2 ORDINANCE OF THE CITY OF SAN BERNARDINO CALLING A SPECIAL
ELECTION TO BE HELD IN THE CITY OF SAN BERNARDINO ON TUESDAY, THE
35TH DAY OF NOVEMBER, 1974, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS OF SAID CITY FOR THEIR APPROVAL OR DISAPPROVAL
4 THREE PROPOSED CHARTER AMENDMENTS TO THE CHARTER OF THE CITY RE-
LATING TO CHANGING THE PROBATIONARY PERIODS OF EMPLOYEES TO NOT
5 MORE THAN ONE YEAR; REQUIRING THAT SALARIES OF COUNCILMEN BE FIXED
BY ORDINANCE IN CONFORMITY TO PROVISIONS AND A SCHEDULE OF STATE
6 LAW; AND ELIMINATING THE REQUIREMENT OF THE MONTHLY PUBLICATION
OF CLAIMS AGAINST THE CITY TREASURY.

WHEREAS, the Mayor and Common Council of the City of San
9
Bernardino desire to call a special municipal election for the
10
purpose of submitting the hereinafter proposed Charter amendments
11
to the qualified electors of the City of San Bernardino for their
12
approval or disapproval,

NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO DO ORDAIN AS FOLLOWS:

SECTION 1. That a special municipal election is hereby
16 called and will be held in the City of San Bernardino on Tuesday,
17 the 5th day of November, 1974, for the purpose of submitting to
18 the qualified electors of said City for their approval or dis-
19 approval, those certain Charter amendments as proposed and sub-
20 mitted by the Mayor and Common Council by Resolution No. //;r7;;."
21 Resolution No. //f(7r..~ ,and Resolution No. //fff'~ ,which
22 said resolutions were duly and regularly passed and approved by
23 the Mayor and Common Council.

SECTION 2. That said proposed Charter amendments will be
25 in the form as shown below in "Measures Submitted to Vote of
26 Voters". Said election and the voting thereat shall be by ballot.
27 Said ballots shall be prepared, printed and distributed as
28 prescribed by law. Each ballot used at said election shall have

printed thereon, in addition to any other matter required by law,

SECTION 3. To vote for the Charter amendments the
21 qualified elector or voter may punch the ballot card in the hole
22 after the word "YES", to the right of the description of said
23 amendments. If the voter punches the ballot card in the hole
24 after the word "YES" his vote shall be counted in favor of the
25 adoption of the measure.
26 To vote against the Charter amendments, the qualified
27 elector or voter may punch the ballot card to the right after
28 the word "NO", to the right of the description of said amendments.

If a voter punches a ballot card in the hole after the printed
word "NO", his vote shall be counted against the adoption of the
measure.
All distinguishing marks or erasures are forbidden and
shall make the ballot void. If a voter wrongly punches, tears
or defaces the ballot, he may return it to the inspector of the
election and obtain another ballot.
SECTION 4. That said special municipal election be and
the same is hereby consolidated with the statewide general
election to be held on Tuesday, the 5th day of November, 1974,
and the election precincts, polling places, voting booths and
election offices for said election shall be the same election
precincts, polling places, voting booths and election offices for
this special municipal election; and the proposed amendments
hereinabove submitted shall be printed upon the same ballot used
in said statewide general election.
SECTION 5. That within the time prescribed by the Consti-
tution of the State of California, the entire proposed amendments
shall be published once in the San Bernardino Sun Telegram, being
newspaper of general circulation, printed, published and
irculated in said City. In addition, and pursuant to the pro-
isions of said State Constitution, copies of said proposed
harter amendments shall be printed in pamphlet form, and mailed
o each of the qualified electors of said City, and a notice
hall be published in the aforesaid newspaper as required by said
onstitution to the effect that additional copies of said pro-
osed Charter amendments may be obtained from the City Clerk
pon application therefor.

SECTION 6. The passage of this ordinance is an emergency
matter relating to elections and said ordinance shall be in
force and take full effect immediately after its passage and
approval.
I HEREBY CERTIFY that the foregoing ordinance was duly
