Item 19. California does not have a “stop and identify” statute that makes it a crime to refuse to identify yourself. This means that you do not have to show police your identification unless you are being lawfully detained or arrested. So how are you going to Identify the unhoused as residents of the City of San Bernardino? Force them to wear an emblem on their clothing that identifies them as unhoused? Dye their hair a specific color? Place a tattoo on their forearms? At the August 12th Planning Commission Meeting, Commissioner Ngalande from Ward 5 compared the unhoused as “cockroaches to candy”, blaming the yet-built navigation center as a cause for the unhoused to be in the city. In the same meeting, Commissioner Daily from Ward 1 labelled them as “flies to honey”, stating that the food hand-out programs was an issue that attracts the unhoused to the city. These statements are very similar to the ones recently made on the Fox News show Fox & Friends, where co-host Lawrence Jones suggested that unhoused people living with mental illness who refuse to accept help from publicly funded resources should "be locked up in jail." “Or involuntary lethal injection, or something,” Brian Kilmeade chimed in. “Just kill ’em.” Others have voiced criminalization of being unhoused with forced hospitalization or incarceration or both. Councilperson Sanchez, Councilperson Knaus, as these commissioners represent you, we believe these statements also represent your attitude towards the unhoused. Prove us wrong. Ronald Plunk
