2 AN ORDINANCE OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO APPROVING THE ANNEXATION OF DISTRICT N0, 220 (LAFC 604). ~

4 WHEREAS, heretofore, a petition was filed with the Common Council
5 of the City of San Bernardino requesting that certain uninhabited territory
6 contiguous to said City be annexed to the City of San Bernardino, and which
7 said petition described said territory and the boundaries thereof proposed
8 to be annexed to the City; and
i 9 WHEREAS, said petition was filed by the owners of not less than
l0 one-fourth of the area of land in such territory, and representing not less
11~, than one-fourth of the assessed value of such territory according to the
12 last preceding equalized assessment roll of the County of San Bernardino, in
13 which said County the City of San Bernardino is situated; and
14 WHEREAS, said petition requested the said territory to be annexed
15 to and included in the said municipal corporation in accordance with the

16 provisions of the Government Code, Section 35300, et seq.; and
17 WHEREAS, on the 10th day of March, 1969, a resolution was adopted

18 by the aforesaid Common Council of the City of San Bernardino, California,
19 proposing the annexation of the aforesaid uninhabited territory and that said
i
20 resolution provided therein that the proposed annexation should be generally
21 known and identified as Annexation District No. 220; and
22 WHEREAS, said resolution set forth therein that all the property
23' included in the aforesaid territory shou3il be taxed equally with the other
24 property within the said city to pay the bonded indebtedness and any and all
25 general indebtedness and liability of the City of San Bernardino contracted
26 prior to or existing or outstanding at the time of the aforesaid proposed
27 annexation of the aforesaid property as provided in the hereinbefore
28 mentioned Government Code; and
29 WHEREAS, said resolution did fix, determine and declare that a
30 hearing be held on the 21st day of April, 1969, at the hour of 9:30 o'clock
31 A. M. in the Council Chambers of the City Hall in the City of San Bernardino,
32 and the same was the day, hour and place designated where any person owning

real estate within such territory so proposed to be annexed and having any
2 objections to the proposed annexation might object before the Common Council
31I and show cause why such territory should not be annexed; and, furthermore,
,4i the said resolution provided that at any time not later than the said hour
5~~ set, as mentioned hereinbefore for the said hearing, any owner of property
61 within the said territory proposed to be annexed might file written protest
i
7i with the City of San Bernardino against such annexation; and
g WHEREAS, there was one written protest filed with the City Clerk
y of the City of San Bernardino prior to 9:30 o'clock A. M. on the 21st day
10 of April, 1969; and
11~ WHEREAS, on the 21st day of April, 1969, the date set for the
12 hearing of protests against the proposed annexation, Resolution No. ~S
13 was adopted by the Common Council of the City of San Bernardino declaring that
14 a majority protest has not been presented; and
15 WHEREAS, it appears to the Common Council of the City of San
16 Bernardino that the aforementioned annexation proceedings have been completed
and everything performed at this time in accordance with said Government Code,
17
as mentioned hereinbefore, and any and all other laws in any way connected
18
19 with the said annexation procedure having been complied with; and
WHEREAS, the Common Council of the City of San Bernardino desire
20
to approve at this time the annexation of the aforesaid territory.

NOW, THEREFORE THE COMMON COUNCIL OF THE CITY OF SAN BERNARDINO

DO ORDAIN AS FOLIAWS:

SECTION ONE: That said territory herein described as Annexation
24 District No. 220 is hereby annexed. and incorporated in and made a part of the
25 City of San Bernardino.
26 SECTION TWO: The territory herein referred to as being annexed to
27 the City of San Bernardino is particularly described as follows, to wit:
28 Those portions of Lots 8, 9, 10 and 20, Block 45, Rancho
San Bernardino as per plat thereof recorded in Book 7 of
29 Maps, Page 2, and those portions of Lots 1, 2, 3, 4, 5, 6,
7, 8, 9, 10, and 13 of Ida Stockton Five Acre Subdivision
30 as per plat thereof recorded in Book 19 of Maps, pages 57
and 58, records of the County Recorder of San Bernardino
31 County, State of California, and that portion of Stockton
Street lying within the exterior boundaries of said Ida Stockton
32 Five Acre Subdivision as vacated by the Board of Supervisors
of said County, January 9, 1917, as set out in Book "D", page
357, described as follows:

