ORDINANCE OF THE CITY OF SAN BERNARDINO CREATING A HUMAN I
SERVICES COMMISSION OF SAID CITY; AND REPEALING ORDINANCE NO. 2515.1
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO I
DO ORDAIN AS FOLLOWS:

SECTION 1. FINDING OF FACT AND DECLARATION OF POLICY. The
Mayor and Common Council find that human services are those
7
services which help people remain or develop into contributing,
8
self-sufficient, constructive members of our society; that the
9
current provision of human services is excessively fragmented and
10
ineffective due to the lack of a clearly defined structural
,responsibility for the planning, implementation and evaluation of

Ilsaid services; that the ultimate goal of human services should be

'ta happy, healthy citizenry that is able to function as problem free
as possible, thereby maximizing its potential for a good quality
tlOf life; and that an instrumentality should be established through
[which plans and programs to achieve improved human services can be

!provided and persons and groups may be officially assisted in

attaining a quality life.

SECTION 2. CREATION. There is hereby created the Human
20 Services Commission of the City of San Bernardino, which shall be
21 known as the Human Services Commission. The Commission shall
22 consist of nine (9) members who shall serve at the pleasure of the
23 rayor and Common Council.

Each Councilman shall nominate one (1) member who shall
25 serve during and for the term of the nominating Councilman. The
26 ayor shall nominate two (2) members who shall serve during and
27 for the term of the Mayor. The terms shall commence and terminate
28 at the same time as and shall coincide with the term of the

1 nominating Councilman or Mayor, provided that when a vacancy shall'
2 occur in the office of a Councilman or the Mayor, the applicable
3 term of the member of the Commission shall continue until a
4 successor has been nominated by the Councilman or Mayor elected
5 to fill such vacancy and appointed by the Mayor.
6 Each member of the Commission, after having been nominated,
7 shall be appointed by the Mayor, subject to the approval of the
8 Common Council. Each member shall be and remain a local elector
9 and each member nominated by a Councilman shall be a resident of
10 the ward of such Councilman at the time of his appointment.
11 Subsequent vacancies shall be filled and appointments shall be
12 made in the manner hereinbefore set forth. Each member shall
13 serve without compensation.

SECTION 3. DUTIES. The Commission shall:

(a) Develop an analysis of community needs and problems
16 and an inventory of community resources for the purpose of pro-
17 viding a basis for establishing departmental priori ties, goals
18 and objectives.

(b) Develop programs and plans designed to meet stated
20 goals and objectives in, but not limited to, the following areas
21 of concern: youth affairs, senior affairs, consumer affairs,
22 discrimination in housing and employment, and community service
23 centers.

(c) Cooperate with and assist in coordinating on a city-
25 wide basis the work of those community agencies and organizations
26 engaged in the providing of human services.

(d) Provide monitoring and evaluation of all community
28 agencies and organizations receiving City funds for the purpose

1 of providing human services.

(e) Prepare and present to Mayor and Common Council an
annual report identifying human service problem areas and
strategies for alleviating same, including legislation which will

I] serve to improve human services system wi thin the City.
I, SECTION 4. MEETINGS. The Human Services Commission shall
II meet not less than once a month in the Council Chambers, City
II Hall, San Bernardino, California, and shall adopt, by majority
jlvote, such rules as it shall deem expedient for the conduct of
!I its business.

If a member of the Commission shall fail to attend three
consecutive regular meetings without being excused by the
Commission, he shall automatically cease to be a member of the
I! Commission and

16 Each meeting of the Commission shall be open to the public
17 and shall be governed by the provisions of the Ralph M. Brown Act,
18 Government Code Sections 54950.5, et seq. of the State of
19 California.

SECTION 5. Ordinance No. 2515 is hereby repealed.
