HomeMy WebLinkAbout3472 20 1 ORDINANCE NO.c-S~!~_ ORDINANCE OF THE CITY OF SAN BERNARDINO PRESCRIBING RULES RELATING TO THE DUTIES OF THE CITY TREASURER TO RECEIVE AND PAY OUT ALL MONIES BELONGING TO THE CITY. 2 3 4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 5 6 SECTION 1. Pursuant to Charter Section 40 Subsection (xl 7 8 9 and Section 70, the Treasurer of the City of San Bernardino shall deposit all money received by him in such depository or deposi- tories as may be designated by the Mayor and Common Council, in 10 compliance with all the provisions of the State Constitution and 11 laws of the State governing the handling, deposit and securing of 12 public funds and the handling of trust funds in his possession. 13 SECTION 2. The money paid into the treasury shall be at 14 once deposited by the City Treasurer into the appropriate bank 15 16 17 account or accounts. Money may be transferred from one fund into another fund by motion and a majority vote of the Common Councilor by its approval of the tentative and final budgets 18 containing fund balances for each fiscal year. 19 SECTION 3. The Treasurer shall be the custodian of all money deposited in the City Treasury. He shall be the custodian 21 of all securities bought by the City government for the account 22 of any fund and of any unsold bonds of the City. In the event 23 of the sale of any bonds by the City, as by law provided, he 24 shall deliver the same, and receive from the purchaser the 25 amount of money due from such sale, and credit the same to the 26 proper bank account in the same manner as other deposits and 27 report such action to the legislative body and the Director of 28 28 I- I I ! Finance. 1 2 SECTION 4. He shall payout money only on check warrants 3 signed by legally designated persons. Regularly, at least once each month, the City Treasurer shall submit to the City Clerk 4 5 a written report and accounting of all receipts, disbursements 6 and cash balances. He shall file a copy with the legislative body and the Director of Finance. SECTION 5.
