PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA Kim Calvin spoke on item 21 being a temporary fix. She questioned how much money had been spent on vouchers and why no shelters had been built despite available funding and the declared homeless state of emergency. She urged the council to develop a real plan to support the unsheltered. Christian Shaughnessy spoke in favor of item 17. He spoke on the need to expand housing opportunities for working-class residents and younger generations in San Bernardino. Georgia L. spoke on the Animal Services department, calling the treatment of animals inhumane. She also spoke on item 18, the $700,000 budget request and called for accountability and real change. Al Palazzo spoke on past experiences with social justice leaders and expressed a commitment to rebuilding San Bernardino. He shared his vision as a future city manager focused on opportunity, development, and community engagement. Luis Ojeda thanked staff for the cleanups and urged the Mayor and City Council to be proactive on revitalizing downtown, holding the absentee owners accountable, and improving the city’s appearance. Ronnika Ngalande a longtime San Bernardino resident, expressed frustration with ongoing council distractions like false allegations and personal vendettas, urging the city to focus on real issues such as homelessness, crime, and economic development. Gina Mirelez expressed frustration with living in San Bernardino, poor public services, especially the lack of a functioning library and computer lab. She compared the city unfavorably to nearby communities, condemned the city’s leadership and police Regular Meeting Minutes April 2, 2025 Mayor and City Council of the City of San Bernardino Page 10 department. Zazette Scott, the Family Assistance Program, spoke on the Second Chance Month. She mentioned the support the program offers to formerly incarcerated individuals and families. Michael Meister, San Bernardino resident, asked to restore the public computer access in libraries emphasizing that many low-income residents rely on these services for education, job searches, and essential tasks. Tim Prince, San Bernardino resident, spoke on the postponement of the Charter Review Committee, the prolonged library computer outage, and downtown neglect. He urged more action on city governance, public services, and the reopening of City Hall. Jeffrey DeFillipes urged the city to address the dangers of fireworks, repair damaged sidewalks, regulate motorized bicycles on sidewalks, support the homeless, and improve San Bernardino’s overall appearance through more development and maintenance. Dolores Armstead congratulated the new commissioners. She questioned homeless funding transparency, the continued use of hotel vouchers, opposed to earlier council meeting times, asked for clearer explanations on housing bonds, and expressed frustration over the city’s negative image and lack of progress. Jesus Garcia, San Bernardino resident, expressed frustration that East Valley Water District began building a warehouse behind their property in February without prior notice, blocking their mountain view and causing dust issues. He received notification only days before construction ended. He also spoke about the poor road conditions on Waterman Avenue. Carmen Gallegos, San Bernardino resident, expressed concern on the city safety and infrastructure, like uneven sidewalks and fire risks, instead of towing vehicles. She also spoke about homeless and their medical needs. Ivan Garcia, San Bernardino resident, praised the city’s staff for the progress being done in the city. He also supported monthly commission meetings, better code enforcement, and the ongoing efforts to clean up the city. Daryl Terrell is a resident of Moreno Valley. He spoke about the personal impact of catalytic converter theft and urged the council to adopt a stricter ordinance, similar to Riverside County’s “one and done” law. Lydia Savala spoke on the shelter intake data she analyzed and expressed concerns about the increase in animals. She also mentioned the spay/neuter vehicle was not being used. Ethan Flores, student and community member, expressed concern about the growing homeless crisis in Ward 1, near Nunez Park. He asked council to coordinate with the county departments to get assistance for the homeless. He also spoke on Council Member Sanchez recall. Regular Meeting Minutes April 2, 2025 Mayor and City Council of the City of San Bernardino Page 11 Marvin Newman long time resident of nearly 50 years, expressed concerns on the condition of 28th Street, it had only been repaved twice. He urged the city to take real action instead of temporary fixes. Ethan Flores, resident, thanked the City Council for recent projects like the airport and park development. He expressed concern about the road conditions near San Bernardino and King Street. Ray Blom, resident and president of the new Downtown Neighborhood Association, thanked the Mayor and City Council Members for attending their recent launch event. He announced a planning session on April 22nd at Noah’s Restaurant and stressed the need for unity, and the return to City Hall. Terry Boykins, Executive Director of Project Fighting Chance, shared that the organization was featured on PBS on March 8th and received donations from across the country in support of their youth programs. He also announced their upcoming summer enrichment program for 100 youth at Ruben Campos Community Center. Sharon Negrete spoke about potential abuse and neglect at the Animal Shelter. She also spoke about the behavior at a recent Animal Control Commission Meeting. Junior Carrillo expressed optimism about the city’s progress and stressed the need to focus on the positive developments rather than constant complaints. Erick Marquez spoke about the need for leadership and community unity. He also mentioned the recent event called the Erick Marquez Assembly and invited others to join his private group. Joe Salas expressed concern that the Parks and Recreation Commission had not met in nine months. He addressed the need to schedule meetings at more accessible times so members can participate. He also asked the city to replace the torn American flags on the public buildings. CITY MANAGER UPDATE Interim City Manager Bill Gallardo provided the City Manager Update. Highlights included the 27 small street segment repairs began, the applications for Owner-Occupied Rehabilitation Program are open, the city breaks ground on Seccombe Lake Park improvement project, the Speicher Park updates beginning on April 3rd, the new Animal Shelter opened their customer service center, the grand opening of Tacos y Mariscos Panza Verde, and Chavez Mural unveiling at Lytle Creek Park on April 9th. PUBLIC HEARING 17. Issuance of Tax­Exempt Bonds by the California Statewide Communities Development Authority for Arrowhead Grove Phase IV and Adopt Resolution 2025­ 268 Approving the Issuance of Bonds in an amount not to exceed $45,000,000 (Ward 2) Recommendation: Regular Meeting Minutes April 2, 2025 Mayor and City Council of the City of San Bernardino Page 12 It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Conduct a Tax Equity and Fiscal Responsibility Act Hearing in consideration of the issuance of tax-exempt bond financing by the California Statewide Communities Development Authority for the benefit of Arrowhead Grove Phase IV, LP, to provide financing for the acquisition, construction, improvement, and equipping of a 92-unit multifamily rental housing project generally known as Arrowhead Grove Phase IV. 2. Adopt Resolution 2025-268 approving the issuance of Bonds by the California Statewide Communities Development Authority not to exceed $45,000,000, for the benefit of Arrowhead Grove Phase IV, LP, to provide financing for the acquisition, construction, improvement, and equipping of a 92-unit multifamily rental housing project generally known as Arrowhead Grove Phase IV. 3. Authorize the City Manager or designee to take any further actions and execute any further documents as necessary to effectuate the issuance of the Tax-Exempt bond for Arrowhead Grove Phase IV. Regional Partnership – Adopt Resolution allocating $700,000 for Expenses Related to the Regional Partnership Agreements (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-269 authorizing the Director of Finance and Management Services to amend the FY 2024/25 Operating Budget by $700,000 in revenues and expenditures to cover the cost of services and supplies needed as a result of the Regional Partnership Agreements for Animal Services. Council Members discussed the city’s partnership as well as receiving payments and raised concerns about city covering upfront costs. Director of Animal Services, Kris Watson clarified that the funds support veterinary care, equipment, and staffing needs, and that the action was procedural for budget balancing. Partner cities are being billed quarterly for both capital and operational costs. Staff reported that the motel voucher program is supported by CDBG funds, with plans for additional funding and nonprofit partnerships to expand services. The fiscal impact of extended hours and added security was also noted. There was a motion by Council Member Knaus and second by Council Member Sanchez, for staff to confer with each commission to determine the need to change the commission meeting times and make a recommendation based on the assessment.
