HomeMy WebLinkAbout1664 ORDINANCE NO. 1664 AN ORDINANCE CREATING A LOCAL DEFENSE COUNCIL AND PRESCRIBING ITS DUTIES AND RESPONSIBILITIES. WHEREAS, on May 28, 1940, the President of the United States created a Council of National Defense and an Advisory Commission thereto for the purpose of assisting in the coordin- 6 7 ation of the various governmental, industrial, agricultural, economic, and other activities essential to preparing for the defense of the United States; and WHEREAS, the Council of National Defense and its Ad- 8 9 visory Commission have recommended that the National Defense Program and activities related thereto be carried on through regular governmental channels insofar as possible; and WHEREAS, the Council of National Defense and its Ad- visory Uommission has offioially requested the California Council of Defense to assist and to expedite the formation of local councils of detense; and ViHEREAS, the City of San Hernardino desires to assist in the program of National Defense by coordinating all of its public and private facilities, resouroes and activities with the program aforesaid; NOW THEREFORE: The Oity Council of the City of San Bernardino does ordain as follows: 26 Defense Uounoil. SECTION ONE: There is hereby created the San Bernardino 27 28 29 SECTION TWO: The Defense Uouncil shall be composed of the Mayor, who shall be e~ otfiolo ohairman of the Council, the C'l' +y -li'niY1-ncC'r '-' _t.:J '-'t' J ,'.. , who shall be ex officio seoretary 31 30 of the Council, and such other local officials and citizens, not exceeding 11 in number, as may be appointed thereto by the 32 Mayor ',',i th thD approval of' ID,e City Council. He shall also be and act as Goordi- 4 nator for the Council, and, subject to the Mayor's direction, 5 shall be responsible for coordinating its activities, keeping 6 its permanent records, conducting its correspondence and per- 7 forming such other duties as the said Counci] may from ti~e to 8 time require of him. 9 SECTION THREE: The members of said Defense Council 10 shall serve for a term of one year and until their successors II are appointed and qualified. A four-fifths vote of all the 12 members of the City Council will be required to remove any mem- 13 ber of said Defense Council from office prior to the expiration 14 of his term of office. Vacancies on the Defense Council shall 15 be filled by appointment by the Mayor, with the approval of the 16 City Council. 17 SECTION FOUR: It shall be the duty and responsibility 18 of the Defense Council to coordinate the activities ~~thin the 19 city of governmental and private agencies, and of individuals, 20 cooperating in the defense effort; to stimulate public interest 21 and participation in defense activities; to consider and recom- 22 mend to appropriate governmental authorities plans for the pub- 23 lic safety, health and welfare; to plan a major disaster progr8l!l, 24 capable of functioning in a defense emergency; and to perform 25 such other advisory functions as may be requested of it by 26 officials of th e city, county, state, and Federal agenci es en- 27 gaged in the defense effort. 28 Said Council shall receive, acknowledge and appraise 29 proffers of facili ti es, servi ces and ideas originating wi th in 30 the oomvunity and make appropriate disposition of s8l!le; clear 31 information concerning defense programs and objectives among :52 cooperating agenci es; recommend adjustments or arrangements -2- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 necessary for prompt assimilation of government programs for defense to the appropriate officers, departments or agencies; receive requests for assistance from the State Council of De- fense and from Federal defense authorities and transmit these requests to the proper city authorities or agencies; accumulate or assist in the accumulation of information regarding local governmental, financial, economic, industrial and human facilities and resources and transmit any such facts, as well as other necessary information, to the 0tate Council of Defense and to l"ederal defense authorities. Every department, commission, officer, and employee of the City of San Bernardino shall cooperate with and assist the Defense Council so as to enable the Council to accomplish the objectives of this Ordinance. The Defense Council shall cooper- ate with the County Council of Defense for the purpose of coordinating defense activities between the city and the county. SECTION FIVE: fhere is hereby created as permanent committees of the Defense (;ouncil: (1) Committee on Civil Protection, which shall consider defense matters relating to the public safety, the protection of civil liberties and the main- tenance of law and order, including the preparation of a disaster preparedness plan; (2) Committee on Human Resources and Skills, which shall assist in the registration of persons for defense work of all kinds. cooperate with governmental agencies in making plans for defense training of skilled workers and other persons engaged in defense work requiring special training, and analyze and report to the Defense Council on all proffers of assistance from private persons and organizations; (3) Committee on Health, Welfare, and Consumer Interest, which shall consider activities designed to contribute directly to the social, physical and economic well-being of the individual and the family, protection from want, protection against unwarranted rise in prices; -3- 9 10 11 12 13 14 15 16 17 1 (4) ~ommittee on ~ransportation, Housing, Works and Facilities, 2 3 4 5 wh ich shall consider provisibns for defense housing, buildings, and structures, works for water supply and transportation, high- ways, airports and other transportation facilities; (5) Committe on Public Information, which shall serve all committees of the Council as a medium through which to inform the publiC of de- 6 7 fense activities, develop plans for the use of newspapers, radio, ~-,-- 8 and other means of public information, and attract and sustain citizen interest and participation in defense work; (6) Committee on Industrial Resouroes and Production, which shall consider the industrial resources of the city as these relate to defense pro- duct ion and assist in making the most advantageous use of such facilities. The Gity Gouncil by resolution shall create suoh other permanent and such temporary committees of the Defense Council as the ~ity Council deems necessary, shall define their duties vQthin the purpose of this Ordinance and may abolish any such 18 committee. The chairman of the permanent committees of the De- 19 fense Council shall be designated by the Defense Council Chairman 20 from emong the members of the Defense Council appointed as pro- 21 vided in Section Two of this Ordinance. Members of permanent 22 committees other than the chairman and all members of temporary 23 committees shall be appointed by the chairman of the Defense 24 ~ouncil and need not be members of the Defense Council. 25 SECTION SIX: This Ordinance is hereby declared to be 26 an emergency measure necessary for the immediate preservation of 27 the publio peace, health and safety and shall take effect and be 28 in full force from and after its passage and publication as re- 29 quired by law. The following is a specific statement showing the 30 urgency of this Ordinance: 31 32 -4- 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 1 An emergenoy exists in the United States and in this 2 State in providing adequate National and Local Defense. It is 3 neoessary that all information be gathered relating to National 4 Defense and to provide for the proper cooperation and coordin- 5 ation of public and private agencies so that adequate local 6 Defense may be provided for at as early a date as possible. 7 I HEREBY CERTIFY that the whole number of members of 8 the Common Council of the City of San Bernardino is five, and 9 that the foregoing Ordinance was unanimously adopted at a meet- ing of ~/~ the Mayor and Common Council of said City held on the day of August, 1941, by the following vote, to-wit: Ayes Noes ~ Absent ~ ('j I /H1,L . ~'tft'Y Clerk The foregoing Ordinance is hereby approved this day of August, 1941. c2~~ c;r (;4~~~~~ ~ Mayor of the City of San Bernardino.
