What is AB 2561?
AB 2561 is a state law that requires public agencies to present
the status of vacancies and recruitment & retention efforts at a
public hearing at least once per fiscal year, prior to budget
adoption, effective January 1, 2025.
What happens in an AB 2561 public hearing?
•Vacancy data by bargaining unit will be presented.
•Changes to policies, procedures, and recruitment activities
that may lead to obstacles in the hiring process will be
discussed.

What can we do to overcome obstacles in the hiring process?
•Develop, review, and update the City’s Administrative Policies that
govern how we recruit and compensate prospective employees and
remain competitive in the process. (In Progress)
•Streamline recruitment processes and procedures to increase
productivity and efficiency both internally with our departments, and
prospective employees. (In Progress)
•Actively communicate with prospective employees throughout the
recruitment process. (In Progress)
Are there any other requirements of AB 2561?
•If the vacancy rate for any bargaining unit meets or
exceeds 20% of the total number of authorized full-
time positions, the City would be required to
provide additional specific information upon
request of the affected bargaining unit(s).
