It is my 1st and 4th amendment right to REDRESS, Council. As a disabled woman, I feel unsafe to attend in person. Reading my email, is respectful, and honest. The CM will recognize bigotry, prejudice, elitism and racism is not in their tool kit to use against We The People, to keep us silent. The City Manager must have the Community of Character traits of accountability, responsibility, honesty, respect, integrity and compassion as professional standards. They must provide responsibility, with a firm hand because you and the staff certainly need it, to remain steadfast to provide complete, accurate agendas. No excuses. Truth is clarity. The following code must be adhered to, for a symbiotic relationship with the CM. Municipal code, Chapter 2.58 Meetings. 2.58.060 Prohibiting disruptive conduct in meetings. 2.58.070 Willful disruptions of the Mayor and City Council. 2.58.090 Familiarity with the Brown Act required. The CM must recognize that council members sitting back in their chairs like it’s their man cave, refusing to use the microphone to address City Council, city staff, and We The People, during our REDRESS, is counterproductive and makes Mayor Tran look unstable and implies an elitism that doesn’t coincide with the Community of Character traits. The CM will be held accountable to their contract. They will assist the Directors in their responsibility to their contracts, Library & ASD in particular. The CM will aid in deescalation instead of residents being threatened with violence as to NOT attend any commission meetings, where the Directors fail their contracts. The CM will work to recognize that requests for information, from the community will not take 3 to 5 months to receive. The CM will assist Mayor Tran in deescalation of any City Council meeting by recognizing that We The People at the podium are not complaining, it is a redress. Recognize that commissioners with signs on sticks, is seen as a potential weapon, especially if their redress is expressed as threatening or harboring grudges for Council members. The CM must engage Council and residents with SOBER honesty and commitment to the health, safety and welfare of our city. The CM will aid the City Clerk , the gatekeeper of our city, to remain vigilant to her oath of office at all times. The CM is to mirror the community in which they serve. For the Council, BB&K and Directors this, at best, has been a struggle for ALL of you. EGOS over educating, empowering and engaging our community have investors turning away. The CM, using best business practices will, in time, alter their view. Council, the CM must run this city with dignity and grace. Commitment is the lightning rod. Although you believe it’s a sacrifice, instead of a blessing. 82 weeks until the 2026 election. Failure is not an option. Paula Plunk
