2 ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD IN THE
CITY OF SAN BERNARDINO ON TUESDAY THE 7TH DAY OF NOVEMBER
3 1972 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECT~RS
OF S.~,ID CITY FOR7HEIR APPROVAL OR DISAPPROVAL TWO PROPOSED
4 CHARTER AMENDMENTS TO THE CHARTER OF THE CTTY OF SAN BERNARDINO
RELATING TO THE TERM OF OFFICE FOR THE MAYOR AND THE REMOVAL
5 OF THE REQUIREMENT THAT MEMBERS OF THE BOARD OF EDUCATION OF
THE SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT BE ELECTED AT
g LARGE.
7 WHEREAS, the Mayor and Common Council of the City of San
g Bernardino desire to call a special municipal election for the
g purpose of submitting its hereinafter set forth proposed Charter
10 Amendments to the qualified electors of the City of San Bernar-
11 dino for their approval or disapproval,
12 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY
13 OF SAN BERNARDINO DO ORDAIN AS FOLLOWS:
14 SECTION 1. That a special municipal election is hereby
15 called and will be held in the City of San Bernardino on
16 Tuesday, the 7th day of November, 1972, for the purpose of
17 submitting to the qualified electors of said City for their
18 approval or disapproval, these certain Charter Amendments as
lg proposed and submitted by the Mayor and Common Council by
20 Resolution No. ~J/~,.~_ and Resolution No.
i 21 which said resolutions were duly and regularly passed and
22 approved by the Mayor and Common Council,
23 SECTION 2. That said proposed Charter Amendments shall be
24 in the form as shown below in "Measures Submitted to Vote of
25 Voters". Said election and the voting thereat shall be by
26 ballot, Said ballots shall be prepared, printed and distributed
27 as prescribed by law. Each ballot used at said election shall
28 have printed thereon in addition to any other matter req~:red
29 by law, the following:

SECTION 3: To vote for the Charter Amendment, the quali-
14
fied elector or voter may punch the ballot card in the hole after
15
the word "YES", to the right of the description of said Amend-
16
ments. If a voter punches the ballot card in the hole after the
17
word "YES", his vote shall be counted in favor of the adoption of
18
the measure.

To vote against the Charter Amendments punch the ballot
20
card in the hole after the word "NO", to the right of the des-
21
cription of said Amendments. If a voter punches the ballot card
22
in the hole after the printed word "NO", his vote shall be counted
23
against the adoption of the measure.

All distinguishing marks or erasures are forbidden and
25
shall make the ballot void. If a voter wrongly punches, tears
26
or defaces the ballot, he may return it to the inspector of the
27
election and obtain another ballot.

SECTION 4. That said special municipal election be and
29
the same is hereby consolidated with the statewide general
30
election to be held on Tuesday, the 7th day of November, 1972,

1 and the election precincts, .polling places., voting booths. and
2 electicr. offices. for said election shall be the same election
3 precincts, polling places, voting booths and election offices.
4 for this special municipal election; and the proposed amendments
5 hereii:above submitted shall be printed upon the same ballot used
6 in said :statewide general election.
7 SECTION 5. That within the time prescribed by the State.
8 Constitution, the. entire proposed amendments. shall be published
9 once ir: the San Bernardino Sun Telegram, being a newspaper of
10 general. circulation, printed, published and circulated in said
11 City. Ir. addition, and pursuant to the provisions of said State.
12 Const'~tution, copies. of said proposed .Charter Amendments shall
13 be printed in pamphlet .form, and mailed to each of the qualified
14 electors of said City, and a notice shall be published in the
15 aforesaid newspaper. as required by said Constitution to the
16 effect that additional copies of said proposed Charter Amend-
17 ments ir~ay be obtained from the. City Clerk upon application
18 thereof.
19 SECTION 6. The. passage of this Ordinance is an emergency
20 matter relating to elections and said Ordinance shall be in force
21 and take. effect immediately after its passage and approval.

23 adopted by the Mayor and Common Council of the City of San Ber-
