR THE OPERATION AND CONTROL OF THE DEPART- MENT OF FINANCE. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 4 I ell 81 I 7' 81 91 loll I 11' 121 I 131 141, " 'I 151[ 16 17 SECTION ONE: A Department of Finance is hereby created. SECTION TWO: The position of Director of Finance of the City of San Bernardino is hereby established. This position shall be in the unclassified service of the Civil Service. He shall be appointed by the Mayor with the approval of the Common Council. The Director of Finance shall execute and deposit a fidelity bond in the amount of Ten Thousand ($10,000.00) Dollars prior to taking office. SECTION THREE: The Director of Finance, under the supervision and direction of the City Administrator, shall have charge of the administration of the financial affairs of the City. The Director of Finance shall have the power and duty to: (a) Supervise all disbursements and expenditures to 18 19 ' I .I 20 ' assure that payment has been legally authorized and appropriated, and that sufficient unencumbered appropriations exist for the 21 22 payment of all claims and expenditures; (b) Develop, supervise and maintain the general 23 I accounting system for the City government; 24 (c) Procure materials, supplies and general services 2el for the City and establish appropriate standards and specifications 28 with respect to the purchase of supplies, materials and equipment. 27 (d) Regularly, at least once a month, and at the end 28 of each fiscal year, prepare and submit to the City Administrator, 29 a statement and report indicating the financial condition of the 30 City including, but not limited to, receipts, disbursements, 31 appropriations and reserves. 32 (e) Establish, supervise, and maintain a system of . 1 data processing for the handling of accounting information and 2 other reports and tabulations required by the City; 3 (f) Establish and supervise City storerooms and ware- 4 houses and maintain perpetual inventories pertaining thereto; 5 (g) Establish a system for transfer of unused supplies 6 or materials, between offices, departments or agencies, and, with 7 the prior approval of the Council, to dispose of materials, 8 supplies or equipment found to be obsolete or surplus; 9 (h) Maintain and operate central duplicating, printing, 10 and mail service serving City departments; 11 (i) Compile the preliminary budget data, including 12 capital and operating expenditure projections, and revenue pro- 13 jections for the City Administrator; 14 (j) Prepare and maintain current inventory of all 15 materials, supplies and equipment of the City; 16 (k) Audit all purchase orders before they become 17 effective, and audit and approve, before payment, all bills, 18 invoices, payrolls, demands or charges against the City govern- 19 ment, and determine the regularity, correctness and, with the ~ advice of the City Attorney, the legality of such claims, demands 21 and charges; provided, however, that all bills, invoices, payrolls, 22 demands and charges against the City shall be approved by the 23 Common Council before payment; ~ (1) Prescribe the forms of receipts, vouchers, bills, 25 or claims to be used by all the agencies of the City; 26 (m) Supervise the work of preparing the City payroll 27 and maintaining records of all payroll data~ .qperv1~e the work 28 . for t:be ,State Employees Retirement System' in: accordance wi t}'l .'the 29 law and administrative directors of the Retirement System~ ~ (n) Perform such other duties as may be imposed by 31 ordinance or resolution of tbe Common Council, or as the City 32 Administrator may direct. . . 1 SECTION FOUR: The Department of Finance shall be under 2 the supervision of the Finance Director, and shall consist of the 3 following divisions: 4 5 6 1. Purchasing Division 2. Accounting Division 3. Data processing Division 4. Such other divisions as may be authorized by the Mayor and Council 7 The heads of each of these divisions shall be in the unclassified 8 Civil Service. 9 SECTION FIVE: Ordinance No. 2399 is hereby repealed.
