OF SAN BERNARDINO AMENDING ORDINANCE NO. 1987 ENTITLED IN PART "AN ORDINANCE REGULATING THE OPER- 3~ATION OF TAXICABS, AMBULANCES LOWERING THE AGE QUALIFICA- TION FOR A DRIVER'S PERMIT TO 18•YEARS; AND REQUIRING THE ROTATION 4~OF TOWING SERVICES BY TOWING CARRIERS EVERY 15 DAYS. i 51 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO I DO ORDAIN AS FOLLOWS: 6~ 7 SECTION 1. Ordinance No. 1967 Section Twenty-Two Sub- 8 section (e) is hereby amended to read as follows: 9 "(e) No Driver's Permit or Temporary Driver's Permit shall 10 be issued to any applicant who is under the age of eighteen (18) 11 years, or who has failed to obtain a Driver's License of the re- 12 quisit type or class from the State of California, or who has to 13 the knowledge of the Chief of Police been convicted of or suffered 141 a penalty for any of the crimes or administrative decisions as set 15 forth in Section Twenty-three of this ordinance, or who shall be 16 deemed by him after an investigation to be morally unfit." 17 SECTION 2. Ordinance No. 1987 Section Forty-seven is here- lg by amended to read as follows: lg "SECTION FORTY-SEVEN: TOWING CARRIERS - ROTATION LIST. 20 The Bureau shall establish a system of the 15 day listing, selec- 21 tion and rotation of qualified towing carriers for the performance 22 of towing services in response to calls from members of the Police 23 Department. All members of the Police Department shall comply with 24 said system and the requirements of the Bureau relating thereto. 25 Every towing carrier shall comply with and qualify under all 2g the requirements set forth in Section Forty-Six as a condition pre- 27 cedent to being eligible to be placed on the rotation list. 28 The Bureau shall place each qualified towing carrier on the 2g list. Upon the subsequent qualification of a towing carrier, its 30 name shall be placed at the bottom of the list until the time of 31 the next rotation. The carrier which is placed at the top of the 32 list shall be called exclusively by the Police Department for 15 1 days and at the expiration of that time said carrier's name shall 2 be placed at the bottom of the list. Thereupon, the carrier which 3 is then highest on the list shall be called exclusively for the 4 following next 15 days. Thereafter, during each 15 day period the 5 carrier similarly rotated to the top of the list shall be called 6 exclusively for that 15 day period. 7 Each towing carrier shall give or cause to be given written g notice to the registered and legal owners of each vehicle which is g towed in conformity with the authorization and requirements of this 10 section concerning the fact of such towing, the place at which such 11 vehicle is stored and the imposition of charges for towing, stor- 12 age and related services whenever the towing carrier knows or is 13 able to ascertain from the registration records in the vehicle or 14 from the registration records of the Department of Motor Vehicles 15 the name and address of the. registered and legal owners. Said 16 notice shall be given not more than ten (10) days from the date of 17 the towing of the vehicle by the towing carrier." lg I HEREBY CERTIFY that the foregoing ordinance was duly 19 adopted by the Mayor and Common Council of the City of San Bernar- 20 dino a.~ a meeting thereof, held on the ay 21 of ~ ~ ~ ;'l' , 197, by^the following ,vote, to wit: 22 AYES: !
