Adopt Resolution No. 2025­330 of the Mayor and City Council of the City of San Bernardino, California, Levying Special Taxes to be Collected During Fiscal Year 2025­26 to Pay the Annual Cost of Public Safety Services and Administrative Expenses within Community Facilities District No. 2018­1 (Safety Services) of the City of San Bernardino; and 2. Approve a Professional Services Agreement with California Public Policy Group (CPPG) for Professional Grant Writing Services in an amount not to exceed $309,000 (All Wards) Pg.1083 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, Authorize the City Manager to execute a Professional Services Agreement between the City of San Bernardino and California Public Policy Group (CPPG), for professional grant writing services for an amount not to exceed $309,000 for a term beginning July 1, 2025, through June 30, 2028, with an option to extend for two (2) additional years. 14. Amendments to Professional Services Agreements for Legal Services (All Wards) Pg. 1104 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the City Manager or designee to execute: 1. First Amendment to the Professional Services Agreement with Atkinson, Andelson, Loya, Ruud and Romo for representation in the David Miranda v. City of San Bernardino, Superior Court Case No. CIVSB2319034 increasing the not­to­exceed amount from $100,000 to $250,000. 2. First Amendment to the Professional Services Agreement with Atkinson, Andelson, Loya, Ruud and Romo for representation in the Christina Nedrebo v. City of San Bernardino, et al., Superior Court Case No. CIVSB2402094 increasing the not­to­exceed amount from $100,000 to $245,000. 3. First Amendment to the Professional Services Agreement with Bracy Hawkins Law, P.C. for representation in the Kendria Watson v. City of San Bernardino, et al., Superior Court Case No. CIVSB2209220 increasing the not­to­exceed amount from $100,000 to $165,000. 4. Second Amendment to the Professional Services Agreement with Carpenter, Rothans and Dumont, LLP for representation in the Karla Jenett Moore v. City of San Bernardino, et al., United States District Court Case No. 5:21­cv­01154­JGB­KK increasing the not­to­ exceed amount from $100,000 to $150,000. 15. Approve Memoranda of Understanding and Compensation and Benefits Plan with Bargaining Groups (All Wards) Pg. 1173 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve the Memorandum of Understanding (MOU) with Teamsters Local 1932 for General Unit Employees; 2. Approve the Memorandum of Understanding (MOU) with Teamsters Local 1932 for Middle Management Employees; 3. Approve the Memorandum of Understanding (MOU) with the San Bernardino Police Dispatch Association (SBPDA) for Police Dispatcher Employees; 4. Adopt Resolution No. 2025­336 of the Mayor and City Council of the City of San Bernardino, California, approving the San Bernardino Confidential Management Association (SBCMA) Compensation and Benefits Plan for Management/Confidential Employees; and 5. Amend the City­wide salary schedule for General Unit, Middle Management, Police Dispatch and Management/Confidential classifications. Mayor and City Council of the City of San Bernardino Page 9 16. Authorize a three­year Enterprise Agreement with Earth Science Research Institute, Inc. to purchase GIS software and services in the amount of $596,376 (All Wards) Pg. 1317 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Authorize the City Manager to execute an Enterprise Agreement with Earth Science Research Institute, Inc. (ESRI) for Geographic Information System (GIS) software and services for a three­year term; and 2. Authorize the Director of Finance and Management Services, or their designee, to issue a purchase order in the amount of $198,792 for Year 1, with purchase orders for Years 2 and 3 to be issued annually, subject to the availability of funds and adoption of the applicable fiscal year budgets. 17. Authorization of Annual Technology Infrastructure Services and Software Licensing not to exceed $1,503,810.88 (All Wards) Pg. 1332 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, Authorize the Director of Finance & Management Services, or their designee, to issue a purchase order to Tyler Technologies, Inc., Frontier California, Verizon, Harris Computer Systems, Solutions Simplified for DocuSign, ECS Imaging, Inc., in an amount not to exceed $1,503,810.88. 18. Authorize a Vendor Services Agreement with DM & G Construction and Engineering Services Inc. for Installation of Guardrails in the amount of $393,560 (All Wards) Pg. 1356 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Authorize the City Manager to execute a Vendor Services Agreement with DM & G Construction and Engineering Services Inc. for the installation of guardrails; and 2. Authorize the Director of Finance and Management Services to issue a purchase order not to exceed the amount of $193,560 for FY 25/26; and 3. Authorize the Director of Finance and Management Services to issue a purchase order not to exceed the amount of $100,000 for FY 26/27 and $100,000 for FY 27/28. 19. Decommissioning Two Traffic Signals (Ward 1) Pg. 1377 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution No. 2025­342, Approving the decommissioning of two traffic signals at the intersections of 4th Street and F Street and 4th Street and G Street. Mayor and City Council of the City of San Bernardino Page 10 20. Report of Contracts Executed in accordance with Ordinance No. MC­1605 for the Period of July 2023 through June 2025 (All Wards) Pg.1399 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, receive and file the report summarizing contracts executed by the City Manager, Agency Directors, Department Directors, or their assigned designees from July 2023 through June 2025, in accordance with City Ordinance No. MC­1605. DISCUSSION 21. Property Tax Transfer Resolution for LAFCO 3274 – Reorganization to Include Annexation to the City of San Bernardino and Detachment from the County Service Area 70 (Spring Trails Specific Plan Project) (Ward 5) Pg. 1410 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California Adopt: 1. Resolution No. 2025­338 of the Mayor and City Council of the City of San Bernardino, California, transferring property taxes in conjunction with the Reorganization and Annexation to the City of San Bernardino and Detachment from County Service Area 70, property known as the Spring Trails Specific Plan project, generally located northerly of Meyers Road and Easterly of Martin Ranch Road; and 2. Direct the City Manager to transmit the Resolution to the Director of the Local Agency Formation. 22. Proposed Strategy for Park Restroom Operations (All Wards) Pg. 1611 Recommendation: It is proposed that the Mayor and City Council of the City of San Bernardino, California: 1. Approve the allocation of $63,000 for 23 minor restroom rehabilitation efforts; and 2. Authorize staff to issue a Request for Proposals (RFP) for ongoing maintenance of the City’s Park restroom facilities. Failure of a person to promptly respond when their time to speak is called shall result in the person forfeiting their right to address the Mayor and City Council. Rule 3. The presiding officer may request that a member of the public providing comment audibly state into the microphone, if one is present, his or her name and address before beginning comment. If that person is representing a group or organization the presiding officer may request that the speaker identify that group or organization, including that group or organization' s Address. Rule 4. Notwithstanding the provisions of Rule 2 and 3 above, a person shall not be required to provide their name or address as a condition of speaking. Rule 5. Time Limits: 5.01 Each member of the public shall have a reasonable time, not to exceed three ( 3) minutes per meeting, to address items on the agenda and items not on the agenda but within the subject matter jurisdiction of the Mayor and City Council. 5.02 Notwithstanding the time limits set forth in subsection 5. 01 above, any member of the public desiring to provide public testimony at a public hearing shall have a reasonable time, not to exceed ( 3) minutes, to provide testimony during each public hearing. Mayor and City Council of the City of San Bernardino Page 13 Any member of the public desiring to speak to the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. A three­minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. Speakers who wish to present documents to the governing body may hand the documents to the City Clerk at the time the request to speak is made. The Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. However, no other action shall be taken nor discussion held by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
