C OFFICE OF THE MAYOR PATRICK J. MORRIS v yf O G'ED It'l X01 CITY OF SAN BERNARDINO INTEROFFICE MEMORANDUM TO: Human Resources Department FROM: Office of the Mayo SUBJECT: Adjustment of Salary for Recent Hire Due to Error in Initial Personnel Action Form DATE: March 26, 2013 CC: City Manager On February 4, 2013, the Office of the Mayor hired Aviana Cerezo as Executive Assistant to the Mayor. In her offer of employment, Mayor Morris agreed to employ her at an effective/take- home rate of compensation commensurate with her last current employment in the private sector. When the Personnel Action Form was completed for her hiring, a miscalculation was done by the Office of the Mayor due to the new Memorandum of Understanding approved for SBCMA employees two weeks earlier(January 24, 2013). As a result of the failure to consider the impact of the new MOU, Ms. Cerezo's salary was erroneously set at step 1 of the range ($4,864), resulting in a take-home rate of compensation less than agreed upon in her offer of employment. The proposed action would correct the mistake and set Ms. Cerezo's salary at step 6 of the range ($5,363), resulting in take-home rate of compensation that is approximate to her offer of employment. The financial impact of this action is minimal on the Mayor's Office budget. The Mayor's Office continues to achieve significant savings over and above both the savings required from this office in the city's Pendency Plan and the savings achieved by reducing the Mayor's Office budget almost 65% in the last seven years. Additionally, another employee will be leaving the Mayor's Office in the middle of May that will result in additional savings far in excess of the modest salary adjustment proposed herein. With only two employees in the Mayor's Office after mid-May,maximum productivity and efficiency will be at a critical premium.
