SECTION TWO: That Section 102 of Ordinance No. 821, enti tled "An Ordinance revising and codifying the Ordinances of, and providing a code of laws for the City of San Bernardino", passed August 8, 1921, and approved August 9, 1921, be and the same is hereby amended to read as follows: "Section 102: The Mayor, with the approval of the Com- mon Council, shall appoint persons to fill the offices created by Section 101, and such officers shall hold office at the pleasure of the Mayor, except the Budget Officer who shall be subject to the provisions of the Civil Service Rules and Regu- lations. "Section 527: There is hereby created the office of , Humane Officer, and his salary is hereby fixed at the sum of $125.00 per month; that immediately upon the taking effect of this Ordinance, the Mayor shall appoint a Humane Officer, sub- j ec t to the confirma -fion thereof by the Common Council, who shall hold office at the pleasure of the Mayor.
