NO. 821; IMPOSING SERVICE CHARGES FOR TRANSPORTING DOGS AND CATS;
3 AND INCREASING THE DISPOSAL FEE FOR CATS FROM OUTSIDE THE CITY
LIMITS.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
b DO ORDAIN AS FOLLOWS:
6 SECTION 1. Ordinance No. 821 Section 531 is hereby amended
7 to read as follows:
8 "SECTION 531: The Animal Control Officer shall have the
g~ right to receive and dispose of dogs delivered into his possession
lOl by the owners thereof and shall charge therefor the sum of four
111 dollars ($4.00) for each such dog and the sum of one dollar ($1.00)
12 for each puppy under the age of three (3) months, plus three
13 dollars ($3.00) for a pick up service charge for transporting the
14 dog or puppy when applicable or twenty-five dollars ($25.00) per
15 month for such regular monthly services. Said officer may sell
16 any dog or puppy so placed in his possession for a sum not to
17 exceed five dollars ($5.00); provided that said sum shall be seven
18 dollars ($7.00)when the dog or puppy is sold for research purposes.
19 The Animal Control Officer shall have the right to receive
20 and dispose of dogs and cats delivered into his possession by the
21 owners thereof from any municipality or county contracting with
22 the City of San Bernardino for animal control services and shall
23 charge therefor the same sums of money required to be paid by
24 such municipality or county for similar contractual services per-
25 formed by said City."
26 SECTION 2. Ordinance No. 821 Section 532 is hereby amended
27 to read as follows:
28 "SECTION 532: The Animal Control Officer shall have the
29 right to receive and dispose of any cat or kitten delivered into
30 his possession by the owner thereof and shall charge therefor the
31 sum of fifty cents (50¢) for each such cat or kitten, and shall
32 charge two dollars ($2.00) for each such cat delivered from outside
~ the city and fifty cents (50¢) for each such kitten delivered from
outside the city, plus whenever applicable three dollars ($3,00)

for a "pick up" service charge for transporting any cat or kitten

or twenty-five dollars ($25.00) per month for a regular monthly

"pick up" service. Said Officer may sell any cat or kitten so

placed in his possession for a sum not to exceed two dollars ($2,00) "

SECTION 3. Section 1 of this ordinance is an emergency and
6
urgency tax measure inasmuch as it provides for service charges to
7
defray the costs of transporting animals and shall go into effect
8
on July 1971 after its adoption and approval. The facts
9
consti~ut g such emergency are;

There are no charges currently being imposed by the City for
11'
~ taking possession and transporting dogs and cats and the fees col-
12
lected for animal control services are insufficient to defray the
13
Cityrs costs therefor and such costs are steadily increasing.
14
Therefore, it is imperative that a transportation service charge be
15
imposed to take effect on July 12~, 1971.
16
