";50 D.!' is neces- 4 sary to provide for the expenses of the maintenance and opera- 5 tion for the fiscal year beginning July 1, 1931, and ending 6 June 30, 1932, of the street lygl'1ting system constructed and 7 maintained in, and the cost ot which maintenance and operation 8 is to be borne by a special assessment tax upon all lands (ex- 9 clusive of improvements) within Lighting Maintenance District 10 No. 1 of the City of San Bernardino, as defined and described. in l II the Resolution ot the Mayor and Common Council of said City pro- 12 viding tor the formatioD ot said district, which Resolution was 13 adopted August 19, 1929, and approved August 20, 1929. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 SECTION THREE: It is hereby tound and declared that this is an Ordinance for the immediate preservation of the pub- lic peace, health and safety of said City and the inhabitants thereof, and that this is an e.ergency measure, it being an Ordinance proylded by and adopted pursuant to Section 131 ot the Charter of said City, and by an Act of the Legislature of the State of California, approved Karch 27, 1895, and referred to in said Section by its title, by the provisions ot which Act this Ordinance must take ettect betore the third Konday in August, 1931, in order to levy any valid tax for municipal pur- , poses and without which Ordinance and tax there will be insuf- ficient revenues or funds on hand to defray the expenses of said City. SECTION FOUR: This Ordinance shall be published for three consecutive days in the SAN BERNARDUlO DAILY SUI, a daily newspaper hereby designated tor that purpose, and shall take effect immediately after its passage and approval.
