HomeMy WebLinkAbout3328 i~'I 1 ORDINANCE N0. s:~=_~~ 2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING ORDINANCE NO. 1652 ENTITLED IN PART "AN ORDINANCE REGULATING TRAFFIC UPON 3 THE PUBLIC STREETS AUTHORIZING THE PROHIBITION OR TIME LIMITATION OF PARKING OF ANY VEHICLE UPON PROPERTY LEASED, 4 OPERATED OR CONTROLLED BY SAID CITY; PERMITTING THE CITY (TRAFFIC) ENGINEER TO AUTHORIZE LOADING ZONES; AND AUTHORIZING SAID ENGINEER 5 TO PLACE PARKING SPACE MARKINGS AND SIGNS OR GREEN PAINT ON CURBS FOR LIMITED PARKING UPON SAID PROPERTY. s THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 7 DO ORDAIN AS FOLLOWS: 8 SECTION 1. Ordinance No. 1652 Article IV Section One is 9 hereby amended to read as follows: 10 "SECTION ONE: PARKING TIME LIMITED IN CERTAIN PLACES. 11 Whenever the Council by resolution has declared that the public 12 convenience and necessity require that any street, alley, or 13 portion thereof, or other property owned, leased, operated or 14 controlled by the City of San Bernardino shall be limited as to 15 time or purpose of parking thereon, the Chief of Police shall 16 cause signs to be placed and maintained on said street, alley or 17 said other property, indicating such limitations or purposes as lg may be provided in said resolution, and thereafter it shall be 19 unlawful for the driver of any vehicle to park said vehicle on 2p any such street, alley or said other property, for a time longer 21 or for a purpose other than is indicated on said sign." 22 SECTION 2. Ordinance No. 1652 Article IV Section Two 23 Subsections (b) and (c) are hereby amended to read as follows: 24 "(b) No person shall stop, stand or park a vehicle upon 25 any street, alley, or portion thereof, or other property 26 owned, leased, operated or controlled by the City of San 27 Bernardino: 28 1. Within 50 feet of the nearest rail of a railroad 29 crossing; 30 2. Within 20 feet of a crosswalk except that a bus may 31 stop at a designated bus stop; 32 3. within 30 feet of the approach to any traffic signal, ~!I~ 1~ stop sign, or flashing beacon; or I 2 4. At any place where the. City Engineer determines that 3 it is necessary in order to eliminate dangerous traffic hazards, 4 such location not to exceed 50 feet in length. 5 (c) Whenever the City Council shall determine by 6 resolution that the parking of any commercial vehicle or house 7 car upon any street, alley, or part thereof, or upon other 8 property owned, leased, operated or controlled by the City of 9 San Bernardino, will create a traffic hazard, the City Traffic 10 Engineer shall indicate., or cause to be indicated, such place 11 or places by appropriate prohibitory signs, and it .shall there- 12 after be unlawful for the driver of any commercial vehicle or 13 house car to park said commercial vehicle or house car on any 14 such .street or alley, or portion thereof, or on said other lb property in violation of said signs." 16 SECTION 3. Ordinance No. 1652 Article IV Section Five is 17 hereby amended to read as follows: 18 "SECTION FIVE: LOADING AND UNLOADING PASSENGERS. AND FREIGHT 19 It shall be unlawful for the operator of any vehicle to stop said 20 vehicle for a period of time longer than is necessary for the 21 loading or unloading of passengers or freight, provided that, 22 in no event shall such vehicle be stopped for a period in excess 23 of three minutes -for the loading or unloading of passengers, nor 24 in excess of forty minutes for the. loading or unloading of 25 freight, in any of the following places: 26 1. At any curb where the grade of the. street exceeds 27 twelve per cent; 28 2. In any alley; 29 3. In any loading zone, as authorized by the City (traffic) 30 Engineer; 31 and provided further that such vehicle is authorized to be 32 stopped for a period not to exceed ten minutes for the loading -2- i ~I I i I 1 or unloading of passengers immediately adjacent to hotel 2 entrances." 3 SECTION 4. Ordinance No. 1652 Article IV Section Six i 4 is hereby amended. to read as follows: 5 "SECTION SIX: PARKING SPACES. The City (traffic) Engineer 6 is authorized to install and maintain parking space markings. to 7 indicate parking spaces where authorized parking is permitted. 8 When such parking space markings are placed, subject to 9 other and more restrictive limitation, no vehicle shall be stopped 10 left standing or parked other than within a single space unless 11 the size or shape of such vehicle makes compliance impossible." 12 SECTION 5. Ordinance No. 1652 Article IV Section Seven is 13 hereby amended to read as follows: 14 "SECTION SEVEN: TWENTY MINUTE PARKING.