], Beginning at a point on the Present Corporate Limits of
the City of San Bernardino, said point being the intersection
2i of the Northerly prolongation of the East line of the West
one-half of said Lot 20 and the North line of Cardiff Avenue,
$I said point also being 1241.00 feet, more or less, East from
the center line of Waterman Avenue; thence East along said
t} City Limit Line and the North line of Cardiff Avenue to the
East line of Lot 25 of said Block 45, said point also being
5 the West line of Lena Road, 30.00 feet wide; thence leaving
said City Limit Line South along the Southerly prolongation
G of the West line of said Lena Road to its intersection with
the center line of Cardiff Avenue; thence East along the
7 center line of said Cardiff Avenue a distance of 325.00
feet more or less, to the Northerly prolongation of the
8~1 West line of the property as conveyed to G. W. Lock, et ux,
by Deed recorded May 13, 1920 in Book 684 of Deeds, page 312,
9~ Records of the County Recorder of said County; thence South
along the West line of said Lock property a distance of
l0i 1129.49 feet to the South line of said Lot 10 of Ida Stockton
Subdivision; thence Westerly along said City Limit Line the
11~ following courses and distances; thence West along the North
I line of Lot 14 of said Ida Stockton Subdivision and its
12~ Westerly prolongation to the center line of Stockton Street,
i 40.00 feet wide, (vacated); thence South along the center
13~ line of said vacated Stockton Street to its intersection
with the Southerly boundary line of a drainage ditch
14 easement as described in a deed to the United States of
America, recorded June 22, 1944 in Book 1693, page 20,
15 Official Records of said County; thence Westerly along the
Southerly line of said easement to the West line of Lot 13
16~ of said Ida Stockton Subdivision; thence South along the
West line of said Lots 13 and 16 of said Ida Stockton Sub-
17 division and the West line of Lot 11, Block 45, Rancho San
Bernardino to the North line of the South one third of Lots
18~ 8, 9 and 10 of said Block 45, as conveyed to J. A. Roesch
and Melissa A. Roesch, husband and wife, by deed recorded
19 October 7, 1948 in Book 2303, page 1, Official Records of
said County; thence West along the North line of said Roesch
20 property, said North line being the North line of the South
one-third of Lots 10, 9, and 8 and the Westerly prolongation
21 thereof to the center line of Waterman Avenue; thence North
along the center line of Waterman Avenue a distance of 350.00
22~ feet, more or less, to the Westerly prolongation of a line
which is 14.00 feet Southerly from the South line of the
23 North one-third of said Lot 8 of said Block 45, Rancho San
Bernardino; thence South 89° 52' East on a line parallel with
24 and 14.00 feet Southerly from the South line of the North
one-third of said Lot 8, a distance of 720.00 feet more or
25 less to the Westerly line of the Right of Way of the San
i Bernardino Valley Traction Company, as conveyed by deed,
26 as recorded in Book 369 of Deeds, page 293, records of
said County; thence Northwesterly along the Westerly line
27 of said Right of Way to a point on the North line of the
South one-half of the North one-third of said Lot 8; thence
28 North 89° 52' West along the said North line of the South
one-half of the North one-third of said Lot 8 and the
29 Westerly prolongation thereof to the center line of Waterman
Avenue; thence North along the center line of Waterman Avenue
30 a distance of 185.00 feet more or less to the Westerly
prolongation of the South line of said Lot 21, Block 45;
31 thence East along said Westerly prolongation and the South
line of said Lots 20 and 21, Block 45, to the East line of
32 the West one-half of said Lot 20; thence North along said

Northerly prolongation thereof to the point of beginning.
2 Containing 108 acres, more or less.
3 SECTION THREE: That the above described property will be subject
4 to taxation equally with the property within such municipal corporation to
5 pay its proportion of the following bonded indebtedness of the City of San
6 Bernardino, which said bonded indebtedness was outstanding or theretofore
7 authorized and is outstanding at the time of said annexation, to wit:
8I A bonded indebtedness of $490,000.00 incurred for the acquisition

g and construction of a public library, including additions to and enlargements
i
l0 of the public library system of. said city, the outstanding indebtedness
lll~ thereon being $290,000.00, bearing interest at the rates of 4 3/4%, 3 1/4%
12 and 3 1/2% per annum;
13 A bonded indebtedness of $1,116,000.00 incurred for the acquisition
14 and construction of additions to, relocations of and replacements of the fire
i
15 fighting system of said City, the outstanding indebtedness thereon being
16i $865,000.00, bearing interest at the rates of 4%, 3%, 2 3/4%, 2.9% and
17 i 2 1/2% per annum.
18 SECTION FOUR: The property herein annexed is declared to be a part
19 of Ward 1 and the boundaries of Ward 1 are hereby altered to include said
20 annexed territory, with zoning classification as shown on a map on file in
21 the City Clerk's office titled "Exhibit A", consisting of portions of Lots 8,

22 9, 10 and 20, Block 45, Rancho San Bernardino and portions of Lots 1 through
23 10, inclusive, and Lot 13 Ida Stockton Five Acre Subdivision, and that portion
24 of Stockton Streex lying within the exterior boundaries of said Ida Stockton
25 Five Acre Subdivision as vacated by the Board of Supervisors of San Bernardino
26 County, described as follows:
27 C-M Commercial-Manufacturing District
28 All of Lot 8, Block 45, Rancho San Bernardino lying outside
present corporate limits City of San Bernardino and lying
29 Southwesterly of the centerline of the Pacific Electric
Railway Company right of way.

M-1 Light Industrial District

All those portions Lots 8, 9, and 10, Block 45, Rancho

and the West 120 feet, more or less, lot 10; the North

2354; and that portion Stockton Five Acre Subdivision
