5555 Resolution designating check signers and countersigners for RDA/EDA checks,
vouchers and wire transfers, and repeal Res 5541.
5556 Resolution authorizing the appointment of Gary Van Osdel as Secretary of the CDC,
and Ann Harris as Assistant Secretary of the CDC, and repeal Res 5542.

EDA, & repealing Res 5277, Res 5279, Res 5280, Res 5282, relating to:
establishing positions and job descriptions,
adopting personnel policies and procedures,
establishing compensation levels and salary ranges
establishing compensation and benefits plan
rescinding all previously adopted personnel policies and procedures.

5559 Resolution making findings and determinations, approving that Disposition and Development
Agreement (DDA) and authorizing the execution thereof and any related documents. (Disposition
& Development Agreement [DDA] with Immigration & Naturalization Services (INS) — 3.27
acres — 655 W. Rialto Ave — Vanir to acquire the property from the Agency and undertake
development of a 60,000 square foot office building subject to the lease agreement between the
General Services Administration (GSA) and the Agency and the United States Immigration and
Naturalization Services regional facility. (See Also Res 98-326)

5389, Res 5424, and Res 5507) entitled in part "Resolution ... adopting a Conflict of Interest
Code" by amending Appendix A to add, delete and change the titles of various positions within the
Economic Development Agency (EDA) which must file Conflict of Interest Statements (SEI)
(Statement of Economic Interest) (FPPC).
