This public comment is addressing item 17 on today's agenda. Traffic calming on 28th Street
is very welcome as I personally have seen cars catching air as the speed past Wilson
Elementary School while children are trying to walk home from school, but the proposal falls
short by covering only from H Street to Waterman instead of also including the portion of 28th
Street east of Waterman. Based on the City's Active Transportation Plan, the entire length of
28th Street from H Street to San Gabriel Street is designated as a "Community Connector"
which per the same document, is supposed to have traffic calming elements such as are being
proposed to be designed as part of the contract to be awarded by this item. Given that
information, it is a missed opportunity to not include the entire length of 28th in this contract,
especially given that it's only a few more blocks past Waterman. I would urge you to amend
this contract to include that segment so that the entire length can be advanced to a point of
being ready for construction. (See attached image: Red is what the existing item would cover,
green is portion that is missing but needs to be added.) Finally, to further support the goal of
limiting the cut-through traffic that is using 28th Street, it would be ideal to add a traffic
diversion element in at least one location between H and Waterman. Mountain View could be
the best spot for the diversion, with curb extensions being used to limit the ability to turn right
onto 28th Street from either direction on Mountain View (see second image), but it should be
added as a point of study for the proposed contract too.
