2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING
ORDINANCE NO. 3646 ENTIT4ED IN PART "ORDINANCE CREATING A
3 CENTlUI,I. CITY PARKING PLACE CO~ISSION . . . "1 AND FINDING
THAT OWNERS OR LESSEES OF PROPERTY OR HOLDERS OF LICENSES FOR
4 BUSINESSES LOCATED IN THE CENTlUI,I. CITY PARKING DISTRICT
CONSTITUTE THE GENERAL PUBLIC FOR CONFLICT OF INTEREST PURPOSES.

THE MAYOR AND CO~ON COUNCIL OF THE CITY OF SAN BERNARDINO
6 DO ORDAIN AS FOLLOWS:

SECTION 1. Ordinance No. 3646 Section 2 is hereby
8 amended to read as follows:

"Section 2. There is hereby created and established a
10 Central City Parking Place Commission which shall consist of
11 nine (9) members, all of whom shall be owners or lessees of
12 property or the holders of licenses for businesses located
13 within the limits of the Central City Parking District, or
14 the designees of either. The members shall be nominated as
15 follows: two members by the Mayor and one by each member of
16 the Common Council. Members shall be appointed by the Mayor

subject to the approval of the Common Council and shall serve
without compensation at the pleasure of the Mayor and Common
Council.
The Mayor and Common Council declare that the individuals
appointed to the Commission are intended to represent and
further the interest of the holders of licenses of all
businesses and the owners or lessees of all property located with
in the District, and that such representation and furtherance
will ultimately serve the public interest. Accordingly, the
Mayor and Common Council find that for the purposes of persons
who are members of the Commission,the holders of licenses of
all businesses and the owners or lessees of property located in

! the District are tantamount to and constitute the public
generally within the meaning of Section 87103 of the
Government Code."
