DRAFT MINUTES FOR TUESDAY, JULY 12, 2016

Meeting called to order by Chairperson Garcia on Tuesday, July 12, 2016 at 4:06 p.m.
in the MIC Conference Room, 6t" Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Chairperson Garcia read a Thank you letter from the San Bernardino Unified School
District regarding the grant that was granted to the Teen Music Workshop for their after
school music program.
Chairperson Garcia announced that there would be a panel on Comic Book and Film on
Saturday, July 16, 2016 from 9::00 a.m. to 12:00 p.m. at the San Bernardino Garcia
Center for the Arts.
Commissioner Segura announced that San Bernardino Generation Now received the
Cultural Pathways Grant from the California Arts Council.
City Clerk Hanna announced that there was $3,000,000 in the Cultural Development
Fund and she asked the Finance Director to allocate the same amount as last year with
an additional $15,000 to $20,000 to the Fine Arts Commission. (A copy of the Budget
Performance Report was distributed to the commissioners.)

APPROVAL OF MINUTES
A motion was made by Commissioner Babcock to approve the Minutes of June 14,
2016. The motion was seconded by Commissioner Howard. The Motion passed
unanimously.
GUEST SPEAKERS
Dr. Paul Quinton gave a brief summary of his background. He was happy with what the
Fine Arts Commission was doing with bringing back the arts to the City of San
Bernardino.
NEW BUSINESS
Election of Officers — 2016-16
A motion was made by Commissioner Babcock that Dorothy Garcia be elected as
Chairperson for FY 2016-17. The motion was seconded by Commissioner Segura. The
motion passed unanimously.
A motion was made by Commissioner Seeger that Barbara Babcock be elected as Vice
Chairperson. The motion was seconded by Commissioner Howard. The motion
passed unanimously.
OLD BUSINESS
Windows Project
Commissioner Segura gave an update on the progress of the "Panes of Joy" project.
Micah Escamilla presented her "Beneath the Arrowhead" project proposal. She stated
that her project consisted of photographs she took of individuals throughout the City.
A motion was made by Commissioner Howard that the Fine Arts Commission proceed
with the "Panes of Joy" window project. The motion was seconded by Commissioner
Segura. The motion passed unanimously.
Council Micro Grants
A list of the Council Members' micro grant recipients was distributed to the
commissioners.
July 2016 Art Calendar
Downtown Art Night — October 14, 2016
Chairperson Garcia gave a report on the meeting regarding the Art Night event
scheduled for the fall. She stated that the next meeting would be on July 20, 2016 and
suggested that commissioners attend.

15-16 Grant Evaluations
Chairperson Garcia spoke about the outstanding grant evaluations which have not been
received. She suggested that another letter go out to the grantees that have not
responded.
A motion was made by Commissioner Seeger to send a second letter to the grantees.
The motion was seconded by Commissioner Howard. The motion passed unanimously.
PUBLIC COMMENTS
Patrick Jewett, Artist/Instructor, San Bernardino spoke about his Arrowhead Project and
invited the Fine Arts Commission to become a part of his project.
ADJOURNMENT
The meeting adjourned at 5:16 p.m. on July 12, 2016. The next regular Fine Arts
Commission meeting will be on Tuesday, August 9, 2016 at 4:00 p.m., in the MIC
Conference Room, 6t" Floor of San Bernardino City Hall.

To whom it may concern:
This letter is in regards to public art in San Bernardino.
Art in public spaces enriches and beautifies the environment and lends visions to the community.
Public art provides a unique source of enjoyment as well as a feeling of awe in its presence.
Numerous cities around the country have created for display signature statues cast from
fiberglass and painted by local artist, I would like to propose free standing fiberglass Arrowheads
for the city of San Bernardino. I chose the Arrowhead because of its beauty and historical
significance to the San Bernardino valley.
The Arrowheads would be casted from re -enforced fiberglass and mounted on a
2"x2"x2"concrete base. Local artist would be invited to paint on each side of the Arrowheads.
The statues would be auctioned off and the proceeds used to further the beautification of San
Bernardino. Since there are so many different styles to choose from, I recommend making 4
different variations for the sake of artistic variation. Each Arrowhead would be lacquered and
covered with an anti -graffiti coating. The fiberglass Arrowheads could be manufactured for a
marginal cost and maintenance would be minimal. I estimate the cost of each finished
Arrowhead to be $1,300.00.
This project would be sponsored by the San Bernardino Arts Association or Inland Arts
Connection. Both are not for profit organizations making all donations tax deductible.
I have been creating art for over 30 years and have the ability to give this project the cultural
distinction it deserves. This small investment in public art can go a long way in bringing added
life and aesthetic beauty to our city. It has been my long held belief that by adorning our public
and private buildings with artistic monuments, we can inspire a since of history and belonging in
the hearts and minds of residents and visitors.
