AN ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING
ORDINANCE NO. 821; AND PROHIBITING WILLFUL INTERFERENCE WITH
MUNICIPAL PROGRAMS OR ACTIVITIES ON CITY PROPERTY; PROHIBITING
THE INSULTING OF ANY MUNICIPAL EMPLOYEE CONDUCTING A CITY PROGRAM
ON CITY PROPERTY IN THE PRESENCE OF MINORS ENGAGED IN SUCH PRO-
GRAMS; AND PROHIBITING ANY PERSON FROM REMAINING UPON OR RE-ENTER
A MUNICIPAL FACILITY AFTER CONSENT HAS BEEN WITHDRAWN BECAUSE OF
WILLFUL DISRUPTION OF THE OPERATION OF SUCH FACILITY"

SECTION 1. Ordinance No. 821 is hereby amended by adding
thereto Section 705 to read as follows:
"SECTION 705: Every person, except officers or employees
of any governmental agency on official business, who comes upon
any municipal ground or into any municipal building, facility or I
institution, whether owned or leased by the City of San Bernardino'l
and there willfully interferes with the good order, lawful con-
duct or administration of any municipal program or activity of
said City, with the intent to disrupt, obstruct or to inflict
damage to property or bodily injury upon any persdh, 'is deemed
guilty of a misdemeanor, and upon conviction thereof, shall be
punishable as provided in Section 2500 of this ordinance."
SECTION 2. Ordinance No. 821 is hereby amended by adding
21, thereto Section 706 to read as follows:

"SECTION 706: Any person, except any officer or employee
of a governmental agency on official business, who insults or
abuses any officer or employee of the City of San Bernardino in
the presence of minors engaged or enrolled in any City program or
activity with the intent to disrupt or obstruct such program or
activity and at a place which is on City premises or public
sidewalks, streets or other public ways adjacent to City premises
or at some other place in connection with assigned City programs
or activities, is deemed guilty of a misdemeanor, and upon con~
viction thereof, shall be punishable as provided in Section 2500

SECTION 3. Ordinance No. 821 is hereby amended by adding
2 thereto Section 707 to read as follows:

"SECTION 707: (a) The Mayor of the City of San Bernardino,
or an officer or employee designated by him or law to maintain
order in any building or facility owned or leased by said City,
may notify a person, except any officer or employee of a govern-
mental agency on official business, that consent to remain

building or facility has been withdrawn whenever there is
reasonable cause to believe that such person has willfully dis-

rupted the orderly operation or peaceful conduct of activities
of such building or facility and may direct such person to leave
said building or facility.
(b) Any such person having been so notified and directed
who fails to do so or who willfully and knowingly re-enters such
building or facility within seventy-two (72) hours after being
directed to leave is deemed guilty of a misdemeanor, and upon
conviction thereof, shall be punishable as provided in Section
2500 of this ordinance."
