FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, APRIL 12, 2016 In Attendance: Gigi Hanna, City Clerk Mark Scott, City Manager Steven Graham, Deputy City Attorney Mark Persico, Director of Community Development Erika Murphy, Mayor’s Office Sandra Ibarra James Borders Commissioners: Dorothy Garcia, Chairperson Barbara Babcock Deborah Bunger Donna Howard Joyce Seeger Michael Segura Bronica Taylor Absent: Olena Ohiy Kerry Peterson Meeting called to order by Chairperson Garcia on Tuesday, April 12, 2016 at 4:07 p.m. in the MIC Conference Room, 6th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS Commissioner Segura announced that he and Chairperson Garcia called several businesses on the list provided by Mark Persico for the Windows Project. He indicated that the name of the window project would be called “Panes of Joy”. Commissioner Bunger announced that the musical, “Young Frankenstein” would be held at Rialto High School from April 13 through April 16, 2016 at 7:00 p.m. Commissioner Segura announced that the “Spirits and Art” event would be held on April 22, 2016 at 6:00 p.m. at the San Bernardino Garcia Center for the Arts. Partnering for the event include Generation Now, the San Bernardino Garcia Center for the Arts, Arts Connection, and Inland Empire Museum of Art. He stated that the fee for residents would be $15 and non-residents $20. Fine Arts Commission – April 12, 2016 Page Two APPROVAL OF MINUTES A motion was made by Commissioner Segura to approve the Minutes of March 8, 2016. The motion was seconded by Commissioner Taylor. The Motion passed. GUEST SPEAKERS Mark Persico, Director of Community Development, thanked the Fine Arts Commission for their contribution to the Arts Night event. He distributed packets with half sheet postcards and posters to the commissioners for the upcoming Arts Night event. Mark Scott, City Manager, gave a brief summary of his employment background. He spoke about the importance of the arts being a part of the recovery for San Bernardino. OLD BUSINESS Grant Process Update Chairperson Garcia stated that the grant recommendations would be on the City Council agenda for the meeting of April 18, 2016. Chairperson Garcia said that she received a Grant Evaluation form from the San Bernardino Symphony and that the evaluations were due by April 30, 2016. Art Night Participation – May 19, 2016 Chairperson Garcia asked that commissioners sign up for participation at the Arts Night event. 12-2-16 Memorial Update Clerk Hanna announced that the Quilts of Valor event would be placed on the December 5, 2016 City Council agenda. Commissioner Bunger stated that she would be speaking about the Quilts of Valor project at the Sunset Rotary Club on May 11, 2016. Logos, Facebook and branding of City sites/Commissions Steven Graham, Deputy City Attorney, spoke about the concerns about the FAC having a face book page and stated that Monica Lagos, Manager of Communications was currently developing a social media policy for the City. Fine Arts Commission – April 12, 2016 Page Three Arts Calendar for April 2016 NEW BUSINESS Invitation from Heidi Duckler Dance Group Presentation will be placed on the next FAC agenda of May 10, 2016. Letter regarding Rental Cost of City facilities City Clerk Hanna stated that she spoke to City Manager Scott about the rental costs for City facilities. She indicated that he felt that if the artist could not afford putting on their performances that they needed to approach the Fine Arts Commission for money. She suggested that a work group speak to the City Manager to discuss further. Sandra Ibarra Proposal of Art Contest for the Neighborhood Associations Sandra Ibarra spoke about the San Bernardino High School Neighborhood Association’s citywide contest for creating a logo. She asked the Fine Arts Commission for ideas in moving forward with this project. PUBLIC COMMENTS James Borders, Painter/Muralist, spoke about his desire to be a part of the arts in San Bernardino. Commissioner Taylor announced that Reverend Brown from IM, Inc. passed away. ADJOURNMENT The meeting adjourned at 5:28 p.m. on April 12, 2016. The next regular Fine Arts Commission meeting will be on Tuesday, May 10, 2016 at 4:00 p.m., in the MIC Conference Room, 6th Floor of San Bernardino City Hall. Respectfully submitted, Valerie R.
