FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, FEBRUARY 9, 2016 In Attendance: Gigi Hanna, City Clerk Steven Graham, City Attorney's Office Mark Persico, Director of Community Development Erika Murphy, Mayor's Office Monica Lagos, City Manager's Office Alejandra Molina, The Press Enterprise Commissioners: Dorothy Garcia, Chairperson Barbara Babcock Deborah Bunger Donna Howard Olena Ohiy Kerry Peterson Joyce Seeger Bronica Taylor Absent: Michael Segura Meeting called to order by Chairperson Garcia on Tuesday, February 9, 2016 at 4:05 p.m. in the MIC Conference Room, 6t" Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS Chairperson Garcia introduced new Commissioner from the Fifth Ward, Joyce Seeger. /:M7' : IliF.11 Ko7 13 / "I 11 YN.1 A motion was made by Commissioner Babcock to approve the Minutes of January 12, 2016. The motion was seconded by Commissioner Howard. The Motion passed. GUEST SPEAKERS Mark Persico, Director of Community Development, presented a grant proposal for Arts Night 2016 — May 19, 2016. The Proposed Budget (Draft) was provided to the Fine Arts Commissioners. A motion was made by Commission Taylor to recommend allocation up to $5,250.00 for the Art Night 2016. The motion was seconded by Commissioner Howard. The motion passed. Fine Arts Commission — February 9, 2016 Page Two NEW BUSINESS Logo and branding issues for the FAC — Monica Lagos Monica Lagos, City Manager's office, explained procedures for logos and branding. 12/2 Memorial Update — Gigi Hanna City Clerk Hanna reported that Supervisor Josie Gonzales was appointed to be the lead in the December 2 Memorial. Therefore, the City would not be organizing it at this time. OLD BUSINESS Grants Chairperson Garcia asked the FAC commissioners to pick up their grant packets at the City Clerk's Office on Monday, February 16, 2016. A motion was made by Commissioner Bunger to keep the 2014/2015 FAC Reviewer's Rubric as it is. The motion was seconded by Commissioner Howard. The motion passed. A motion was made by Commissioner Bunger to utilize the 2015-16 Grant Evaluation and send out to the grantees. The motion was seconded by Commissioner Babcock. The motion passed. Properties for Window Project Chairperson Garcia reported that Community Development provided the FAC with a list of vacant City -owned properties for the prospect of displaying art in the windows. Micah Escamilla's Photo proposal No Action Taken. Potential Quilt Project honoring veterans — Deb Bunger Commissioner Bunger presented the "Quilt of Valor" project for veterans who were affected by the December 2, 2015 tragedy. A motion was made by Commissioner Taylor to adopt the Quilt of Valor Project honoring veterans that were the first responders at the December 2, 2015 tragic event. The motion was seconded by Commissioner Howard. The motion passed. Arts Calendar for February 2016 Distributed with Agenda backup. PUBLIC COMMENTS Commissioner Peterson read his poem entitled, "Touched — Fallen Souls, Angels of the Humankind".
