(#2387) Current Business Registration Certificate: Not Applicable Financial Impact: Sharing of the cost of maintenance and electrical energy with Caltrans for existing shared electrical facilities is an existing obligation. The proposed new traffic signals and lighting associated with the freeway interchange projects and 1-215 improvements will increase the City's obligation to share in the future associated maintenance and energy costs. These future additional costs will need to be reflected in the City's annual electrical maintenance budget. The costs associated with this item for FY 12-13 and FY 13-14 are expected to require an increase in the amounts currently budgeted. Motion: Adopt the Resolution. Synopsis of Previous Council Action: 01/01/84 Resolution No. 1984-058 approving an Agreement with Caltrans for cost sharing of State Highway Electrical Facilities became effective. 07/16/12 Resolution No. 2012-201 approving an Agreement with Caltrans for sharing cost of State Highway Electrical Facilities and authorizing the Director of Public Works to execute future revisions to Exhibit A when electrical works are added to the inventory Background: Effective January 1, 1984, the Mayor and Common Council adopted Resolution No. 1984-058 approving an Agreement with Caltrans for sharing cost of State Highway Electrical Facilities. This Agreement had, for many years, been the Master Agreement with Caltrans detailing how the cost of electrical equipment installed, owned and maintained by Caltrans on State Highways will be apportioned between Caltrans and the City. In most cases, the electrical equipment consists of traffic signals and safety lighting improvements on State Highways which intersect City Streets. On July 16, 2012, the Mayor and Common Council, at the request of Caltrans, approved an updated version of the Master Agreement and an updated list of locations to be maintained. In addition, the Director of Public Works was authorized to execute future submittals of the list of Updated: 5/14/2013 by Linda Sutherland A I Packet Pg. 150 2387 locations as new shared electrical equipment is added to the inventory. Under terms of the Agreement, Caltrans installs and operates the signals at no cost to the City; however, maintenance and electrical energy costs are shared proportionally based on the benefit derived by each Agency. Fifteen new signals (including two that are being reconstructed) are being added to the inventory, most from the 1-215 widening project. None are being removed. Due to this large number being added, Caltrans has requested that an updated Master Agreement be executed. The primary change from the previous Master Agreement, which was approved on July 16, 2012, is the replacement of the word "CALTRANS" with the word "STATE". A few other grammar changes are proposed, but none affect the City's interests. The list of electrical equipment covered by this Master Agreement is shown in Exhibit A attached to the Agreement. All of the new traffic signals constructed (or to be constructed) as part of the 1-215 widening are included as well as those to be installed/modified as part of the Tippecanoe Avenue/1-10 interchange improvements and the new traffic signal at the westbound SR-2 10 off-ramp at 301h Street which is being installed by the City.
