ORDINANCE NO. 1654
AN ORDINANCE OF THE CITY OF SAN BERNARDINO PROVIDING FOR
AND CALLING A GENERAL ELECTION TO BE HELD IN SAID CITY ON MONDAY,
THE 14TH DAY OF APRIL, 1941, AND APPOINTING OFFICERS OF ELECTION
AND DESIGNATING THE POLLING PLACES THEREI!'OR.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNAR-
DINO DO ORDAIN AS FOLLOWS:
SECTION ONE: That a general municipal election is hereb
called in the City of San Bernardino, the Cit~ of San Bernardino
bchoo1 District and the City of San Bernardino High School Distric ,
to be held on Monday, April 14, 1941, for the election of the fol-
lowing officers, to-wit: 1. A Mayor. 2. A member of ,the Common
Council for the First Ward. 3. A member of the Common 'Council
for the Second Ward. 4. A member of the Common Council for the
Fourth Ward. 5. Three members of the Board of Education, all of
whom shall be qualified e1eotors and residents of the City of San
Bernardino School Distriot, to be elected for full terms. 6. One
member of the Board of Education, who shall be a qualified elector
and resident of the City of San Bernardino School District, to be
elected for a short term. 7. One member of the Board of Educatio ,
who shall be a qualified elector and resident of that portion of
the City of San Bernardino High School District not ino1uded in
the City of San Bernardino School District, to be elected for a
full term.
That the members of the Council shall be elected for the
respective offices as provided by the Charter of said City of San
Bernardino, that is to say that .aid members of the Common Council
shall be elected from each of the following Wards by the qualified
electors of said Wards respectively, to-wit: The First Ward,
Seoond Ward and Fourth Ward.
~hat all of said members of the Board of Education shall
be elected by the electors at large of the City of San Bernardino

trict, and all portions of said distriots lying outside of the
City of San Bernardino shall be deemed for said purpose to be a
part of said city.
SECTION TWO: ~hat for the purpose of said election, sai
oity shall be and is hereby divided into fifty-seven voting preoin ts,
Which oonsolidated voting precincts shall be respectively numbered
and shall respectively embrace the following enumerated election
preoincts of said city as established by the Board of Supervisors
of the County at San Bernardino for general elections therein, and
as said precinots now exist in the City of Ian Bernardino; that th
polling plaoes and offioers of election shall be as foll~ws, to-

CONSOLIDATED VOTING PRECINCT NO. 1 shall consist of the
following preoincts, namely: 9, 10, 96, Piokering Park, Luoinda,
Mill #1, Mill #2, Mill #3, Mill #4, Portion of East Colton #4 and

SECTION THREE: 'J.'he l.iity Clerk is hereby instruoted and
authorized to procure, prepare and distribute all neoessary bal-
lots and eleotion sUPPlies for said election.
SECTION FOUR: That the hour of six o'olook A. M. on the

said date of said eleotion is hereby fixed as the hour for opening
the polls, and the hour of seven o'olook P. M. of said date is
hereby fixed as the hour for olosing the polls at suoh eleotion;
proTided, however, that if at said hour of olosing there are any
other voters at the polling plaoes or in line at the entranoe
thereof who are qualified to vote and who have not been able to do so
since appearing, the polls shall be kept open a sufficient time to
enable them to vote. But no one who shall arrive at the polling
plaoe after seven o'olock P. M. shall be entitled to vote, althoug
the polls may be open when suoh person may arrive. That said eleo
tlon will be held at the regularly designated polling places in ea h
preoinct as designated in this Ordinanoe.
SECTION FIVE: '''he Mayor and Common Counoil of said oity
shall meet on the seoond day after said eleotion, at the hour of
7:30 P. M., and prooeed to'oanTass the eleotion returns and to
declare the results in the manner provided by law.
SECTION SIX: That said general election is hereby oalle
and will be held in aooordance with and under and pursuant to the
Charter of said oity, and in aooordance with the provisions of the
Election Code of the State of California.
SECTION SEVEN: The City Clerk shall oertify to the pas-
sage and adoption of this Ordinanoe, and shall oause the same to b
published for three cons eouti v~ times in th e San Bernardino Daily
bun, a newspaper hereby designated for that purpose, and that due
publioation of this Ordinanoe as herein provided is hereby de-
termined to be and shall oonstitute due notice of said eleotion,
and no other notice of said election need be given.

SECTION EIGHT: ',I.'hat by reason of the time requirements
as laid down by the Charter and the law, the passage of said Or-
dinance is an urgent matter, and in order to comply with said pro-
vision and to meet said urgenoy, this Ordinance shall be in foroe
from and after its passage and approval.
I HEREBY CERTIFY that the total number of members of the
Common Counoil of the City of San ~ernardino is five, and the fore-
going Ordinance was duly passed and adopted by the Mayor and Common
Council of the City of San Bernardino, at a regular meeting thereof
