FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, JULY 12, 2016 In Attendance: Gigi Hanna, City Clerk Dr. Paul Quinton Micah Escamilla Patrick Jewett Commissioners: Dorothy Garcia, Chairperson Barbara Babcock Donna Howard Joyce Seeger Michael Segura Bronica Taylor Absent: Deborah Bunger Olena Ohiy Meeting called to order by Chairperson Garcia on Tuesday, July 12, 2016 at 4:06 p.m. in the MIC Conference Room, 6th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS Chairperson Garcia read a Thank you letter from the San Bernardino Unified School District regarding the grant that was granted to the Teen Music Workshop for their after school music program. Chairperson Garcia announced that there would be a panel on Comic Book and Film on Saturday, July 16, 2016 from 9::00 a.m. to 12:00 p.m. at the San Bernardino Garcia Center for the Arts. Commissioner Segura announced that San Bernardino Generation Now received the Cultural Pathways Grant from the California Arts Council. City Clerk Hanna announced that there was $3,000,000 in the Cultural Development Fund and she asked the Finance Director to allocate the same amount as last year with an additional $15,000 to $20,000 to the Fine Arts Commission. (A copy of the Budget Performance Report was distributed to the commissioners.) Fine Arts Commission – July 12, 2016 Page Two APPROVAL OF MINUTES A motion was made by Commissioner Babcock to approve the Minutes of June 14, 2016. The motion was seconded by Commissioner Howard. The Motion passed unanimously. GUEST SPEAKERS Dr. Paul Quinton gave a brief summary of his background. He was happy with what the Fine Arts Commission was doing with bringing back the arts to the City of San Bernardino. NEW BUSINESS Election of Officers – 2016-16 A motion was made by Commissioner Babcock that Dorothy Garcia be elected as Chairperson for FY 2016-17. The motion was seconded by Commissioner Segura. The motion passed unanimously. A motion was made by Commissioner Seeger that Barbara Babcock be elected as Vice Chairperson. The motion was seconded by Commissioner Howard. The motion passed unanimously. OLD BUSINESS Windows Project Commissioner Segura gave an update on the progress of the “Panes of Joy” project. Micah Escamilla presented her “Beneath the Arrowhead” project proposal. She stated that her project consisted of photographs she took of individuals throughout the City. A motion was made by Commissioner Howard that the Fine Arts Commission proceed with the “Panes of Joy” window project. The motion was seconded by Commissioner Segura. The motion passed unanimously. Council Micro Grants A list of the Council Members’ micro grant recipients was distributed to the commissioners. July 2016 Art Calendar Downtown Art Night – October 14, 2016 Chairperson Garcia gave a report on the meeting regarding the Art Night event scheduled for the fall. She stated that the next meeting would be on July 20, 2016 and suggested that commissioners attend. Fine Arts Commission – July 12, 2016 Page Three 15-16 Grant Evaluations Chairperson Garcia spoke about the outstanding grant evaluations which have not been received. She suggested that another letter go out to the grantees that have not responded. A motion was made by Commissioner Seeger to send a second letter to the grantees. The motion was seconded by Commissioner Howard. The motion passed unanimously. PUBLIC COMMENTS Patrick Jewett, Artist/Instructor, San Bernardino spoke about his Arrowhead Project and invited the Fine Arts Commission to become a part of his project. ADJOURNMENT The meeting adjourned at 5:16 p.m. on July 12, 2016. Montoya Deputy City Clerk 1 FINE ARTS COMMISSION DRAFT MINUTES FOR SPECIAL MEETING OF THURSDAY, SEPTEMBER 01, 2016 In Attendance: Gigi Hanna, City Clerk Commissioners: Dorothy Garcia, Chairperson Barbara Babcock Donna Howard Bronica Taylor Olena Ohiy Absent: Deborah Bunger Michael Segura Joyce Seeger Meeting called to order by Chairperson Garcia on Thursday, September 01, 2016 at 4:30 p.m. in the City Clerk Conference Room, 2nd Floor of City Hall. AGENDA ITEMS: 1. Budget for Art Night – October 14, 2016. Mark Persico’s proposal was handed out. There were not enough entries as of two weeks ago so the deadline was extended to Tuesday, Sept. 6, 2016. The requirement for artists to supply their own power generators may be one of the issues. A Motion was made by Bronica Taylor to approve the proposed budget for Art Night, and was seconded by Barbara Babcock. The motion was passed. 2. Budget for Micah Escamilla “Beneath the Arrowhead” Window Project. The proposed budget for the “Beneath the Arrowhead” project is $1,188.00; this includes $488.00 for supplies and $700.00 honorarium. The images will be displayed at 369 and 371 E. Street and the windows have already been cleaned. A Motion was made by Olena Ohiy to approve the $1,188.00 budget for the “Beneath the Arrowhead” Window Project and was seconded by Donna Howard. The Motion was passed. 2 COMMISSIONER/STAFF ANNOUNCEMENTS: There was a request by Bronica Taylor to readdress the need to go to the council for funding approval for projects that the Fine Arts Commission already has in their budget. This will be placed on the Agenda. Bronica Taylor has been asked to provide information regarding the Organizational Grants and the ethnic-diversity of chosen recipients. Barbara Babcock asked to agendize the possibility of a P.R. marketing campaign for the Fine Arts Commission – what the FAC funds, what it does, etc. Barbara Babcock has been in touch with contacts from the Art Institute; they would like to be more involved with the Art Night and events like it. If the City Council appoints him, there may be a new commissioner representing Ward 1 at the next meeting. Gil Botello has sent a very nice packet to introduce himself to everyone. Chairperson Dorothy Garcia adjourned the meeting at 4:55 p.m. The next scheduled meeting is the regular meeting to be held at 4:00 p.m. Tuesday, September 13, 2016 in the MIC Conference Room, 6th Floor of San Bernardino City Hall.
