Dear office of the Mayor, With City of San Diego following the framework of sb 569 without being required to and entering in agreement with caltrans to allow city officials on caltrans property for encampment control reasons, I have to ask mayor Tran's office what is stopping the city of San Bernardino from forming an agreement like this also. There are problematic and persistent encampments as well as my local encampment on east pumalo and guthrie (caltrans and city side) which are not being adequately addressed. This encampment creates a persistent drug free school zone violation. I mean that as a multi- mayoral term historial style pace. At this point some or any proactiveness could go a long way in the way of hindsight, especially with the likelihood of this bill passing. But even if it doesn't there isn't any known legislation which prevents your office from taking these, same steps. I included a news article about this and I will be emailing other agencies, politicians, federal agencies asking more or less the same question and filling out complaint forms along the way. I would also call in question Helen's jurisprudence with the state of california bar if she doesn't see this type of solution as practical. Do something, or don't I don't care. There is someone out there in the large web of the local state feds and scag that might make the decision for you to solve this solvable issue. District 8 of caltrans doesn't list their email so I included some other serious sounding caltrans emails in here. Maybe D 8 will start having their own email one day. I have a caltrans PIO in contact with D 8 now so they can agree on access control fence code and d8 policy internally. Good luck, you want these public jobs until it's time to do these public jobs. I left the office of the mayor a message after calling them during business hours, a few days ago.
